Pretty ironic if he does end up endorsing Villar, if you remember the dramatic role Villar played in the impeachment of Estrada in the House of Representatives when Villar was the Speaker
At any rate, Erap is saying that his candidate for 2010 should be “pro-poor” and “anti-corruption,” according to this Breaking News article.

Estrada issued the statement in response to reporters’ questions on what his criteria was in choosing the standard bearer of the opposition.
But at the same time, Estrada refused to name his candidate, saying that all presidential aspirants of the opposition would go through a process of selection that would include a series of three surveys to determine winnability.
Earlier in the day in Dinalupihan, Estrada was reported as having hinted that he was going to endorse the candidacy of Senate President Manuel Villar, who was said to be eyeing the presidency.

When PGMA delivered her first speech in , before the Swiss-Asian Chamber of Commerce (SACC) she told the group that the Philippine economy is booming and remained a favorable investment destination amid the global uncertainties. But worried about the worldwide plunge in stocks as the threat of recession is becoming stronger in the US, PGMA, who is in Davos for the World Economic forum, called his minions in the palace to ask how the RP stocks is faring.
Down of course, and the fall was very steep on the day she left for Davos last Tuesday when the Philippine Stock Exchange (PSE) index went down by 173.89 points or 5.51 percent to 2,978.41. It was the lowest since Aug. 17, 2007, when the index settled at 2,884.34. For seven days until Tuesday, PSE data showed the market capitalization of listed companies shrinking by P528.35 billion and that overall P1.14 trillion worth of market capitalization has been wiped out since Oct. 8, 2007.
The 38th World Economic Forum opened with a worldwide drastic fall in stock markets that could slow worldwide growth as the subprime crisis in the US remained unresolved and oil price continue to rise or stay at high level. The fall is now cautioned by the surprise decision of the US Fed to cut its rates by 75 basis points last Tuesday. On top of this the Fed is also expected to cut further its rates by another 50 basis points when it meets next week. Last Wednesday, as a result of this, the PSE index recovered by 79.85 points or 2.7 percent at 3,058.26.
Personally, I am not very concerned about what is happening to the country’s stock market. First, very few Filipinos own stocks. Many of them are foreign speculators. Second, the fall in the stock market will not immediately affect the real economy or actual production of goods and services, unless sustained for some time. Not even the real investors in stocks or those who buy stocks for good should worry much because what matters most is the long term value of their stocks based on the long term profitability of the companies that issued the stocks as determined also by the long prospects of the economy. If the fundamentals of the economy are right, then there is nothing much to worry. The question therefore is this: Are the country’s economic fundamentals right?
For example, when PGMA says that the economy is booming, what was her basis? An economic boom occurs when real GDP grows faster than the trend rate of economic growth. What is our trend? If our GDP growth barely exceeds our population growth in the past, one might see a sign of booming economy with the now expected more than 7 percent growth last year. Is this correct? Actually, it all depends on what is expected to happen next which also depends on the real score of the economy when one looks into the actual source of its growth.
In a boom aggregate demand is high. What is the source of our aggregate demand last year? For one it was mainly consumption led. Second the strength of our consumption was also due mainly to the huge dollar remittances from our OFWs, not internal but external. Government expenditures increased too but only because of the ability of the present administration to sell more government productive assets rather than from tax collection. As for fixed investments some growth is also observed but its overall size is still small relative to the rest of the economy. In fact the combined government expenditures and investments, including government investments in physical infrastructures, is about a fourth only of the GDP. Is this ratio right given our huge gap in infrastructures?
When aggregate demand is high, businesses respond by increasing production and employment, including raising their prices to increase their profits. So far the unemployment rate is still high but shown by government data to be declining last October only because of the decline in the labor force participation rate. The strong resistance of the business sector to raise the minimum wage is also another sign that the economy is not that good actually.
It is also true that the inflation rate is now much lower compared to the past but part of it may be also caused by the limited buying power of the masses, many of which are still unemployed, underemployed, and in poverty. A strong and rising level of aggregate demand is also good if driven by exports but with the rising peso this is not happening.
This is what I see these days, not a booming economy.

