if you were in their shoes?

Faithful reader Abbygail asks a provocative question:

… if you will be tapped by the govt. to serve in teves’ shoes, what will you do to change the rut we’re in? help the people w/ your ideas. we cannot be blaming each other forever and just sit still. what will you do if given that chance to serve?

I personally do not think that an interactive forum like ours requires its participants to offer specific alternatives (in contrast, for example, to a newspaper editorial). It’s more than enough to express ourselves and discuss issues with others. But I do share Abbygail’s concern about moving forward (note, please, that I did not use that old plea to “move on” — euphemism for forgiving and forgetting).

If we were in a high official’s place, what, specifically, would we do? No need to limit ourselves to Finance Secretary Gary Teves; how about we choose one department (say, DND) or agency (say, Pagcor), and then offer our proposed (specific) solutions?

Should be interesting. But, please, keep it specific. As they say, God (or the devil) is in the details.

First thing first. If I am ask to serve in a morally bankrupt admin I will never accept. And that is because nothing beats the feel of some cleanliness inside myself. But if I do not mind the dirt, and there are so much chance to improve my economy, and I want so much to move forward, so that when power is in my grasp I could safely say ‘Back Off’ to any one standing in the way of my quest to improve my economy some more, then, with all my heart including my stomach, I will eagerly accept with two open arms any position, any juicy position. So, if I am Bunye, I will say that the Pulse Asia survey result is wrong because I was not ask; if I am Ermita I will not let my minnions attend the senate hearing; if I am Teves I will sell more dollars to strengthen the peso so the economy will look improve to simple-minded folks, etc. All of these to make my president look good to simple-minded folks for the betterment of my country, but mainly for my betterment, especially so if my president stayed there forever.

First of all to be a government appointees one must have helped or did a favor to the incumbent…. that is just how patronage politics work, scratch my back & I’ll scratch yours. It just will not work in the present system where vested interest dictates the outcome of the electoral contest…. this is REALITY.

There is nothing wrong in dreaming once in a while so assuming that a miracle happen which is unlikely but for the sake of answering the question let us dream on. I would want to be appointed comelec chairman and first thing in my agenda is to fire all the corrupt personnel from the commissioners all the way down the lowest rank and file. Now, I realized that there is the possibility that I will be the only one left, lol you know what I mean right?

Next is to advocate for a comprehensive electoral reform by lobbying the upper & lower house of tongress to totally replace the old convoluted electoral law to level the political playing field so as to encourage leaders with unblemished moral integrity.

I’d like to be part of Pagcor.

I’ll start off by pushing for the legalization of gambling on all fronts. And establishing a fix tax collection system that will rival Las Vegas and Atlantic City.

Then, I’ll modernize and absorb jueteng in the fold. That way existing kubradors et al will remain employed. I’ll invite existing jueteng bankers to be silent partners. And at the same time legalize the operation and remove all doubts of irregularity.

Then, once we have jueteng running and churning, I’ll further introduce special economic zones for Off Shore gaming companies similar to the setup of First Cagayan. Creating more jobs and more tax revenues.

Those three alone are not far fetched. I along with a couple of mates have decades worth of experience on online gaming abroad thus I’m pretty sure we can get the job done and right, in a short span of time.

Of course this is on the assumption that the religious folks we have here will be more open to pragmatic and practical solutions to our economic problems.

Bringing out in the open taboo things like gambling makes it easier to regulate and monitor. And at the same earn big money for everyone.

Now, if anyone here brings up corruption, I say to you, government is corrupt because we attract low life scum because the pay is so so.

Simply put, We get what we pay for.

If we are willing to pay more for civil service then I bet you more talented folks we come forward and share/put their God given skills to good use.

What a question… but certainly, this question is worth a thousand answers..

