MANILA, Philippines--Heeding the call of the opposition, incoming Cebu Represen
tative Pablo Garcia has vowed to surrender his Speakership bid should he lose i
n secret balloting that he has proposed ahead of the July 23 opening of Congres
s.
Garcia and his supporters, led by Kampi (Kabalikat ng Malayang Pilipino, Partne
r of the Free Filipino) president and Camarines Sur Representative Luis Villafu
erte, are pushing for an all-party caucus, to include members of the opposition
group, to decide who should be the next Speaker.
While the opposition has been invited in the caucus, the choice of candidate fo
r the Speakership would only be between Garcia and incumbent Jose de Venecia.
Garcia explained that the caucus was aimed only at coming up with one candidate
from the administration coalition to run against an opposition candidate durin
g the actual voting on the floor.
They had invited the minority bloc in the caucus because both he and De Venecia
have supporters from the group, Garcia further explained.
âMy proposal is to have an all-party caucus. All members of Congress, including
the opposition, will be there but the candidates will only be two -- I and the
Speaker. Whoever loses will no longer participate in the actual voting on the
floor,â Garcia said in a phone interview.
And the losing candidate in the caucus should agree to abstain during the actua
l voting on the floor, he added.
This way, the opposition can be assured that the Minority Leader will still com
e from its ranks since Garcia and De Venecia are both allied with the administr
ation coalition.
Under House rules, the candidate to get the second highest vote in the Speakers
hip race automatically becomes the Minority Leader.
âIâm making this proposal because this will also address the concerns of the op
position that the Minority Leader should come from their ranks. So if I lose in
this secret balloting, I will no longer run for the Speaker,â Garcia pointed o
ut.
âThis only proves that I really listen to everybody, to every group. I also wan
t that on the opening day, everything will be smooth already,â he said.
As of posting time, however, De Venecia has not commented on Garciaâs proposal.
If the Speaker would reject his offer, Garcia said he would pursue his candidac
y and insist that the voting in the plenary be done through secret balloting.
After all, Garcia said, the House would have to either adopt its existing rules
or approve new ones at the opening of the session where they could propose tha
t voting be done through secret balloting.
âWe must give each congressman and congresswoman the fullest freedom or opportu
nity to express their choice and that can be done only through secret balloting
,â Garcia said.

Minority Floor Leader should be chosen from the ranks of the real opposition an
d not just anybody who got the second highest vote for House Speakership. Inde
ed, the idea for secret balloting prior to plenary is most practical idea at ha
nd, considering that Congressmen have a free hand whom to vote and of course th
ey will not face possible sanctions in the choice of membership of different co
mmittees. Speaker De Venecia is widely known to promise Committee Chairmanship
to two or more Congressmen just to get the position of House Speaker. If he w
ants to hold the record of longest serving House Speaker then fine for him. Bu
t what the country needs right now is a Lower House that earns the trust of the
majority.
I like Congressman Pablo Garcia is proposing to the current speaker. I think he
is doing what a true stateman is supposed to do unlike others.

Actually it's a fair game. It is a WIN-WIN proposal. If JDV got the number I th
ink he should not be worried on his election. Maybe he is not too comfortable w
ith it because he know that a lot of the congressmen will GO for PaBLING if it
is on a secret balloting....
SHUT UP, everyone!
Pangasinan Representative Jose de Venecia Jr won his unprecedented 5th term as
SPEAKER of the House of Representatives running unopposed!
With a 159-0 vote, de Venecia was elected Speaker.
A well-deserved feat indeed!

I know this to be out of place. Please bear with me. I just want to create aw
areness by choosing the busy forum or the latest.
Do consider Dr. Martin Bautista for the next elections obviously (a senatorial
candidate of âAng Kapatiranâ together with Adrian Sison and Zosimo Paredes). H
eâs a 44-year-old gastroenterologist in the US who came home after 17 years. Y
ou can see from his background that he truly means service. For those who find
him to be a hypocrite for working abroad, do understand heâs a family man who
needs to sustain his family, that he will be able to keep his independence by n
ot relying on public funds to support his family. He helps his countrymen in h
is capacity but itâs just not enough for there are millions of Filipinos. Itâs
a good start in Philippine Politics to have him and his party around.
I urge you to forward/text/inform all your contacts about them. I believe they
only lack exposure thatâs why Iâm doing this. But I canât do it alone so Iâm
appealing to everyoneâs help. If all will inform their contacts about them and
urge them as well to forward, we might hit a million.
We cannot afford to be indifferent now if we want meaningful change. Otherwise
we only have ourselves to blame. BUT TOGETHER WE CAN MAKE A DIFFERENCE.