DAVOS, SWITZERLAND — President Macapagal-Arroyo on Friday urged the leaders of the Association of Southeast Asian Nations (Asean) to make a difference in the region by working to bring about the release of the jailed Burmese opposition leader Aung San Suu Kyi.
“We must work together to make the tough choices to make Asean real and Aung San Suu Kyi free,†the President said in a strongly worded message she delivered at the Asean session of the World Economic Forum here.
The President said the regional grouping would attain a “level of democratization†on the issue of human rights “if we are to work collaboratively for the common good.â€
“We must see political reform. We must see Aung San Suu Kyi released and now,†she told Asean leaders and dignitaries during the high-level session called “The Emerging Asian Community: Role of Asean.â€
She warned that the Philippine Senate would not ratify the Asean Charter unless the legislators saw “real political reform†take place in Burma (Myanmar).
The charter, signed during the November 2007 Asean Leaders’ Summit in Singapore, seeks to create a human rights body in the region.
Policy of noninterference
Malaysian Prime Minister Abdullah Ahmad Badawi, however, stressed that the 10-member Asean must always abide by its policy of “noninterference.â€
“It’s important to respect the principle of noninterference in the internal affairs of member countries. [That’s why there’s] a problem on how to deal with the Myanmar issue,†he said.
Also present at the session were Singapore Prime Minister Lee Hsien Loong, Asean Secretary General Surin Pitsuwan, officials from other Asean member-countries, and Stephen Green, chair of HSBC Holdings.
Suu Kyi, the Nobel Peace laureate, has been held under house arrest by Burma’s ruling military junta since 2003.

The junta, which took power in 1988, called elections in 1990, but refused to recognize the results when Suu Kyi’s party won a resounding victory.
President Arroyo delivered the same message when she addressed the Gender Parity Group minutes later.
“What should we do? We stand up and call for Aung San Suu Kyi’s freedom,†she said.
Ms Arroyo has consistently advocated that Asean take a more active role in introducing reforms in Burma. At the 13th Asean summit last November, she called on her fellow Asian leaders to work for the release of Suu Kyi.

