The ruthless political entrepreneurs of Muslim Mindanao

The Maguindanao massacre predicts the eruption of wider violence and conflict as the nation heads towards the 2010 elections. Yet to dismiss this incident as "election-related" is to miss the fundamental political and economic implications of this evil deed. The massacre is rooted in the shift in politico-economic sources of violence and conflict in Muslim Mindanao. It signifies the emergence of new-type warlords whose powers depend upon their control of a vast illegal and shadow economy and an ever-growing slice of internal revenue allotments (IRA). Both factors induce a violent addiction to political office.

Mindanao scholars used to underscore the role of "local strong men" who were an essential component of the central state's efforts to extend its writ over the region. The elite bargain was built upon the state's willingness to eschew revenue generation and to grant politico-military dominance to a few Moro elites in exchange for the latter providing political thugs and armed militias to secure far-flung territories, fight the communists and separatists, and extend the administrative reach of the state.

The economic basis of the elite bargain has changed since then. Political office has become more attractive due to the billions of pesos in IRA remittances that electoral victory provides. The "winner-takes-all" nature of local electoral struggles in Muslim Mindanao also means that competition is costlier and bloodier. Meanwhile, political authority may enable control over the formal economy, but the bigger prize is the power to monopolize or to extort money from those engaged in the lucrative business of illegal drugs, gambling, kidnap-for-ransom, gun-running, and smuggling, among others. The piracy of software, CDs and DVDs, and the smuggling of pearls and other gemstones from China and Thailand are seen as micro and small enterprises. These illegal economies and a small formal sector comprise the "real" economy of Muslim Mindanao.

The failure to appreciate how this underground economy, coupled with entitlements to massive government-to-government fund transfers, shapes prevailing notions of political legitimacy and authority in the region partly explains the inability of the central state to deal with lawlessness and conflict.

Political legitimacy in Muslim Mindanao has very little to do with protecting people's rights or providing basic services. People rarely depend on government for welfare provision, and are consequently averse to paying any taxes. People actually expect local leaders to pocket government resources, and are willing to look the other way so long as their clans dominate and they are given a small slice during elections. Legitimacy is all about providing protection to your fellow clan members by trumping the firepower of your competitors, leaving people alone, and forgetting about taxes.

There were positive signs in the recent past, especially among the Moro women and youth who bore the brunt of conflict and who sought a different future. But achieving their aspirations depends on their ability to rise above clan structures and the dynamics of hierarchy and collective self-defense that bound its members. This dilemma was painfully exposed in the Maguindanao massacre, where Moro women who usually played a strategic role in negotiating an end to rido became its principal victims.

The sad thing about the recent massacre is that it could have been avoided. Everyone in Central Mindanao knew about the looming violence between the Ampatuan and Mangudadatu clans as early as March 2009, when the latter's patriarch Pax Mangudadatu confronted Andal Ampatuan in a public gathering and made known his clan's intention to challenge the latter's political hold on Maguindanao. This threat was in turn based on the knowledge that Ampatuan was planning to undermine the Mangudadatus by fielding a challenger against them in Sultan Kudarat.

In short, the "looming" rido which pundits are predicting today actually started more than six months ago. Yet neither Malacanang nor the Comelec, PNP, and the AFP made any attempt to monitor their activities, disarm their private security, demobilize their loyalists within the police and military, and ring-fence their camps.

Why?

The answer lies in the newfound role of Muslim Mindanao to national political elites. The region is known for a long history of electoral fraud. The difference today lies in its ability to provide the millions of votes that can overturn the results of national electoral contests, a situation brought about by the creation of a sub-national state (ARMM) and reinforced by the sort of democratic political competition in the post-Marcos era that makes local bosses more powerful and national leaders more beholden to them. This was the case in the presidential elections of 2004 and the senatorial race in 2007. It will serve the same purpose in 2010. Whose purpose is served by arresting Ampatuan in an election year? Certainly not those of the ruling coalition.

