Malacanang has come out swinging against the October 2007 Pulse Asia survey that found President Arroyo the “most corrupt President” in the history of the Philippines.

PMS Chief Cerge Remonde called it “unfair, unkind, and un-Christian.”

Cabinet Secretary Ricardo Saludo said surveys like these were largely irrelevant. “Pinakamahalaga ang walang sawang serbisyo ng Pangulo sa milyun-milyong Pilipino, hindi ang rating niya sa mga survey ng 1,500 tao.”

The insinuation that the small sample size of such surveys rendered them insignificant was echoed in one of Press Secretary Ignacio Bunye’s statements. He said: “We therefore vehemently challenge the survey results which could have been influenced by a number of distorting factors such as the sample (1,200 respondents out of 84 million Filipinos), possibly misleading questions and even the person or persons who commissioned the survey.”

Executive Secretary Ed Ermita later amplified on that last point. Clearly referring to ex-senator Serge Osmena, he said: “It’s a pity that because of politics, certain elements — organizations or individuals – are using the survey as a fodder for their relentless attack on the President.”

Are the President’s men arguing reasonably? Judge for yourself. How big should your sample be, if you want it to be representative of the population you are surveying?

those gentlemen of Gloria had such comments/ reaction because of the mere fact that whole survey was true and concise,its just that they cant accept of whats the result is.the respondent was just a thousand,what if its the whole philippines and the result are the same,they might file a case againts the company who made the survey coz its shameful on their case.

It’s just so moronic how the palace reacts to the survey. If the survey comes out positive they start commending the president. On the other hand if it comes out negatively they start rebuttaling with obtuse statements. The governmernt is just so dissapointing given it still has 2 more years left.

Ang mga survey na yan tama man o mali hindi na mababago ang image ng pilipinas na isa sa pinaka corrupt na bansa sa buong mundo. 5. Bedol scot free of his involvement in electoral fraud and boasting ownership of an armory

6. Passports tampering involving the DFA themselves

7. Cover-ups, protection and worse, giving Coast guard escort to illegal fishermen back to their country (ex. Chinese fishing boat caught at Tubhattaha protected Philippine marine sanctuary - this has happened several times to boot)

8. Those involved in the Fertilizer scam

9. Jocjoc Bolante protected by govenment

10. North Railway anomalies

11. Policemen serving warrantless arrests

12. Banning, harassing, and intimidating freedom of speech and assembly

13. Threats and arrests of media personnel

14. Those who ignored public bidding (example; like the bidding of the dozens upon dozens of police cars) by abusing “Executive Privilege”

15. Coddling and protecting corrupt people and criminals (ex. like those who protect and benefited from COMELEC Garcillano, Gambling Lords like the Pinedas, Jocjoc Bolante etc.)

16. Arresting witnesses to election fraud in Lanao and jailing good soldiers like Gen. Gudani and Colonel Balutan by making the midnight Executive order 464

17. Arresting of people for simply wearing “Palitan na, Now na” T-shirts,

18. Banning of leaders from making a speech in a Luneta rally

19. Raiding (without warrant) a house where the opposition were analyzing fraudulent electoral returns

20. Loss and tampering of ballot boxes in Congressional custody

21. Assassination or kidnapping of electoral fraud witnesses like Musa Dimasidsing and 3 other teachers for being honest and having integrity

22. Continued proliferation of Gambling Lords roaming around scot-free like the Pinedas and Singsons.

23. Military, police officers and government officials who enriched themselves in gambling operations especially those with opulent lifestyles (Maj. Mosqueda, generals and government officials) are still out there enjoying fruits of their crime.

24. Destruction of the spirit of the law for the ends of the corrupt few especially the one in the top position of the Department of Injustice.

25. Killing of journalists and people simply because they spoke out against corruption and anomalies.

26. Allows, participates and abets a host of other crimes by those in power simply because they are allies.

27. Assigning people who indiscriminately cut trees in City Parks (ex. Arroceros Park) in top level DENR position

28. Continually try to find ways to do away with public bidding through loopholes in “executive decisions”

29. Use of public funds for personal election campaigns

30. Instituted electoral fraud upon our OFWs abroad in the last election (Ahh, those corrupt in power thought this would not eventually be discovered)

31. ZTE Deal Anomaly involving billions of pesos

32. Questionable “Made in China” deals. (ex. Cyber Ed deal etc.)

33. Attempting (if not already partially implemented) leasing out of 1 million to up to 2 million hectares of PHILIPPINE agricultural land to a China firm.