If I were given the chance, I would want to become President. He he he. And here are the priorities of my administration ( he he he):

a. Negotiate for Debt Moratorium, and use the budget for debt servicing to improve the domestic economy and enhance provision of basic social services.

b. Increase the budget for agrarian reform in order to democratize the countryside, and ensure that the purchasing power of the rural folks are significantly increased. Only a stable domestic economy can serve as basis for industrial development. To prevent landlords from obstructing agrarian reform, bring more teeth to the agrarian laws and program.

c. Convince landowners to invest their money into agri-industries.

d. Re-organize agricultural production from household-based to collective farms or cooperative farms or corporate farms. Scaling up agricultural production will boost efficiency and effectiveness. This also entails transforming farmers into workers– thus ending the highly seasonal income generation.

e. Re-organize Philippine education and ensure that the system responds to the demands of domestic development.

f. Invest in research and development for agriculture, industry, pharmaceutical, etc..

g. Re-orient the Armed Forces of the Philippines. The thousands of troops should be mobilized to engage in production– be it agricultural or industrial.

h. Re-train the police forces, and make them capable of responding to disasters. The modernization program of the police and the afp should be geared towards increasing capacity for disaster response. There is no justification for modernizing the afp only to make it a serious threat to legitimate dissent and legitimate protest movement.

i. Re-organize the government. Put an end to the rule of the elite. Adopt a 100 per cent party-list system where sectors are effectively represented. When congress becomes an assembly of farmers, workers, professionals and businessmen, it will become a more effective avenue for charting national development.

ha ha ha. kita nyo na.. Mahirap sagutin ang tanong. Kasi lalabas na puro ilusyon o panaginip.

Ang mga sagot ko nakalutang, at pagbinaba mo na sa lupa di papasa dahil makakaharap mo ang tunggalian ng mga interes. At laging mananaig ang may hawak ng pang-ekonomiyang kapangyarihan. After all, those who have political power today were only able to hold political power by virtue of their control over the economy.

You might wonder why i chose the presidency and not just in any cabinet secretary’s shoes. MY reason for that is clear: the problems besetting the Philippines is one of direction and not just performance.

Ours is a country whose so-called fundamentals are not fundamental at all. And that the so-called sound economic fundamentals are not sound at all.

Simple, for starters …

First STOP CORRUPTION,

Second STOP being PART of CORRUPTION,

Third STOP PROTECTING THE CORRUPT,

Fourth IMPLEMENT a SYSTEM that PREVENTS CORRUPTION starting from the HIGHEST POSITION IN THE LAND,

If by some miraculous chance this will be honestly adopted as a major government policy, here is the likely scenario…

From there, efficient use of funds will start and trust will start to grow. Moral bankruptcy will be reduced and the decent Filipino citizens will start to vigorously help the government for by then it will be a government which they TRUST.

Balikbayans and OFWs will also start trusting governance and will start to invest their hard earned money in the country. Foreign investors too will likely follow in droves. There will be a general optimism in the air as the CORRUPT and the EVIL will be harried from their lairs.

Government will start to become a place of good governance who genuinely help the majority of the citizens, NOT like the current system where you would prosper only if you are CORRUPT yourself and know to lick the a** of powerful superiors even if he or she is the one propagating anomalies or allowing these abuses to happen.

If government would be able to follow the basic policies which I posted above, better policies will follow since a PROPER FOUNDATION IS ALREADY LAID.

As for the details, these people in government should be the one doing it but if they are really mentally as well as morally bankrupt, I would suggest that they could start by…

1. Removing E.O. 464
2. Reopen covered up questionable transactions and properly have them investigated
3. Stop protecting allies if they did wrong (Jocjoc Bolante for one)
4. Stop persecuting those who wish to tell the truth
5. Pursue the real criminals out there or suspects must be properly investigated (Garci and Bedol)…

So on an so forth… and these are only the beginning.

The crux of the problem however is this; to many of the anomalies out there, either Gloria herself is highly suspected to be involved (or at least condones these), or her husband, her political allies, her Secretaries, her Generals, her or her husband’s associates, or her lackeys.

So the real question here is, is she willing to sacrifice those around her so as proper investigation and TRUE justice may prosper? Or will she continue to protect them while the corrupt around her continue on their merry ways assured by the fact that they will be protected by Gloria?

She wants political peace yet would not lay a finger to the REAL things that should be done, ergo CLEAN UP GOVERNANCE.

Those are the hard and fast facts.