Close this DAVOS, SWITZERLAND — PRESIDENT Macapagal-Arroyo left Switzerland for Dubai Saturday heartened by business leaders’ positive sentiments about the strong Philippine economy and news of the country’s improved credit rating outlook.
“Everyone is very positive about the Philippines. The peso is at an all-time high, and the President and her economic team have turned everything around,’’ Citigroup and Citibank chair William Rhodes told Ms Arroyo.
After wrapping up her participation in the World Economic Forum here of the world’s top political and economic policymakers late Friday, the President was greeted by the happy news that Moody’s Investors Services had raised its ratings outlook for the Philippines.
The international credit rating group raised its sovereign rating outlook for the Philippines from stable to positive, citing the gains made in stabilizing the country’s fiscal position and in reducing its reliance on foreign financing.
“That’s what we’ve been saying all along. The Philippine economy has turned around, 28 quarters of growth, which other countries cannot really brag about,’’ the President told reporters here.
“About seven percent growth in 2007, probably the highest in Southeast Asia, the stock market is up despite the global uncertainty this week. Seven million jobs created in seven years. One of the strongest currencies in Asia. Investments surging. Many companies investing new facilities with us,’’ she said, rattling off the achievements in the economy.
The President said the government is targeting a 6.5-percent growth rate for 2008.
“Actually our growth target for 2008 is only about 6.5 percent. We’re performing above target, so I’d rather not revise it so we’ll over-perform,’’ she said.
Since arriving in Switzerland late Tuesday, Ms Arroyo has held one-on-one meetings with a stream of CEOs from some of the world’s largest companies on the sidelines of the Davos forum.
“Bill Rhodes of Citibank says that we are in the best position today than ever to withstand, to be resilient in the face of such [global] uncertainty,’’ the President later told reporters.
She said that Rhodes’ positive outlook on the Philippine economy was shared by Neville Isdell, chair and CEO of Coca-Cola, as well as the CEOs of HSBC and Credit Suisse, among other business leaders she met with in Davos.
“It’s something that all the bankers that deal with us have said during this Davos summit,’’ she said.
“But as I said, nonetheless, we shouldn’t be complacent. What is being said is providential. But we’re in a strong position now. We can be resilient. We just have to play our cards right,’’ Ms Arroyo said.
Rhodes has advised the Philippines to be cautious about price stability and crisis prevention, among other things, in the next six months.
After her series of meetings with the chief executives, the President said she managed to get at least three investment commitments, but declined to give specifics.
“I had three very good prospects that are quite concrete but I can’t tell you about them now,’’ she said, adding that she preferred that the companies would be the ones to announce them.
She said she had been marketing the Philippines as a “favorable investment destination’’ in her speeches and meetings.
In her talk before the Swiss-Asian Chamber of Commerce in Zurich, Ms Arroyo touted the Philippines’ economic turnaround, and declared that with its strong fundamentals, the economy could weather the looming global financial crisis.
On her last day in Davos, the President met with Prince Andrew, the Duke of York, and discussed possible British investments in Manila.
The Prince serves as Britain’s Special Representative for International Trade and Investment.
“We exchanged notes about international issues, and we discussed some of the British investments in the Philippines, and some business firms interested in doing business in the Philippines.’’
She said the UK had mining investments in the country.
Ms Arroyo and her delegation flew Saturday morning to Dubai for a visit with overseas Filipinos there, as well as to discuss investment prospects with the emirate’s business leaders.
The President capped her hectic three-day visit to Switzerland with a private dinner on Friday with CEOs from Dubai at the Flüela Hotel in Davos.
Dubai is the second largest destination for overseas Filipino workers after Saudi Arabia.
The President said she decided to visit Dubai upon the request of the members of the Philippine Stock Exchange (PSE) who asked her to “piggyback their international road shows’’ abroad, including Dubai.
“Because Dubai is a financial capital, several of the businessmen around the Gulf also made appointments to see me. So I am going to have like an extension of Davos there,†she said.
Tomorrow, the President is set to hold a roundtable discussion with Union Bank of Switzerland (UBS) investors, speak before members of the Dubai Chamber of Commerce and Industry, and meet with Prince Talal Bin Abdulaziz and Sheikh Mohammed Bin Rashid Al Maktoum.
She is expected to launch a hedging facility for OFWs whose remittances are being affected by the strong peso.
In Malacañang, Cabinet Secretary Ricardo Saludo said “the world was cheering the Philippines on, with the Moody’s upgrade and positive soundings from the World Economic Forum in Switzerland.â€
He said the Moody’s ratings upgrade showed that the President’s and the nation’s “unwavering focus and actions on the economy [were] paying off.â€
“The way forward is clear: Accelerate development and pro-poor projects, and maintain the fiscal strength and social stability needed to attract job-creating investment,†said Saludo.
But he again sounded Malacañang’s opposition to the lifting of the value-added tax (VAT) on oil as it would only hurt investor confidence and financial stability.
Saludo said the World Bank, International Monetary Fund, Moody’s and other top analysts agreed on this.
He said even former Budget Secretary Benjamin Diokno, a frequent critic of the government, has said that lifting the oil VAT would “send wrong signals to both consumers (no need to conserve energy) and investors (no more fiscal discipline).â€
Moreover, lifting the VAT would cut P54 billion in development spending for the poor, and “benefit mainly well-off households and businesses,†Saludo said.
He explained that only one percent of the imported oil and diesel was consumed by families earning P5,000 per month or less.
“It’s the same story for power. Even jeepney fares won’t be helped much, since the oil VAT comprises only 24 centavos of the P7.50 minimum fare. We should not cut tens of billions of pesos from pro-poor programs just to give discounts mainly to well-to-do families and firms that may not cut prices even if the VAT is lifted,†Saludo said.