34. Declaring E.O. 464 to prevent Sec. Neri from testifying in additional details in ZTE bribery deal

35. Bribery in Congress – attempted bribery of Cong. Beltran

36. P 500,000 Bribery in Malacanang Palace

37. Quashing of any investigation on the bribery scandal courtesy of the Committee of Injustice in Congress

38. Arrest and detention of media personnel in Manila Peninsula Hotel

39. The continuing killings of media men and women along with kidnapping, killing, torture, detention of people and even students.

40. Attempted revival of the Charter Change

41. Intimidation and threats by Sec. Puno to media people and networks.

Primarily the proliferation, whether directly or indirectly, of continuing support to this corrupt and evil system is made through people who are either:
a. Paid
b. Employees of government
c. They are relatives and friends of the corrupt officials themselves.
d. Who directly or indirectly benefit from a corrupt system

I’m certain that decent and impartial citizens of the Philippines have something to add to this list.

So the powerfully corrupt and influential are very fast in imparting a double standard justice upon political enemies and worse, upon decent citizens railing against anomalies, while they get away scot-free from brazenly corrupt and evil acts.

So are there double standards primarily perpetrated in current governance? To those who look at the truth, the injustices can be seen in broad daylight.

Now why do some thick faced people wonder why most Filipino people disdain them and why a curse will soon be upon these people? People with half a brain should figure this out for themselves.

Sa isang tao na magpapasurvey, dalawang tanong ang dapat isipin. Una, bakit ka kailangang magpasurvey? Pangalawa, sino ang makikinabang sa resulta ng survey. Alam naman natin kung sino ang nagpasurvey; alam din natin na kailangang BAYARAN ang nag-survey para gawin ang pinagagawa sa kanila. Wala sa tamang pag-iisip ang isang tao kung iisipin na makakasama sa kanya o sa kanyang interes ang kanyang pinagagawang survey.

Ang taumbayan ay patuloy na nililinlang ng mga bayarang survey na tulad nito. Idagdag mo pa ang media na sa pananaw nila, mayroong “press freedom”, ngunit “biased reporting” ang namumutawi sa kanilang sinasabi! Hindi ko sinasabi na si Pang. Arroyo ay hindi corrupt… ang sinasabi ko, kailangang ilagay natin sa tamang perspektibo ang situwasyon. Naging buhay na natin ang korupsyon! kaya huwag magmalinis ang Pulse Asia at ang media sa pagsabing sila ay malinis at walang bahid ng kasinungalingan!

What is annoying and irritating is not that GMA is the most corrupt President. It is that the filipinos have long closed their eyes, have forgotten the meaning of decency and delicadeza, and have continued to indulge in make-believe.

People like lito i.m. for instance don’t care if the President is corrupt. And i guess many people behave and react the way he does. Walang pakialam is the word.

Even the church and all those who claim to be christians in this country have allowed this social cancer to happen under their noses. Walang pakialam pa rin.

The problem in this country is not that people are not informed or are deprived of information. It is that people seem to look at information the way they would watch Lastikman. Wala lang.. Parang wala lang..

In short, we have become numb, naive, helpless and hopeless.

So the next time another survey comes out proclaiming that GMA is the most repressive and manipulative President, we can only expect that many people, like lito i.m., would just ask, “eh ano ngayon?”

Any student of marketing research can easily refute the Palace claim that the base of 1200 is too small to represent 84 million Filipinos.You don’t need to interview the whole population to know the national pulse!

Basically, all polls are alike in that they are based to some extent on the theory of mathematical probability, which means that by polling a sample of a certain population, if each member in the population has an equal chance of falling into the sample, a number of unknowns can be predicted for the entire population.

Even in America with a national population of 303 million people (3.6x the Philippine population), a sample of 1,500 interviews is the standard in national opinion polls (polls conducted by television and newspapers generally have a much smaller sample size), because it has an error margin of plus or minus three percentage points, at a 95 percent confidence level, which is considered acceptable.

the problem with the survery is that it was not meant to measure corruption. it wasnt even meant to show that arroyo is corrupt. it was a device by the opposition to sustain the depiction of arroyo as corrupt, to sustain the zeal of the arroyo-haters.

Granted that the purpose of the survey was purely propaganda why then will they counter the same with propaganda instead of addressing the corruption scandal plaguing this administration? Oh wait, I guess they can’t do that and shoot themselves in the foot…… should they honestly investigate and prosecute those crooked wheeling and dealing bureaucrats they might step on teir own toes and prosecute themselves, lol.

Here is an unsollicited advice to Bunye and palace rah rah boys and girls……. why not commission a survey on the opposition too and I am sure the people will see a parallelism on both. Just like the on and off De Bola and Lady Presidenta’s lovey dovey kissing and making up in public while back stabbing each other behind their back it will be a good revelation for the people to see the kind of political leaders we have fighting over the spoils of an abused and exploited nation. Since you are all stuck in this pathetic perception game why not go all out so we can all cheat errr sit back and enjoy the circus freak show.