I leave these to others to ponder for themselves.

read the postings and you wll understand why we are not ‘first world’. and in fact, read newspaper columns, read blogs, listen to radio commentaries, watch tv, or just try to interview anyone you know, and you will find that nobody has any good ideas. just shallow opinions, pretentious pontifications, pipe dreams, wishful thinking.

While reading most of the posts here I can’t help but chuckle. Our anger and hatred are hindering us from being productive, as if we’ve become part of the problem.

The author’s post was quite straightforward I say, if one had a chance to be a highly placed government official what would you do? now is the chance to show our stuff (at least air it out and see if it is sound enough).

People give to much credit / discredit to the President. She is only as good as her cabinet. Same thing with their cabinet officials, they are only as good as their subordinates and so on and so on.

We can’t blame all our woes and troubles to the government. It simply is counter-productive.

So again, instead of posting the same old rants, can we at least provide some specifics, something realistic and plausible.

I’ve posted mine, can you do the same? Matatalino naman siguro tayo dito.

What would I do?

I will try to spread nationalism, love of country not within government but outside.

Ipapalaganap ko ang mga katagang “Iniibig ko ang Pilipinas” mula Batanes hanggang Tawi Tawi. Sisimulan ko sa isang maliit na hakbang umaasang lalaganap at pupukawin ang kamalayan ng bawat Pilipino. Iniibig ko ang Pilipinas, dyan magsisimula ang pagkakaisa at pagbabago.

What would I do?

Just do my job. First of all, I got in because I wanted it or I did not refuse the offer. So what if I am in despite all the negative perceptions towards the administration?

Yet, how come that many of the cabinet members are doing well, much more than all the good men in past administrations have done combined.

It’s only during GMA’s time that the budget deficits are being seriously addressed and solved, from 300b during Erap’s to 60b this year and zero next year.

If the GMA administration is corrupt, how come the economy is improving; how come our foreign and domestic debts are going down; how come tourism is doing well; how come majority of big corporations are making big profits?

All these happen because the atmosphere is totally different from what the GMA critics and oppositors want the people to believe. The truth is, the corruption perception is artificially planted in the minds of the poor Filipinos by the corrupt media and the crab opposition. Even the prestigious survey firms are also joining the campaign to bring down the present dispension.

No wonder folks who believe in this statement remain at what they are, depressed!

Have we ever wondered why do we have this class system in the first place? Unlike the Indian Caste system we filipinos are not born in a class contrary to popular belief.

We choose our class because of the decisions we make / take everyday.

So please stop blaming everyone (elite class man o hindi) for our misery. If we need to point a finger, lets blame ourselves.

The Rich folks are where they are now simply because they had/have the guts and vision to push through with their dreams no matter what the obstacles (laid in front of them). Case in point are Mr. Herny Sy and Sen Manny Villar. Now if other rich folks got to where they are now because of other means then let God be their Judge, not us, that is if we truly believe in God in the first place.

Some folks don’t like the Class system but I think it is unavoidable, kahit nga sa mga Kommunista me classifications pa rin sa Demokrasya pa kaya.

Again going back to the Indian caste, we are lucky because in our class system anyone can switch levels if they so choose to.

to marius….i find your piece on pagcor interesting. and yes, the govt. attracts only low-life scum bec. of its so-so pay. i’ve written about this a while back, as one root of corruption is low-pay. let us not allow the govt as the last recourse of the incompetents ;-)

Now I’m getting serious. The drift of Political Jaywalker is that to get the right solution to the problems of the country is to see it in a dream. While padang wants to be president instead of a cabinet. Now I’m going into a dream, and in my dream I don’t want to be a cabinet. Like padang, I want to be president. While I am president it is very clear in my mind what I will not do and will do for the sake of my country and of my people. All those things I wanna do are very basics, not very complicated as stated by padang and Kabayan. Here are some of them, not necessarily in that order: I will think only of what are good, for me and for all my people and my country. Not only for me. I will not cheat so I won’t be forced to lie, I will not kill or allow my minnions to kill, I will not tolerate corruption in my palace or outside my palace so my wife or husband (if I’m a girl president) and my minnions would not do it, bribery will not be allowed inside my palace, or outside, I will be clean so my people would love me instead of thinking I am the most corrupt, I will be clean so I won’t get negative approval and popularity ratings. That’s all. Under my governance, having a clean personal record, the rest will take take of itself. Very basic indeed. And basic stuffs can be easily done in real life. Not only in a dream.