This partly explains the foot dragging and the lame treatment of principal suspects in the massacre. And to those pressing for limited martial rule in Maguindanao, beware what you wish for. Having a surfeit of troops on the ground can provide a superficial peace at best. At worse, it may facilitate the same type of electoral fraud in 2010, or leverage the firepower of one clan over another.

In a region where the rebellion-related conflict between the GRP-MILF received all of the national and international community's attention and aid, NGOs such as International Alert and the Asia Foundation have often decried the ignorance and indifference of the government and donor agencies to community-based inter and intra clan violence. As International Alert asserts, it is time to focus on the confluence between both types and sources of violence and conflict. Indifference will only lead to more death and destruction as the election approaches, when a convergence between rebellion-related, and inter and intra clan conflict occurs as military forces and armed rebels take sides between warring clans and factions.

Mindanao scholars such as Patricio Abinales, James Putzel, and John Sidel have previously noted how local strong men made Mindanao, and how the region provided an ideal case of the country's "imperfect democracy" and "political bossism." More recently, the conflict scholar Stathis Kalyvas called attention to the birth of "ruthless political entrepreneurs" who shape and are shaped by the dynamics between states, clans, and conflict.

The viciousness of the Maguindanao attack shows how these phenomena resonate here. It demonstrates the weak and narrow reach of the central Philippine state in Muslim Mindanao, and how the continued reliance on local strong men will not end the cycle of violence.

I remember one of my classmates in the 70's said that one reason for the Moro struggle was the ordinary Moro frustration with the Moro royal bloods. This smacks parallel to the powerlessness of the mahihirap (poor) against the politicians.

Indeed the Ampatuan massacre is just sympton of a bigger sickness that Mindanao (indeed even the whole country) suffers from but treating this sysmpton is part of the cure.

Again, I am calling for the fall of the whole Ampatuan clan. If all of them cannot be jailed, the National government should take them out of public office permanently with no other reason of gross incompetence. Knowing what they have done to their province for the past decade and culture of violence they practice, lets see them try to live as ordinary citizens.

To Manilenos, Tagalogs and Cebuanos, you have the priviledge of hosting the central government and the centers of commerce. With this, you have a responsiblity of bringing development to the farthest reaches of our country. Our cities are more connected to the west than their own country. Stop daydreaming of living in California. Its time to think larger than yourselves. If not, then lets just move the capital to Mindanao.

Lastly, I warning the Filipinos that International Aid and corruption equals failed states. This is what is happening in Africa and what's happening in Maguindanao. It creates leaders that are not beholden to the puplic. Money that is suppose to feed and educate the people are turned in to bullets that terorize and kill.

Yeah, the massacre of the Mangudatus in maguindanao is very tragic. But for the information of everybody, killings are very rampant in Mindanao, mostly done by those already in power and very greedy for power that they want to remain in office for whatever cost. The main attraction is the Internal Revenue Allotment (IRA) amounting to millions of pesos. This allotments are not being used for the common good of the people, like infrastructure projects, social services and the like, but pocketed by most local (elected) executives. Just last Ocotber, the mayor of lumbacaonayan, apollo aloyudan caused the massacre of the ABC president and 4 women because he want to perpetuate fraud in the registration. Mr. Puno sir, if you can also suspend Aloyudan then these alligators will be restrained in their barbaric act. Hope the Mangudadtus are not as greedy for power as the ampatuans .

These clans are the old Moro fiefdoms and are political units by themselves. These clans traditionally wage war against other clans. Phil. tribes in the old days wage annual wars after harvest season for sport. To solve the problem, we must ensure that their authority do not extend outside their own clans. If two clans are mixed in one government unit, the election becomes a modern day war. Non-Moro communities must have secular governments. Autonomy must be granted on a per clan unit and not on a whole provincial region since that would make it a virtual modern empire. The massacre was an act of an emperor against a rival fiefdom.

Power over another was a primeval force that bedeviled modern society today. So far, we are only successful in convincing a cave-man to emerge from the cave but failed to tell him to leave behind the savage nature within.

The atmosphere that nurture this form of savagery is currently real in the Philippines, where corrupt leadership is more of a way of life than an aberation.