What is annoying and irritating is not that GMA is the most corrupt President. It is that the filipinos have long closed their eyes, have forgotten the meaning of decency and delicadeza, and have continued to indulge in make-believe.

People like lito i.m. for instance don’t care if the President is corrupt. And i guess many people behave and react the way he does. Walang pakialam is the word.

Even the church and all those who claim to be christians in this country have allowed this social cancer to happen under their noses. Walang pakialam pa rin.

The problem in this country is not that people are not informed or are deprived of information. It is that people seem to look at information the way they would watch Lastikman. Wala lang.. Parang wala lang..

In short, we have become numb, naive, helpless and hopeless.

So the next time another survey comes out proclaiming that GMA is the most repressive and manipulative President, we can only expect that many people, like lito i.m., would just ask, “eh ano ngayon?”

This survey is not comprehensive. A mere 1,200 respondents out of 86.973 million Filipinos, come on. The Philippines has 17 regions, 81 provinces, 136 cities, 1,494 municipalities and 14, 995 barangays. Not even all the municipalities are covered and they call it a survey? And even if there is one representative of each municipality, do you think that his voice/reply to the questions in the survey is the voice/reply of the whole municipality he represented? Anyway this survey is a survey but it happens only in the Philippines. Just think of a class of 30 students. Does it mean the voice of 2 or 3 students will be the voice of the whole class?

If I am not wrong the respondents were between the ages of 18-40 years old. These 18 year olds were still in their father’s testicles during the time of Marcos.

This survey, if one is really conducted, is in Metro Manila only particularly in areas like Makati, Navotas, and San Juan.

Or who knows all the respondents are from the Philippine Mental Hospital in Mandaluyong.

I am not an Arroyo fanatic but this survey is just a piece if s**t from Osmena’s ass.

The latest Pulse Asia survey tags Gloria Arroyo, 14th president of the republic, as the “most corrupt” thus far.

Nobody is happy with this conclusion — not GMA for sure, not her family and friends, not Malacañang and its political supporters, and neither, may I venture to add, her critics, though their reasons may be far from sympathetic.

Why so, you ask? Because it only means one thing — graft, corruption and poor governance continue to plague us, more than ever or much worse even after 20 years since Ferdinand Marcos, under whose leadership plunder and corruption were reported to have reached all-time highs, was toppled by the first bloodless revolution in the Philippines.

Who can rejoice in something as depressing as that?

GMA may joke about her being a “bad politician” — and frankly, I don’t think many were amused by this remark — but when a credible survey machinery comes out with ever worsening results, it’s not likely that we would jump for joy, no matter what we think about this particular economist, who thinks she’s good at it and who really should take pointers from her predecessor for people skills.

GMA’s unpopularity has something (but not everything) to do with the way people view her leadership skills. Mainly, it makes people more critical of her than forgiving. But that is not all there is to it, so when Malacañang huffs and puffs and scornfully dismisses the Pulse Asia survey, Palace aides are only doing themselves more harm.

Yes, she is unpopular, but that is not exactly why the survey came to the conclusion that she is the most corrupt. Actions still speak louder than words, and frankly, plenty of people find the shenanigans under her term quite abhorrent.

What is corruption, and why was GMA found to be most corrupt by the Pulse Asia survey?

On the closest level, people see corruption in the way their barangay leaders perform — or not perform, for that matter. When people see something rotten in the way these so-called leaders conduct themselves — sudden wealth, but not much change in the community except for the usual eyesores like large capital letters spelling their names on useless arches instead of brighter and cleaner streets, safe and well-maintained neighborhoods and even, for goodness sake, proper street signs — well, then, can you blame Juan for saying this government is downright corrupt?

On a personal scale, Juan finds that his salary has remained a pittance but the prices of transport fare, gasoline and consumer goods have kept on increasing, even though the peso has become stronger than the dollar. Not everyone is an economist, so when you ask Juan why he feels miserable even though the President is very happy with the economic progress under her watch, can you blame him for waving his fists in the air?

On the national scale, Juan finds out that government had spent millions or billions of pesos on infrastructure projects, and yet his barrio cousin still has to walk on rough roads to the nearest school or hospital because money had been “spent” on nonexistent bridges. And then he discovers that some national officials were bribing each other with millions more, while he cannot even muster enough funds to buy his family three meals a day! Yes, Juan is one of a large percentage of the population, who, though disgusted, is only able to voice his opinion in TV specials, or alas, maybe the rare survey or two.

So, yes, a Pulse Asia survey should not be dismissed so easily by anyone — not GMA for sure, not her family and friends, not Malacañang and its political supporters, and neither, her critics, of course.