Incoming Commission on Elections (Comelec) Chairman Jose Melo is under close scrutiny of senators who yesterday already issued their first challenge for him to weed out alleged scoundrels in the electoral body and bring back dignity to the institution.
Senate leaders, in a twin call, put him to task even as he is yet to formally assume the position, pinning hopes on him on having an impartial conduct of national elections in 2010.
Minority Leader Aquilino Pimentel Jr. said the integrity and credibility of Comelec cannot be fully restored unless these notoriously undesirable and discredited election officials are removed and punished.
“Ironically, these scoundrels in the Comelec, instead of being booted out and charged with criminal offenses, were promoted to higher positions, courtesy of the previous Comelec leadership,†he said.
He added the choice of the retired Supreme Court justice is already a fait accompli.
“Let us give him a chance to discharge his constitutional duties and to implement electoral reforms,†the Senate minority leader stressed.
“We are pinning our hopes on the new Comelec
chairman to restore the integrity and trust in the institution and to have the courage and the decisiveness to clean up the mess it is in,†Majority Leader Francis Pangilinan said.
“We hope he will have the guts and the political will to usher in genuine reforms by ridding the Comelec of its corrupt officials and personnel and my advice is that he begins with finding and prosecuting (Comelec supervisor) Lintang Bedol. If he succeeds in doing this alone he would have already succeeded in improving the image of the Comelec a thousandfold. It is no nonsense public service and results that people want to see from their leaders,†he added.
Both Pimentel and Pangilinan noted the numerous controversies that had been attached to the Comelec in the past, including the botched Mega Pacific deal, the “Hello Garci†controversy and the resignation of former Comelec Chairman Benjamin Abalos Sr. after being linked to alleged bribery on the national broadband deal with China’s ZTE Corp.
Pimentel said the newly appointed Comelec chairman has a lot of cleaning up to do, starting with the weeding out and prosecution of field election supervisors and other officials involved in fraudulent practices, especially during the 2004 and 2007 elections.
He added it is lamentable that President Arroyo has turned a deaf ear to the long-standing proposal of the opposition for at least one of its nominees to be named to the Comelec.
Pimentel stressed an important task that could serve as an acid test to Melo’s capability and independence is the dismantling of the syndicate composed of Comelec officials and professional fraud experts responsible for the “dagdag-bawas†(vote shaving, vote padding) operations that tainted the results of the 2004 presidential and 2007 senatorial elections.
He said piles of evidence of the nefarious activities of this fraud syndicate have surfaced in the ongoing recount of the votes cast in 44 towns in Maguindanao and other Mindanao provinces in connection with the electoral protest of Genuine Opposition senatorial candidate Aquilino “Koko†Pimentel III against administration Sen. Juan Miguel Zubiri before the Senate Electoral Tribunal.
According to Pimentel, many ballot boxes when opened were empty, some yielded fake ballots, with handwriting by one or two persons only while other election documents, like election returns and certificates of votes, were missing.
“We wish him well and we hope he will succeed in restoring the sorely needed faith and trust in the Comelec as an institution whose image and reputation has been tarnished by scandal and controversy. His task is daunting but is certainly is not insurmountable provided he is able to marshal critical support from various sectors to rebuild the image of the institution… The challenge is to bring the Comelec back to shape in time for 2010 and beyond. It’s a gargantuan task requiring leadership 36 hours a day. He will need all the help he can get,†Pangilinan said.
Mrs. Arroyo last Saturday announced the appointment of Melo as the Comelec chief.
Before his appointment, Melo served 23 years in the judiciary and later as associate justice of the Supreme Court from which he retired in 2002.
Melo also served as chairman of the Melo Commission that investigated the extra-judicial killings of militant activists and journalists.

Presidential Management Staff (PMS) chief Cerge Remonde stressed that his dedication will not be to the Chief Executive but to public service.
“Justice Melo has a proven track record of competence, probity and integrity. He will bring to the Comelec a wealth of experience… The fact that he is already in twilight of his years means he is already beyond partisan politics. His dedication will be to public service,†Remonde said in a text message.
Deputy presidential spokesman Lorelei Fajardo said “the unblemished and untarnished reputation of Justice Melo is the main reason for his appointment as Comelec chairman and his investigation on the extra-judicial killings has positively resulted in the decrease of extra-judicial killing by 83 percent.â€
The Palace official said Melo’s appointment was supported by various sectors.
“We believe Justice Melo shall adhere to the highest principle of justice, equality, fair play and honesty in the performance of his duties as Comelec chairman as he did when he served our country and people as member of the Supreme Court,†Fajardo said.

