Seapa condemns in the strongest possible terms the abduction and massacre of at least 36 Filipinos in the southern Philippine province of Maguindanao. Reports coming out of the Philippines say at least 12 journalists were among the abductees possibly slayed.
It is widely believed that the horrific episode was brought about by a bitter feud among entrenched political clans in Maguindanao. Media and authorities have been quick to tag the massacre as election-related, certainly among the worst that has been seen in the Philippines in decades.
Seapa calls on the Philippine government to do all that it must to halt the violence and bring the murderers to justice.
As swiftly as they must act, however, the Philippine leaders must also, once and for all, demonstrate its accountability for the larger toxic climate that suffocates Filipinos and Philippine democracy. The government must own up to what it has allowed to fester: an environment of impunity that had already taken hundreds of lives, including that of hundreds of journalists, long before the recent Maguindanao tragedy took place.
Even the warlordism that must be fought and condemned in Maguindanao is but a symptom of what truly has Filipinos and their democracy beleaguered.
The perpetrators behind the most heinous acts in Maguindanao must be brought to justice. Immediately. Failure to act, we are afraid, would not only be an indictment of Philippine leadership. It will be nothing new.
"The Philippines had one of the highest rates of journalist killings in the world even prior to this heinous episode of barbarism," Seapa executive director Roby Alampay said.
"Even the scale of one day's carnage cannot mask the years of government inaction, denial, and ineptitude that have allowed violence to go unpunished. That climate of impunity that has been allowed to fester is what has made all Filipinos--not just activists, politicians, or mediamen--vulnerable to powers and interests intolerant of dissent or even just independent voices."
The clear role that warlordism plays in this, one of the bloodiest episodes in recent Philippine history, should not absolve the government of its accountability for the larger environment it has tolerated, patronized and therefore nurtured.

Aside from the issues of private armies and warlordism, I believe this massacre has damaged our collective phyches.
Even after reading all the details, the history, the whole situation, I still can not understand or reason out how a fellow human can do such a thing - brutally kill innocent unarmed civilians. It gives me a headache just thinking about it. They even tried to bury the bodies and vehicles -for what? - that we might not notice that a convoy of 57 people is missing, or to prolong our agony in counting, day by day, the lives that they have wasted.
It is only with justice that we can recover and heal.
What needs to happen:
1. There should be equal focus to victims. Lets pay tribute and give honor to these brave and noble people. They died doing what is right. They are heroes.
2. We should not be content with the sacrificial lambs that the clan will offer. The whole Ampatuan clan should fall.
3. The state of emergency in Maguindanao should stay till new local officials are elected next year. Comelec should not allow the clan to run for office again.
4. Rename the town from Ampatuan to Kalayaan or something in honor of the reporters and democracy.
5. There should be monument to mark the place.
6. We should raise funds for victims' families.

The government again showed its insensitivity to public outrage to the recent killing in Mindanao. The drama of presenting one of the prime suspects in the heinous crime flopped since the suspect was not handcuffed and properly restained contrary to the pronouncement of the Secretary of (In)Justice. The Filipino cannot expect a resolution to this case. Justice is doomed under this administration.
The country should get rid of the Ampuatans altogether. They should strip them of their citizenship, bulldoze their houses and throw them all in prison for life. They are all guilty by association and you can't tell me that the senior Ampuatan didn't know what was going on. This family is the equivalent of a modern day Hitler.
They have stained the integrity of the Philippines and made the country an embarrassment to anyone (even hardened criminals) and to every nation on the planet. They have irreparably damaged the nation to the point where their actions should be considered treasonous because they potentially threaten the stability of the political system. That kind of action demands the death penalty but that would be too kind - they should serve life so they have many years to think about what they have done.
It's over for the Ampuatan's - or the government better see to it that it is because if they don't the citizens of Maguindanao will take the law into their own hands.
The government should impose marshall law and jail anyone who insists on clan violence to a minimum mandatory sentence of ten years. They should ban firearms and put anyone caught with one in jail for 25 years.
There is no excuse for their action. Life for them is over or it should be.
Allah, God, Jesus, Buddha and any other diety you want to mention has committed that family to burn forever.
I am concerned of comments that the Maguindanao massacre is about Islam, or Mindanao culture, as if the violence and crime are intrinsic only to Moslems. Up until the 1980s, we had headhunters in Northern Luzon, and, murderous "Christian" cults in the Visayas and Mindanao until the 1990s.
Let us consider the dynamics of the roles of oppressors and the oppressed. Also , of warlordism and vigilantism. Let's find the complexities thru class analysis, conflicts in elitist politics. I cringe at comments like "ganyan naman kasi mga Muslim".
Likewise, many now want to dismantle local autonomy based on ethnic mistrust of capacity for self-governance in ARMM areas. Don't confuse issues of policy vis a vis, issues of administration/governance.
Let's put rigor in the discussions.
I am a Roman Catholic living in the U.S. for more than 20 years. My 95 year-old father is a retired brig. general of the Philippine Constabulary who was assigned in the Muslim/Moro provinces in Mindanao; Jolo, Lanao, Zamboanga and Cotabato when he was in active duty as junior officer, assistant provincial commander and as provincial commander. My entire family moved wherever my father was assigned. I have seen and observed the moro/muslim culture when I was growing up. My observation is that when the government officials (highest/local)spoil and over protect leaders of Muslim/Moro groups (because of utang-na-loob), the latter tend
to become abusive and take advantage of what whatever favor they have given to the former as a payback. I believe, this is what happened in the Maguindanao Massacre. The Ampatuan clan believes that they can do whatever they please to the extent of killing innocent people who are blocking their way and believing that Gloria Macapagal-Arroyo will always be behind to coddle and protect them. We filipinos should wake up, condemn and be vigilant against this heinous crime perpetrated by this evil clan.