Yes, Out of topic! But okay lang. I’m doing the same thing just to get all my frustration out. But I do not agree with what you said about the booming economy you’re talking about. The so call booming economy Gloria Arroyo, Bragging nothing but false hope to the filipino poeple. If its true that the economy is rosy as she claim why is it there is more and more filipino going to sleep hungry! Truth of the matter is her so call booming economy is PAD JUST LIKE SHE PAD HER VOTES IN MAY 10, 2004. PRESIDENTIAL ELECTION TO INSURE HER WINNING SO THAT SHE CAN CONTINUE SQUATTING IN MALACANYANG PALACE.
If is not for the OFW money remittance the Philippines economy surely going down under. And we all know that. The job Gloria Arroyo, Promise to the filipino people is selling them to the highest bidder. So that they can send their money remittance back home just like what they’re doing right now. No offense, but I’ve never met anyone with such a colorful last name but I guess Ms Gloria Romero’s movie was based from your family.

What is a jueteng Lord anyway? And how does it tie to corruption?

My proposal was quite simple, the jueteng bankers know the financial ins and outs of the business (yes it is a game but the underlying fundamentals are the same with any business).

We need their expertise to make the endeavor a success.

I wanted to legalize gambling for the sole reason of preventing any irregularities aka Corruption.

Hope I stated my point clearly now.

If I were President, I will eliminate poverty in 1 year. There are about 5 million poor families. The additional income they need to go above the poverty line is what economists call the income gap. The total annual income gap is P120 B. I will distribute P120 B to the 5 million poor families by employing them to clean our rivers, streets, public parks, or plant kamote, kangkong, talong in government land for their own consumption.

Where will I get P120 B? I will order the central bank to print P120 B new money to pay the wages of 5 million poor families. Economists say this will cause inflation. Yes but not too much. With money supply (M3) of P3 trillion, I predict inflation to rise by 4 percentage points. That’s like a 4% sales tax. Not too bad compared to 12% VAT.

Outlandish? BSP lost over P50 B this year trying in vain to defend the dollar. Where do you think it will get the money to cover this loss? Mr. Tetangco should use his magic for a good cause. :-)

Without much ado, i would like to say that review your economics before concluding that the economy is performing well. The reduction in budget deficit is the direct result of reduction in government investments in critical infrastructure, social services, and economic programs. Reduction in the value of foreign debt is the result of the appreciation of the peso which in turn is the result of steady and increasing OFW remittances as well as the problems facing the US dollar.

The economy is improving? huh? Simply because macro-economic indicators present a rosy picture? Consider the other indicators and fundamentals: purchasing power of the population, availability and affordability of basic social services, wages and jobs… etc. etc.

And what about the quality of investments that come into the country?

In contrast to Bert’s proposal, i don’t think the bottomline is behavior. I still think that at the end of the day, the economic structure determines the obtaining political and socio-cultural dynamics.

