President can be a perfect tandem come 2010 Philippine National Elections. If

CITY OF SAN FERNANDO, Pampanga, PhilippinesâThe special committee formed by Pam
panga Gov. Eddie Panlilio has collected more than P5 million in sand taxes in t
he first five days that the Catholic priest has been in office.
Vice Gov. Joseller Guiao, who took on a watchdog role against graft at the prov
incial capitol, said the income earned under Panlilio confirmed that the âpoten
tials [of the quarry industry] are big.â
âThat is within the range of expectations,â Guiao said.
The P5-million collection is 17.18 percent of the P29.1 million generated by th
e administration of former Gov. Mark Lapid for the whole of 2006, an Inquirer r
eview of capitol reports on quarry income showed.
It was higher than the P3.19 million collected from January to February this ye
ar.
The recent collection represented an average of 3,333 truckloads of sand a day,
more than the 100 truckloads reported by the previous administration.
If the trend continues, last yearâs income could be raised in a monthâs time, P
anlilio said.
A separate check by the Inquirer showed that if the capitol makes an average of
P20 million monthly, it could surpass the P106.4 million collected in 2001 by
the Natural Resources Development Corp. of the Department of Environment and Na
tural Resources.

SAN FERNANDO, Pampanga â Gov. Eddie Panlilio has asked the provincial board to
grant him blanket authority to enter into formal agreements and sign contracts
and other transactions âfor the benefit of the province,â but Vice Gov. Joselle
r Guiao said this would be âhighly irregular.â
If he is against corruption, will a blanket authority fight corruption? Based
on Political History, this is where rampant corruption is. Guiao is right th
ere will be no check and balance for such power on Blanket Authority..
If the projects of Gov Panlilio are for the people of Pampanga, he can properl
y defend these projects from the Provincial Board and get their approval. No n
eed for Blanket Authority.
After barely a month in office, Among GOV has proven that with moral leadership
and the right intentions, effective governance can be attained. In 30 days, G
ov. Panlilio has collected about 90% of quarry taxes that the previous governor
collected in 1 year! Imagine what Among GOV can do in 3 years. From reports
I've read, he is dedicating his first 100 days in the rehabilitation of schools
and hospitals that have suffered from years of neglect.
I would like to get in touch with mayors, and governors who are truly sincere i
n curbing or totally eliminating corrruption within their jurisdictions. I woul

eâs a 44-year-old gastroenterologist in the US who came home after 17 years. Y
ou can see from his background that he truly means service. For those who find
him to be a hypocrite for working abroad, do understand heâs a family man who
needs to sustain his family, that he will be able to keep his independence by n
ot relying on public funds to support his family. He helps his countrymen in h
is capacity but itâs just not enough for there are millions of Filipinos. Itâs
a good start in Philippine Politics to have him and his party around.

ou can see from his background that he truly means service. For those who find
him to be a hypocrite for working abroad, do understand heâs a family man who
needs to sustain his family, that he will be able to keep his independence by n
ot relying on public funds to support his family. He helps his countrymen in h
is capacity but itâs just not enough for there are millions of Filipinos. Itâs
a good start in Philippine Politics to have him and his party around.
I urge you to forward/text/inform all your contacts about them. I believe they
only lack exposure thatâs why Iâm doing this. But I canât do it alone so Iâm
appealing to everyoneâs help. If all will inform their contacts about them and
urge them as well to forward, we might hit a million.
We cannot afford to be indifferent now if we want meaningful change. Otherwise
we only have ourselves to blame. BUT TOGETHER WE CAN MAKE A DIFFERENCE.