The country is sick. And the system badly needs an overhaul to address the disease that threatens the whole being of our society. Every political person sees this disease ravaging the core of our society and yet they ignore what they saw. The reason is just too obvious. The people running the system are also sick, and a sick system is an ideal opportunity to steal, murder and make a mockery of the law, to assert once more the savage make up a primordial self!

This is not about being christian against muslim or ilocano against bisaya etc. It doesn't matter wherever region in the country these people are from. They have committed a crime and should be punished accordingly, as well as those who are in power who tolerated them in having private armies with the virtue of an executive order.
The fake president who benifited from the vote rich region Maguindanao with the help of the hocus pocus of Garci and of course by the goons of Ampatuans, Gloria Macapagal Arroyo, is one those who are responsible for the death of 57 people, to the hundreds of activists who were slain, abducted, harrassed and arbitrarily detained and of course to all Filipino people who are starved to death and being killed slowly daily by her government.
The Ampatuans, their private armies, the AFP and PNP as instruments of state-sponsored terrorism, US-Arroyo regime and their cohorts will pay dearly to the people.

Media is partly to be blame of worsening of every issues from Mindanao, massacre is not a new to the Mindanaoans it is a tradition or part of Philippine regime carried out to the People of Mindanao.

1. CVO
2. The Leaders of CVOs- The Ampatuans
3. The Military- a handicapped military agency of the world promoting Genocide among the filipinos.
4. The Congress of the Philippines - voting the creation of CVOs.
5. The Senate of the Philippines - approving the creation of CVOs.
6. The Government of the Republic of the Philiipines - supporing all the Idiots ideas of military.

To achieved the Justice to the victims the case against the above accessories of crimes should be filed at intrenational court of Justice at Hague.

If we are going to eradicate Moro emperors in Mindanao, we might as well eradicate Haciendero emperors in the entire country. The Phil. presidency is actually an emperorship. Let us not allow the regional monarchies to rule the entire country like the Marcos Royalty of Ilocos Norte, the royalties of Ilocos Sur, Tarlac, Macapagal's of Pampanga, Leyte, Cebu, etc. In some countries in Africa, the constitution reduced the Royalties to ceremonial, cultural capacities, and banned from holding political positions.

I'm not an expert on Philippine politics but I've visited the country many times and I take a keen interest in what's going on there.

This massacre, and a lot of the other problems in the Philippines seem to be based on greed, corruption and money. Mostly money.

I'm not sure I fully understand the Internal Revenue Allotment process but perhaps that's the first thing to look at. If we take the money away from these types of people and allocate it centrally then it may, perhaps, discourage power- and money-hungry people from going into politics in the first place and at the same time, deliver services directly to the people who need them. These politicians are clearly not in politics to look after the people so take their money away and perhaps they'll go away too and be replaced by politicians who really do care about the welfare of the citizens.

Congressman Rufus Rodriguez is seeking re-election in his district of CDO, Cagayan de Oro, Philippines and a situation has been brought to our attention that we want to inform him of.

Rufus Rodriguez owns a rental property in CDO that he rents out to a American expatriot of questionable agendas, records and past. I highly doubt Mr. Rodriguez knows of the kind of people his house is harboring so have decided to inform both him and the internet community in hopes of enlightening the situation during this campaigning period.

The American national currently residing in the house is one Gordon Elletson who goes by Gordy and posts on many internet forums using the name TexKano. Gordon Elletson is of a deffective mental state and is a admitted child abuser and basher of the Filipino populace. Please see link below of how Gordy Elletson , using his TexKano nic, admitted to hitting Xavier Madlangbayan with a cane and then proceeding to call the boys grandfather, Dr. Severino Madlangbayan,(who is seeking a city council seat in Iligan City) a banana eating monkey. Is this kind of elitest American truly the sort of expatriot that a elected Congressman wants to be connected to? Well Gordon Elletson seems to think the congressman loves him and will washover any mess he gets himself into. I find it hard to believe a elected congressman will forsake his constituents , who elected him, in a effort to protect a abusive foreign national.