with only a high school education that kept me for not finding a decent permanent job in the motherland, it seems that my future is not going anywhere and looks bleak at all fronts. but then a great opportunity came along that have change my whole life. the great opportunity that my own beloved patria adorada could not provide me in my lifetime now is the making.
before i left the island for good during the early 70s, i did and been employed on and off in every known backbreaking job that i can get when there is one. i also manage to spent hot summer nites and long hours of pulling “talahib” grass on hot summer days inside the fort bonifacio during the martial law years. i was detained for breaking curfew hours while i was performing the 8 pesos a day job during the late hours of the night. on those days the metrocom does not accepts any reasoning and logical explanation.
so when the great opportunity knocks on my door, i did my very best not to get it away from my grips. i made myself ready, physically and mentally. i told myself this is where it all begins and it also ends, i can not let this opportunity to get out of my hands.
after arriving here in the land of milk and honey my whole perspective in life change. my future and viability to become a productive citizen making contribution to the great scheme of things now is a reality. my new adopted country provided me the training and schooling for a high skilled trade jobs,(from marine engineering,instructors duties,to law enforcement and police academy -to name the few-in the last 25 yrs)- sent me to college on tuition aid programs and at the same time afforded me to travel all over the world to perform my job and then to retire after 20 plus yrs. for the first time. but full retirement is not on my list yet. another great chance of a new adventure in life came by that made me jump in it with two feet. instructor duty at secondary education level in a school district where we used to live gave me an adrenalin rush for almost 8 years until we decided to moved and tried my luck in allied and civil engineering world. now i am employed by the state dept of transportation that survey,design,build and manage multi-billions of dollars of infrastuctures, interchange and hi-speed inter-state high ways engineering and construction. again training and education are still the carrot sticks that kept me very enthused and inspired every day in doing my job.
now we are living a very comfortable life that i can never achieved or even dreamed off in my own motherland. all of my offsprings attended university and has very successful career of their own.
the point that i am making with this life story of mine are as follows;
1. since the last 40 yrs that have gone by, our national and local govt have made no effort to show a great improvement that can provide or help in the betterment of life condition of our less fortunate youths. it is still in the same predicament and getting worst.
2. jobs, adequate and affordable staple food supply,education, affordable housing, health system,sanitary living condition, acceptable level of crime free community,the lacks of elected govt and public officials with good work ethics and without moral turpitudes are still an endemic problem in cancerous form.
3. political dynasty and oligarch marriage of convinience are still an accepted practice to make the nepotism, cronyism and institutionalized corruption a legalized covert ways in controlling the socio-economic and political reforms.
4. juan dela cruz is still clueless all these years and does not have a idea what is becoming of him.
so back to the question of what would i do if i am on teves shoes -nothing, nada, zilch and awanen- it will take not just teves to get the motherland’s grave situation on even keel.
juan dela cruz must change first before teves can do his job.(hopefully without malice and false pretense behind the color of authority).
our patria adorada and its whole socio-economic and political system is almost non-functioning and close to disastrous level of anarchy.
like in all reality show, the good furtune that i have will never happen even at present day situation in our motherland just like 40 yrs ago. good fortune and upward mobility is only for the connected.merit system is not in the filipino vocabulary.

You ask about the low wages of the filipinos, well my answer there, maybe they are working in wrong industry. Who says they can only work in one place?

You ask about the landless farmers, well
speaking from experience two generations of my family were landless but that didn’t stop them to strive hard. My grand parents had their lands taken from them forcibly but that did not deter them to succeed.

My parents went to school bare foot and penniless but they along with their siblings became success stories.

I don’t know about you but that’s’ my historical and objective basis.

And I refuse to accept that other people can’t do the same as two generations of my family and a whole lot of other folks have done so and succeeded.

What would I do?

Just do my job. First of all, I got in because I wanted it or I did not refuse the offer. So what if I am in despite all the negative perceptions towards the administration?

Yet, how come that many of the cabinet members are doing well, much more than all the good men in past administrations have done combined.

It’s only during GMA’s time that the budget deficits are being seriously addressed and solved, from 300b during Erap’s to 60b this year and zero next year.

If the GMA administration is corrupt, how come the economy is improving; how come our foreign and domestic debts are going down; how come tourism is doing well; how come majority of big corporations are making big profits?

All these happen because the atmosphere is totally different from what the GMA critics and oppositors want the people to believe. The truth is, the corruption perception is artificially planted in the minds of the poor Filipinos by the corrupt media and the crab opposition. Even the prestigious survey firms are also joining the campaign to bring down the present dispension.

Budget Deficits. The reduction of budget deficit is proof of good fiscal management. It’s been going for years, not only this year. It is not true that there were reduction of critical infrastructure projects, etc. If you go around the country there are many infrastructure projects going on like new airports, ports, highways, light rails, irrigation projects, etc. Just look at the railway along the South Superhighway. It used to be dominated by squatters. Now, they are gone and being relocated somewhere. Without political will and money, these people would still be there and their place remained hotbed of petty criminals.