If your not an Arroyo fanatic, what are you then? Just a regular Arroyo fan?

You seem to forget that the government too hires the services of survey companies and if I am not mistaken, including Pulse Asia itself. The administration crows about good survey ratings when it favors them yet start issuing denials when they find out it does not favor them. What does that make them then? Pathetic.

Things have come to pass and corrupt Congressmen especially those who makes a habit of being involved in cover-ups are found wanting. This includes those who are corrupt and sell their votes for political, monetary and personal favors.

Time grows short for you, if not too late for you already. If you do no cease this activity immediately, divine justice will overtake you and bad karma will take its toll. No need to list those concerned, you and your conscience already knows if you are involved.

i agree w/ pol. jaywalker…the govt. should address the corruption that is happening, and not fret over the results of the osmeña survey, for whatever its worth.
and while everyone’s so hot about surveys, another survey should be commissioned re opposition’s readiness to be an alternative after gma…you will be surprised. i read the email reactions from all over the world(many from the usa) re trepidation as to the opposition’s capability to rule(abaya’s column, standard)…maraming hindi bilib sa kanila rin…

There is this bogus argument that the Pulse Asia survey was flawed owing to the number of respondents that appear to be low just shows their desperation to rationalize and a lame attempt to fool the people.

While it makes sense to get the right ratio of respondents based on the sites computation and what appeared to be a low number is actually just what they need to get a good representation of the voting population. Just because you have 86 or 90 million people it does not follow that you compute the number of respondents based on the whole population because that would have included minors and new borns…….. meaning they have no opinion but just the same maybe had the same perception since they are too young to be aware of the pathetic corruption going on.

The fools who tries to downplay and destroy the crediility of Pulse Asia and the one who commissioned the 3 questions as biased maybe right but it does not mean that the poll conducted was biased. It was meant to gauge the voters perception that will serve as a guide on the level of PR and propaganda needed to unseat the majority.

you ask what category do i belong (bec. i detested being w/the apologists)…..i have been consistent in my beliefs, that we can rant and rage about corruption in govt., but as long as the opposition do not offer a solution in sight, we are doomed. that is why i refuse just to criticize, complain, rant w/o me offering a solution to solve the country’s ills(except of course to stop corruption, but that is a given). i am waiting for that alternative, from the opposition or maybe someone from the govt. who may have the answers. but, sadly, no one in the horizon can fill it up, for now…

my question was used in this blog for readers to react. that explains part of my hesitation to be w/ the opposition bec. i want to see what their plans are first, and what they will do in case they will be in power..it is better to have a definite road map(authorities may get ideas from you) than just be an armchair complainer.

You keep saying the opposition don’t have any sulotion to the situation nor nobody else in that matter. The biggest problem is when the elite don’t like the duly elected President they’re kicken them out, Just like they did to the duly elected President Joseph Estrada. He too wasn’t given the chance to finish his term in the office because they were saying his womanizer, Gambler, College drop out among other things! What his love life got to do with anything else for as long as his doing his job he suppose too. If his given the chance to finish his term in the office the problem that the philippines is having right now never happen. Yes! the court convict him of plunder on juenting money but juenting money is not government money but gambler money. The solution is simple, so simple that it is hard for each and every Filipino to understand why it is not being done.

First and foremost as I have said, put it in as a MAIN agenda, STOP CORRUPTION.

For the Basics:

First eradicate cover-ups. NOT lead them.

Second, eradicate all laws that promote cover-ups (like E.O. 464), NOT create them.

Next, have questionable transactions investigated, NOT covering them up.

Next, make every transaction totally transparent, NOT hiding what has transpired.

Then, make each transaction have adequate checks and balance …

These ARE part of solutions which MUST be integrated in government policies Abbygail

These are but a few of a dozen things that can be done to fight corruption and this is not even being done …

Why? Because it will hurt the guilty and those who hide behind the skirt of the powerful and corrupt.

C’mon Abbygail, let’s face it, this administration do not wish to remove their protective E.O.s because they or their allies will be caught with their hands in the illicit cookie jar. The real question here is … WHY DO THEY NOT DO THIS?!?…ERADICATE CORRUPTION.

Perhaps the real answer here is only all too clear.

is a president who will implement the no-nonsense policies w/c you have outlined. the scenario i am talking about now is the post-gma already, not the present…
i have one reason why policies of transparency and good governance are not being implemented…anyone who wins the presidency is always beholden to the political supporters/vested interests(payback) who pooled in their resources for their candidates to win…how can we extricate ourselves from this sickening system? i’m sure the next pres. after gma will be beholden again to some groups.

reading kabayan, padang, jaywalker, bert brings me back to my univ. days when you wrestle w/ everyone incldg. your profs. re ways to run (or not to run) govt. effectively…