The second expatriot, now deceased, is one Randall Chester Goings who goes by Bubba and posted on net under nic Bubbabobbaker. This fellow had a lengthy criminal record which included multiple drug charges. Randall Goings was brought to the Philippines by Gordon Elletson where he lived , together with Gordy, in the proprty owned by Congressman Rufus Rodriguez of CDO, Cagayan de Oro. You missed the other half of the equation, and the answer to your questions.
BOTH of these clans are committed to deliver votes for the NATIONAL elections (President, senators, congressmen) to the parties who give them the IRA.
Take away the IRA, they will turn against the parties that control the government in Manila.
The National Government has no real control in Mindanao, because and they will never be able to control it.
What NOBODY has addressed, is what impact that will have on the WORLD political scene, and how close this is to Mindanao being Afghanistan (safe refuge for terrorists), and Manila being the country that is affected when foreign superpowers start waging direct war thru an independent state, that is obsessed with the "sovereignty" issue, yet has no control over its own territory, while its own people are suffering.

The problem, I think is more than just having an "imperfect democracy" and "ruthless political entrepreneurs"--because the fact remains that the people in Maguindanao tolerated a ruthless ruler....

As we Filipinos tolerated the ills of our "imperfect democracy"....

What the MILF doesn't understand is that the whole country knows exactly what's in their minds. It is not religion or freedom their fighting for but power and riches. Part of Luzon was moro, which is not actually race, or religion but cultural attitude. Manila can be called moro-Christian, or moro-Manila. When Legazpi tried to convince Sulaiman, Sulaiman said "I'm moro, do you think I'm a sucker?". Legazpi conquered Manila without bloodshed, but by losing, Sulaiman overthrew the Sultan of Borneo without bloodshed and from a district size kingdom, his descendants' territory expanded to whole Luzon. MILFs war is similar, from their clan turf they want to expand to cover other clans, with the aid of the unknowing International Community. It's all about power and land grabbing.

The Maguindanao Massacre was indeed a tragic beginning for a story yet to be written or told, but has a settled ending for those who are in power. The motif of this brutal act remains a big question until today, Malacanang declared Martial Law over Maguindanao. It gave me a bigger picture of the whole scenario. The Ampatuan brought her to power in 2004 by a zero vote to FPJ, and now here they are again, adding another page in our political history, this time resorting to violence in order to get a media millage, and yes they did catch the attention of the whole media worldwide. What would be the next step? Escalating the violence to metro areas, creating chaos, panic and rebellion, these are the scenarios they want to project, giving her all the reason to declare a nationwide martial rule, suspending the election and changing the form of government making herself the ultimate leader, a prime minister, thanks to her loyal subject the Ampatuans who are very much willing to become sacrificial lamb. But who knows, they may be resurrected by there own creator, and again become the ultimate governor for Maguindanao or the whole Mindanao for that matter. Atty Makalintal is right when he said, there is no way an elected president would step aside and give her way to become a prime minister. Why would she resort on that process when the Ampatuan can gave her an easier way to become one.

THERE'S ONLY ONE CURE TO THE SYSTEM - KILL THE SYSTEM....

But the first step is not disarming the ampatuans or any clans...disarm GLORIA (i refuse to call her president) and you disarm all her cronies. by disarming GLORIA, you have stopped the military and PNP's support to the warring clans; by disarming GLORIA, you disarm their political machineries...but the war doesn't stop there - we have to choose a leader who is ready to fight for our struggles..

SINCE WE ARE SEEKING FOR COLLECTIVE PEACE, WE REQUIRE COLLECTION ACTION - and that, my friends, is the core in fighting the system.

The unfolding events in the country is very breathtaking. It would be very interesting to find out if Sultana Macapagal's cunning is worthy of her ancestors, and enable her to manipulate events and declare national martial law.