Our national budget during Erap’s time was 700b, now it’s almost 1.2 trillion. If government did not spend on infrastructures and other social programs, our budget would have remained at 700b or less. We increased our budget to 1.2t and yet we decreased our deficit. So, how did you arrive at your conclusion? This month and for the first time, government is giving 10k bonus to all national government employees and I think they were also giving 10% salary increase during the middle of the year. Where would government get the money for these benefits if it did have positive achievements in the past months and years?

Foreign Debts. The appreciation of the peso could still not be achieved if there was no efficient fiscal management. During Ramos time, there were influx of OFW remittances yet the foreign debts keep going up. The dollar was at one time weak, yet the peso could not beat the dollar. So, what we are seeing now is a result of better handling of foreign debts. Actually, GMA should have been on the worst situation since she inherited big foreign debts from past administration. She had to worked on the double to pay up debts and at the time increase government spending without ruining the budget.

Today, 21 Dec, according to the Philippine Stock Exchange, “listed firms registered 24% jump in profits.” This only means there is prosperity and progress going on. You can hardly hear companies declaring bankruptcy and loses. You can hardly hear companies laying-off workers. These signs of prosperity only point to more taxes for government thereby contributing to lesser budget deficits. Two good examples of companies who have been and are making huge profits are Cebu Pacific and PAL. Cebu Pacific replaced all its old fleet with brand new Airbus planes. PAL used to be making huge loses. Now, it’s making big profits and adding into its fleet brand new planes. When companies are doing well, its employees must be enjoying better benefits, and government collecting more taxes. You cannot count now companies who are making money.

Employment. Well, there is plenty of job opportunities today. Every now and then, more and more jobs are being offered during job fairs. Every day more jobs are being created. There is only a scarcity of qualified applicants. Hanjen alone need 4000 welders, and a thousand other job categories. Yet only few can be hired. What about the thousands of bpo demand for qualified workers? If there are many who remain jobless or poor, I believe these people should try their best to help themselves because there are opportunities waiting for them, either as workers or as small entrepreneurs. By the way, it’s only during GMA’s time when there has been industrial peace, which is an indication of job satisfaction. GMA was also able to achieve progress in the Mindanao peace process.

Corruption. Until today, I still have to hear another Clarissa Ocampo testifying against GMA. Nobody has come forward and give facts on amount of money plundered, identify bank account where the stolen money is deposited and present paper trail leading to GMA as the culprit. It’s easy to accuse GMA of corruption but proving it is another thing.

Get real, Padang. Wake up and see what’s going on. Read the business sections of major newspapers. It’s high time to have our own mind than listen to the media and the opposition who are only dispensing dosages of poison to the minds of the less fortunate who have difficulty discerning truth from deceptive comments and information.

For me if I will be given a chance to serve in the cabinet, I will advise the Pres. to fight and prevent corruption at all cost. Before approving big projects like NBN it has to be thoroughly studied and scrutinized even by the opposition to determine if it is advantageous or not to the people. I would suggest to create laws that would make investment climate favorable to attract investors just like in Singapore and other progressive countries. To further boost tourism, the government should invest by improvement of tourists sites, infrastructures and facilities. I would see to it that the peace process should continue by talking to rebels, coup plotters. I would encourage the adoption of family planning to curb our population growth and finally to protect our environment by planting of trees and proper garbage disposal.

Rather than say what I would do if, I would instead say what would Lee Kwan Yew have done in the face of the political and economic crises besetting the country today.

Lee Kwan Yew would have radicalized Filipino society by running a rigid political system and a tightly controlled welfare state based on private enterprise First to go would be the obstructionist communist leftists and NPAs who today present themselves as so-called progressives. The communist obstructionists were the first to go when LKY took over as head of state of Singapore.

LKY would have encouraged foreign investment to the max and discouraged any form of political dissent. This means no military adverturism like theTrillanes capers under pain of immediate military execution. No political obstructionists and media excesses. There will be strict military discipline, appropriate behavior and proper lifestyle of public officials, high private and public education, and swift dispensation of justice on corrupt public officials. His governance would be considered repressive but in the end Lee would be lauded for overseeing the country’s outstanding economic growth that transformed it from a third world nation to a wealthy first world.

Isn’t Lee Kwan Yu getting all the praises for making Singapore what it is today? Don’t you wish the Philippines was like that too?