Dear Madam President,
It’s ironic that the CNN Hero of the Year is from the Philippines and the worst killings of journalist took place in the Philippines in one week. I was so proud watching Efren Penaflorida of the Philippines receiving his award on stage and was filled with rage and embarrassment reading the horrific massacres of more than 50 people (including defenseless women and journalists) in the southern Philippines that was masterminded by one of your political allies. I am a Filipino Canadian and I have never been involved in Philippines politics but this goes beyond politics. Those animals even raped and beheaded some of the defenseless female victims. One of ladies was even pregnant.
I noticed that whenever a heinous crime occurred , you Madam President always release statements the you have ordered the police and armed forces to spare no effort to arrest and prosecute these criminals but as always nothing happens and no follow up done by your administration. I urged you now to do the right thing and ensure that those responsible for this horrific massacre are apprehennded and prosecuted to the fullest extend of your law. It won’t be a bad idea to bring back the death penalty in your country. Please make the Philippines a nation all Filipinos can be proud of. Make this your legacy. Do not make crime and political corruption your legacy.

Here is a man born to wealth, power and prestige. He and his minions killed and chopped up relatives, lawyers, journalists, fellow Moslems and Christians. How did this criminal's mind work? His actions were logical, well-planned, calculated. He was not "sick" as in being incapable of judgment. He knew what was wrong and right. But he chose to do wrong. His actions were willful based on experience that the environment (in Maguindanao, for one) allowed him to commit these acts with little fear of being caught or being punished.
This criminal was surrounded by people who gave him their approval. Or, obedience out of fear. He gained esteem among a group of like-minded individuals. In his circle, he wasn't rejected, he was emulated.
This is also a good time to reexamine the simplistic myths of poverty and ethnicism as drivers to a life of crime. As if the poor and minorities are less capable of doing right. If being poor and powerless (ex., belonging to minority cultural groups) drove people to crime, then we would have much much more criminals. Yet, multitudes of poor people and minority groups have chosen to sacrifice and remain law-abiding citizens. The fact, though that there are more poor and minority peoples in jail say a lot about what's wrong with the judicial system, not about the causality of crimes.
Here's to a prayer that this chapter of political terrorism is resolved soon.

As if things were not bad enough, now comes news that this fraudulent president harbors fantasies of becoming prime minister, to thereby continue spreading her evil handiwork in these islands.
What have Filipinos done to deserve this misery? How could those who recommended her to replace Erap ever not known about such devilish character streak in such a person? What did the nuns at Assumption, and the professors at the schools she went to, teach her?
Where will all that lust for power and greed for money take her?

Clans are traditional Moro fiefdoms and are political units by themselves. In the old days, Phil. tribes waged war against each other after harvest sort of sports. To avoid conflicts, power must not extend beyond the clan. Putting two clans in a single local government unit will turn elections into modern day wars. Non-Moro communities must have secular governments, which must have priority, to provide non-Moros and non-royal blood Moros safe havens (much like Manila which was haven for those escaping the Ilocos Region haciendas). Autonomy must be granted on a per clan basis and not on a provincial level since this virtually creates an emperor. The massacre is a typical case of an emperor crushing a rival fiefdom.