Gloria Arroyo’s justification for the extension of the service of her favorite AFP Chief Hermogenes Esperon won’t pass even with those with brains filled with gunpowder.
According to Malacañang’s press release, Arroyo extended Esperon’s term for three months (up to May 9) to “sustain the government’s ongoing campaign to finally end rebel insurgency in the country.”
“Because there is a momentum in the campaign against the NPA (New People’s Army) and they are expecting a snowball in the next several months,” Arroyo said.
Oh well, if she makes a mockery of the Constitution, what’s surprising with her insulting people with such stupid justification? The biggest insult, of course is on Lt. Gen. Alexander Yano, the announced successor of Esperon. That means he is not trusted to do what Esperon has to do which is to “sustain the government’s ongoing campaign to finally end rebel insurgency in the country.”
Esperon’s extension of services simply confirms Arroyo’s dependence on him for her continued hold on power in the same way that he made himself valuable to her in the “Hello Garci” operations in the 2004 election.
Arroyo has to extend Esperon because she is not sure if Yano would be willing to debase the law, blatantly if need be, to destroy military officials who dare question her illegitimate presidency.
Esperon had convinced Arroyo that the destabilization threats against her are being orchestrated by the detained officers in Camp Capinpin. Never mind that so far, he has only come up with five enlisted Scout Rangers with three rusty firearms. Two of the arrested soldiers have been released after the preliminary investigation conducted by the Department of Justice found the charge of illegal possession of firearms baseless.
The court martial hearings against Maj. Gen. Renato Miranda, Brig. Gen. Danilo Lim and 26 other officers have not moved forward since November 9, 2007 when the court tried to shortcut the process by taking their oath despite the fact that one young officer, Lt. Homer Estolas, had not availed of his right to peremptory challenge.
Under the rules of the court martial, the members of the court are to organize themselves starting with taking their oath “after the proceedings as to challenges are concluded.” The court headed by Maj. Gen. Jogy Fojas failed to call Estolas despite the young officer’s raising his hand calling their attention in an earlier hearing.
Since then, the court had tried proceeding with the arraignment to the vehement opposition of the defense.
February 2008 is crucial for the court trial of the 28 officers charged for mutiny and conduct becoming of an officer and a gentleman in connection with the alleged plan to withdraw support from Arroyo in February 2006 following the exposé of military involvement in the cheating in the 2004 elections in favor of Arroyo. If the officers are not arraigned by next month (two years after the alleged offense is committed), the charge of “conduct unbecoming of an officer and a gentleman” would prescribe. Only the charge of mutiny would be left.
However, in the pre-trial investigation report (PTIR) of the incident, it was recommended that the charge of mutiny be dismissed for lack of factual and legal basis. This was overturned by a pre-trial advice, an equivalent of a charge sheet in a civil court, which is being questioned by lawyers because it has not been signed by Esperon.
The prosecution panel has tried to make up for its lack of competence by attempting to change the rules of the court like asking the court to allow only one lawyer for the accused (some accused have more than one lawyer) to speak and that if the motion of the lawyer of one accused officer is being taken up, lawyers of other accused would not be allowed to speak.
Fortunately, both unthinkable motions were denied because as the defense argued, the charge is conspiracy to commit mutiny and the court decision on one affects all the accused.
The latest tack of the prosecution is now to arraign by batches which has been approved by the court. Major Emilio Felicen, court spokesman, announced last week that only eight officers would be arraigned tomorrow in Camp Aguinaldo. He cited the accused “being unruly” as the reason for the unusual setup. He did not say what those “unruly” acts were,
Defense lawyers said they will not agree to an arraignment by batches insisting that all the accused have a right to be present in all the hearings. The manual on courts martial states that “the presence of the accused throughout the proceedings in open court is essential.”
Essential means “necessary, indispensable, fundamental, vital and cardinal.”
The latest development is that the officers, 26 of them detained in Camp Capinpin (General Lim is detained in Camp Crame together with Sen. Antonio Trillanes IV and Magdalo officers involved in the Nov. 29 incident Capt. Dante Langkit is being held at the ISG compound in Fort Bonifacio) have been informed that they will be transferred to the ISAFP (Intelligence Service) compound in Camp Aguinaldo.

A MALACAÑANG official said it is not threatened if incoming Commission on Elections (Comelec) chairman Jose Melo suddenly decides to revive the investigations on the “Hello Garci” wiretapping controversy.
Chief Presidential Legal Counsel Sergio Antonio Apostol said the Palace would not be able to restrain Melo because he “has his own mind.”