I also greet the Congressmen and women who went out to that Europeans junket and laud their efforts there, it’s hard to have jet lag while trying to enjoy their wines and food, it’s hard to go malling as it gives you sore feet, its hard to do overtime work in that junket especially when they have to extend their enjoyment in London even though the presidential plane was on it’s way home. It’s hard to enjoy and party as it will leave a lot with lack of sleep and hangovers. As you claim you do this for the service of the people, I hope the Filipino people will look at your trip as “service to Filipino people” otherwise it would be bad for political “perception” as you are so fond of calling it. Most of all I hope that you properly buried your conscience, it’s hard to properly enjoy your life with your pesky conscience bothering you. And in case you are dense or equally as mentally bankrupt as you are morally bankrupt as well, I had just gave an ironic statement.

I also greet the Congressmen, bureaucrats, administrators, policemen, military men and politicians who continually work towards covering up corruption and abuses. May you get the things according to what you deserve.

For the HONEST administrators, policemen, military men, statesmen, Senators and occasional Congressmen, may you too get the things according to the deeds which you made.

I pray that each one would get corresponding to the deeds one did in this world, for this world, for his or her country, for his fellowmen especially to the needy, for nature, for God, for those who need both material and spiritual succor. For those who are starting to get sick and having to go to more frequent medical check ups and even the occasional “albularyo”, I hope you are finally considering to change your ways before it’s too late. when i chose teves as the example, it was his position as finance sec. that came to my mind first, as i consider finance more impt. than the other portfolios. so, no, i wasn’t thinking about teves’ as being low-life.
what i said to emphasize the importance of granting higher pay for govt. employees was…
“let us not allow govt. to be the last resort of the incompetents”(this is not from me, i read this somewhere but right now due to my senior moments, i can’t recall who said it)…as a reaction to what marius wrote about low-pay of govt. people and a low-life scums…

First thing first. If I am ask to serve in a morally bankrupt admin I will never accept. And that is because nothing beats the feel of some cleanliness inside myself. But if I do not mind the dirt, and there are so much chance to improve my economy, and I want so much to move forward, so that when power is in my grasp I could safely say ‘Back Off’ to any one standing in the way of my quest to improve my economy some more, then, with all my heart including my stomach, I will eagerly accept with two open arms any position, any juicy position. So, if I am Bunye, I will say that the Pulse Asia survey result is wrong because I was not ask; if I am Ermita I will not let my minnions attend the senate hearing; if I am Teves I will sell more dollars to strengthen the peso so the economy will look improve to simple-minded folks, etc. All of these to make my president look good to simple-minded folks for the betterment of my country, but mainly for my betterment, especially so if my president stayed there forever.

Lee Kwan Yew took advice from our very own Marcos and applied it to Singapore. Lee Kwan Yew succeeded but Marcos didn’t. The reason, differences in culture and the way Marcos coddled corrupt allies, his wife and relatives even though they are corrupt brought in catastrophic results to our nation and degradation of moral standards vis a vis corruption.

Take a look at today, Gloria is trying to do the same thing unfortunately, she’s even worse than Marcos in coddling corrupt allies, doing cover-ups, and abuses in government. Her growing Pinoy Big Briber style only worsens what should have been thought to be an already worst situation. No, the Philippines need a different mold, something that is based more in honesty, transparency, good governance, and taking in the cooperation of honest reliable NGOs that could help us get back to the track of good governance.

The WILLING cooperation of the Filipino people is the key to true progress, not repression, not trust in demagogues in civilian and military posts, and certainly not cooperating with influential, abusive, ruthless and corrupt allies, relatives and family members.

i think you are too focused on leadership, and gave too much credit to LKY. the reason singapore is what it is, is because (read panganiban’s column) singapore has a huge intangible capital. this intangible capital includes human capital (the sum of knowledge, skills and know-how of the population).

which was my point about the intellectual giant. we need intellectual giants because we are pygmies. our intangible capital is 1/11th that of singapore and 1/22th of japan’s.

it’s not the leader that makes the nation, it’s the people. look at strongman kim jong il of destitute north korea, then look at blundering bush and the wealthy u.s.