At kung bakit din lubhang takot na takot sila at itinutulad ito sa Marcos era, maiging isaisip na sa panahon ni Marcos ay walang text, walang internet, walang cellphone, walang media AT WALANG ALAM ang mga tao sa martial law, ibig sabihin ay di lubos na naiintindihan ng karamihan ng kung anu talaga ito. Ngayon ay hindi ganun ang sitwasyun, kapag me nakita kang pang aabuso isang text lang sa ABS or GMA expose na agad rally na agad sa totoo lang hindi na pwede gawin yung katulad ng ginawa ni Marcos dati dahil VERY AWARE na tayong mga Pilipino sa mga maaring maidulot nito kapag ginamit sa maling agenda.

Sasabihin ng mga politico mauulit daw ang regimeng Marcos, aba’y ibig sabihin ba nun ay tingin ng mga Pulitiko sa atin ay wala tayong natutunan sa dating Martial Law? Na hindi natin alam bantayan ang mga pang aabuso naranasan natin dati kung sakaling may mag attempt na ulitin yun? Ganun ba katanga, kabobo at ka uto uto ang pagakakilala nila sa mga Pilipino na parang di tayo natututo sa mga nakaraang pagkakamali? Malamang siguro, e senate president nga natin ay susi sa dating martial law e at nagluluklok padin tayo ng mga namumuno na kurakot at walang kaluluwa.

Hindi kaya DI KAYO PINAKIKINGGAN ng Diyos dahil mali mali ang intension niyo mismo pag lumalapit kayo sa Kaniya? Naka baka ayaw kayo pakinggan dahil KAYO mismo ay may itinatagong mga AGENDA?..esep eseseep!

Di ako bilib kay GMA pero sumasang ayon ako sa mga desisyong tama, hindi katulad ng iba diyan lahat nalang basta galing sa Administration e masama. Kasi sa mga taong tulad nito, hanggat di sila ang maluluklok sa gobyerno ay wala sila kakikitaang maganda sa nangyayari sa bansa, merun at merung makikitang butas yan. Gusto kasi sila lang ang magaling. Kahit si Obama pa iluklok mo dyan sa Malakanyang e merun padin mag mambabatikos dito. Mga Utak Alimango kasi.

Ang galing kasi ng iilan na mambatikos e, bakit sa Maynila ba nakakasalubong ka ng ordinaryong tao nakatsinelas lang e me bitbit na M203, 45 or M16?

Pulis? Militar? E ikaw ang bigyan ng option ni Ampatuan na either tanggapin mo ang lagay at magbulagbulagan or papatayin ka at ang buong pamilya mo. Alin ang pipiliin mo?

Ang least pag martial law kita mo ang kasalubong mo kung gabi e pulis at sundalo kasi naka-uniporme. E panu kung armadong civilian, panu mo malalamang private army ang kaharap mo? Sige nga. Kapag nakaatraso mo ang mga tulad nito, panu kana? Panu kung kursanadahin ka, panu na? Patay kang bata ka.

Panu kung mag armas ang mga makapangyarihang pamilya at maggiyera giyera sila dun, panu kana kapag naipit ka sa crossfire or mapagkamalang kang kabilang sa karibal na pamilya, panu kana? Edi abutin mo din yung inabot nung 57 katao or mas malala pa?

Wala sa Constitution din yun pero nangyayari yun sa Maguindanao so hahayaan nalang pala nating maging ganun sitwasyun dun ganun ba kasi overkill daw kasi Martial Law e “unconstitutional”.

Nakakasawa na kasi ang kakatalak ng iilan sa atin at mas nakakasawa na dahil limang administration na nakalipas at me mga uto uto padin nagpapadala sa grandstanding ng mga pulitiko. Nagmumukha na tayong mga tanga’t bobo dahil di tayo matuto tuto sa mga pagkakamali natin..pwe!

As a Filipino, we have moral obligation to find justice and peace in Maguindanao and Mindanao in general. If we can't, then we might as well let that island declare its independence from our republic.
If meeting this obligation is through martial law, then so be it. The show of military force obviously proves that finding peace is doable in that troubled spot of our country.
Now what we must ask from the military is put in prison the culprits, put the proper civilian government in place, get the business going. Hopefully our brothers and sisters in the south will find peace and be proud of being a Filipino.