To weird and hhay...nako..., the other blog was blocked because of my comment, because they don't want contrary opinion on the MILF-Gov't talk before Macapagal's term end. The talk is actually an alliance between the Macapagal-Arroyo, Ampuatan, and Iqbal clans. I don't pretend to know their objective, but I have a feeling that the stakes could only be as big as the Phils.
International facilitators on MILF-Gov't talks must consider that without consultation with the Filipino people, the gov't does not represent the aspirations of the Filipino people both Moro and Non-Moro, therefore, there should be more transparency on the terms. Likewise, the MILF does not represent the aspirations of the Moro people but only the rebel Clan. The discussion must be limited only between the gov't and the particular clan (i.e. Ampatuan, Iqbal, etc.) and not the entire Filipino-Muslims.

I have a very dirty mind, and I'll share my thoughts anyway. If you'll remember in the last MOA, Arroyo gave very huge territories to the MILF, and it is very specific on the mining, logging, and fishing rights. Having an autonomous portion of mining, and logging rich Mindanao means it is not subject to national scrutiny. Being keen businessmen, I believe the partnership would be Arroyo businesses/deals with the local MILF warlords. Of course, the International moderators will lend credibility to the whole scam.
The scenario is so "Darfur". All the elements are there, clans fighting for mining concessions, ethnic genocide, minority groups, corrupt politicians, and multi-national mining company. We already have mini-Darfurs in the country like Mindoro. Sure, mining will bring money, but mercury poisoning will poison the water and land. Developed countries will survive the environmental catastrophe because they can buy food elsewhere , but indigenous tribes like Mangyans will not since they get food from the streams and wells. Relocating them or training them for alternative livelihood will drive their culture to outright extinction. Such will happen or is happening too in Mindanao. With volatile political situation, Maguindanao is more likely to become a full-blown Darfur.

I congratulate the SEAPA, you ennuciated very well my opinions, you've got the courage to tell the Philippine government. The government should listen to the complaints of the people.This tragedy has been scripted many years back, and now the melodrama is on stage. I strongly feel that this massacre is not only political in nature but there's more to this. Mindanao is the Port of Entry of Illegal Drugs that supply the whole country. For Drug Cartel to do business with impunity is very strange indeed. I believe there are political druglord that guarantee the safe passage, if we take notice the support that showed-up were coming from Sulu,Tawitawi,Lanao, provinces that lined the shorelines. Is this one of the showdown? Of course political indebtedness is the culprit that haunts the mind of ordinary filipino, in which the perpetrators are able to get away with,unpunished. That which is pleasant tends to be repeated; history seem to repeat the errors of the Marcos regime. When all the economic, political, moral, judicial indicators point negatively then good government leaders should look seriously at the root of all of this without blinking. This need a lot of POLITICAL WILL, and good moral intentions on the part of the President.

The events that transpired revealed a dirty Maguindanao secret - the political system has not evolved beyond warlordism. A puppeteer is good if you won't even see the controlling hands or strings. The president was not even there to defend martial law, her allies even attacked martial law. The ertswhile architect of Martial Law also attacked it. The problem is, Filipinos have seen so many puppet shows before.
We can not help but feel shame that these perpetuators are also Filipinos. I feel like shrinking and hiding from the eyes of the international community! I can not believe that anyone in our civilized power structure would encourage such behavior. This may have been implied by the media. Sad if there are truths in that. Miscalculations perhaps, from those who are overly ambitious! I think every one should do some serious soul searching and rectify mis-steps immediately. We need to bring justice here. After ARMM formation, the massacre, martial law, etc. some things remain, there is a need for justice, peace and order, human rights, and transparency in Mindanao. Peace and order must be provided for stability to reign long enough to encourage civilized behavior and politics to develop, and squeeze clan/MILF/Abu Sayaff warlordism to prevent them from pre-emptively snuffing growth of civilized society. One thing the massacre did was to show everyone that clans are the cause of trouble in Mindanao, much like the rest of the country. It only shows that Muslim Mindanao is not that "special" after all. I didn't even bother to read the whole thing. The problem is largely cultural, aggravated by non-cultural sensitive, mestizo, and elitist national policies from the time of the first president of the Republic until now. Until we identify past wrongs, we will never get Mindanao solved. The past will always haunt us as it did with Maguindanao. We can always blabber our thoughts without in-depth knowledge and understanding of the cultural fragility and complexity that Mindanao has. Sure, justice needs to be served but more than that, a re-study, a review of the whole national attitude to Mindanao should be in order.