It is so amazing how some people distort the truth. From the comfort of my flat in Saudi Arabia, I saw how the failed rebellion progressed and how it was eventually crushed. Media coverage was simply too one-sided. The shots were too studied, the replays too selective–all in favor of the rebels. And the media conglomerates still have the temerity to complain?

From the vantage point of my TV set, I saw how the presence of media personalities inside the Peninsula hotel prevented the police from carrying out their planned assault. Why begrudge the police for using their weapons? The rebels deserved to die, for such is risk of rebellion. Had they succeeded, then, they would have been the heroes.

If government, as represented by the police, indeed did not care about civilian lives, it could have easily “pulverized” the rebels’ dugout with its superior fire power and blew to smithereens those rascals disguised as freedom fighters. That one of them was a bishop or a former vice president was not reason enough to save them from punishment. Old men, by their age, are supposed to be already aware that they are responsible for their actions; they should not cry like babies when herded into a police van. You do wrong, you must be mature enough to accept the consequences of the act.

We now read and hear endless litanies of complaints from sympathizers of the rebels. My golly. Where were they when Antonio Trillanes IV et al. were begging for warm bodies in the Peninsula Manila? They shouldn’t be too righteous because the truth is they are no better than the person their ilk wants to remove and replace.

I am glad Gloria Macapagal-Arroyo does not hold her punches when dealing with miscreants. I’d rather have her in government than these pseudo moralists whose only claim to fame is their perennial participation in failed coups, rebellions and what not.

To people who spend all their time plotting the ouster of Arroyo, and even to the biased media, here’s my challenge: Provide the warm bodies immediately at the first minute of a coup instead of pontificating later, after it has failed.

In fact, I want the rebels to succeed so that I can witness how the winning military junta will shut down media facilities, impose curfew indefinitely, and clamp down on rallies and other forms of mass gathering. Then, we will see a new breed of complainants; the same people now romanticizing the idea of extra-constitutionally ousting a president.

Possible candidates for the 2010 presidential polls are already being discussed in Metro Manila but Maguindanao province also wants to be on top of the issue particularly in supporting President Arroyo in 2010.

During Mrs. Arroyo’s distribution of Christmas gifts in Shariff Aguak, Maguindanao Saturday, Maguindanao Gov. Andal Ampatuan Sr. announced that he will support the President if she runs in 2010.

“Ipaabot ko lang kay ma’am na ang Maguindanao ay marunong ding mag-bayad sa tao. Na hindi makakalimot ang Maguindanao pagdating ng 2010 elections sa Pangulo. Sasabihin lang niya ang gusto niyang mangyari sa botohan dito sa Maguindanao (I would like to relay to her that Maguindanao knows how to pay its debts. That Maguuindanao will not forget in 2010 presidential elections. Just let her tell us what she wants to happen in elections in Maguindanao),” he said.

Ampatuan added that the province is just giving back to the Arroyo administration the assistance that Malacañang extended to the people of Maguindanao.

Ampatuan’s statement may seem to be a portent of the results of the 2010 elections in the province.

Maguindanao province is a known bailiwick of the Arroyo administration. The province was criticized during the May 2007 elections due to a 12-0 win of administration senatorial candidates in provincial results which bucked the trend of a strong opposition victory in the national results. As boss of the Central Bank, I would set the Peso rate at least at 50 to the dollar, still much too high considering the devastating decline in the Peso’s local purchase power. But at least it would give a bit relief to the failies of OFWs, tourism and investors and make RP a less expensive place as it became now with the baseless and unfounded Peso rise, esp. against currencies like British Pound, Swiss Franc, Euro and other currencies that still have their local purchase power held at near the same level while the strong Peso lost extremely. And I would block giving Dollars to importers who buy cheaper with the stronger Peso but still increase and incease their local Peso prices.

Philippines needs reform like China where the Government used Eminent Domain to take over public property. Yes - the shacks and tin covered roofs all need to be demolished. I’d encourage congress to enact the law regarding political dynasties…
I’d amend the constitution but I will assure the people that it will not serve the interest of anyone in particular, but rather serve the interest of all in general