“In fact, the Melo Commission report, that’s the basis of the Alston report (on extrajudicial killings),” Apostol said.
But he said the Palace is not wary of a possible revival of the “Hello Garci” investigation because there is no truth to allegations that the administration cheated in the 2004 presidential elections to ensure that President Gloria Macapagal-Arroyo gets a one million margin over closest rival Fernando Poe Jr.
“Until today, they have not found the original tape. Everybody is saying I have the tape. The tape being presented is a spliced tape,” Apostol said.
He said Melo is also an impartial investigator and will consider all evidence. But he was quick to add: “A spliced tape is not evidence.”
Apostol also said the position of chairman of the Comelec would not be vacant for long even with Melo’s decision not to assume his new post until he is confirmed by the Commission on Appointments (CA).
He said Melo’s appointment would eventually be approved by the CA. “It will take about one or two months. It’s not a very long time,” he added.
“Once he is appointed, the Palace will have no control over him,” he said.
Meanwhile, United Opposition (UNO) president and Makati Mayor Jejomar Binay challenged Melo to include in his priorities, as newly appointed Comelec chairman, a thorough investigation of the “Hello Garci” controversy.
“If Chairman Melo intends to restore the credibility of the election body, then he should not disregard the ‘Hello Garci’ scandal. In fact, it should be one of the first things he should attend to,” said Binay.
He said unless the controversy is resolved and those guilty of fraud and cheating are prosecuted, the election body’s independence and credibility will always be questioned.
Upon being named as the new election chief, Melo said he will institute reforms in the Comelec to ensure the conduct of honest and credible elections in 2010.
The Comelec was rocked by numerous controversies during the term of Benjamin Abalos Sr.
Aside from the “Hello Garci” controversy in 2005, another election official, Lintang Bedol from Maguindanao, was implicated in alleged cheating during last year’s mid-term elections.
Abalos was himself implicated in the controversial US$329 million National Broadband Network (NBN) deal last year that eventually led to his resignation.
Binay also called on the retired justice to make public the report of the Melo Commission he led to investigation of extrajudicial killings and disappearances of media practitioners and politicians.
He said even if the Melo Commission recommended the prosecution of former Army General Jovito Palparan and several other military officers who were allegedly involved in extrajudicial killings, the full report has not been made public.
“Is Malacañang suppressing information that could implicate high-ranking officials of the military? Chairman Melo should persuade Malacañang to release the full report, in order to show that the commission conducted its work in an impartial manner,” Binay said.
UNO spokesman Adel Tamano, for his part, said that despite Melo’s track record as a public servant, he is still marred by his “close relation” with Arroyo.
Tamano said the public perception of Melo being aligned with the Arroyo administration was formed mainly due to three reasons.
He said aside from the fact that both hail from the Pampanga province, the President and Melo are also known to “travel within the same social circles.”
Thirdly, Tamano stressed that Melo’s appointment was not the first time Arroyo had handpicked the justice for a top post in a government body, saying the former SC justice had previously chaired the commission that looked into the spate of extrajudicial killings in the country.
“The Comelec’s credibility has already been damaged and by appointing someone that people will perceive to be close to the President, it would be much of a help to the Comelec. That will undermine the concept of the election body being a body that is independent,” Tamano added.
While Tamano did not question Melo’s capacity to head any government body, the opposition lawyer echoed earlier concerns that accepting the appointment might only take a toll on the health of the 75-year-old judge, considering that he will have to hold the position for seven years.
But various civil society and non-government organizations including the Parish Pastoral Council for Responsible Voting (PPCRV) have voiced support for Melo’s appointment.
For the Catholic Bishops Conference of the Philippines (CBCP), they are hoping that Melo would help put resolve the number of controversial cases involving the election body.
Cagayan de Oro Archbishop Antonio Javellana Ledesma said part of the responsibility of the incoming head and the commission is to resolve the different cases involving the commission.
The prelate said among Melo’s biggest challenge, is on how to decide on the cases, which are waiting to be resolved.
“He needs to work on and follow up on those unresolved issues that have implicated the Comelec in the past like the ‘Hello Garci’ tape, the anomalies in the 2007 election in Mindanao and the ongoing dispute on who is the last senatorial candidate base on the election results,” he said.
Ledesma said: “I think these are all issues that sort of part of the responsibility of Comelec and hopefully the leadership will try to look into a closure of all these issues.” (JMR/AH/FP/Sunnex)

Malacañang’s top lawyer yesterday said the next chief of the Armed Forces should make sure that the trial of the 28 military officers accused of mounting a coup d’etat would be hastened and concluded before President Arroyo steps down from power in 2010 and see to it that the accused will be meted the apt penalty for their act of mutiny.
“The successor of Chief of Staff (Hermogenes) Esperon (Jr.) should assure this government that the court martial would hasten the trial and bring this accused men to justice. In this manner, it could leave a lesson for future military adventurists that they would be dealt with harshly by our court if they engage in any adventurism,†chief presidential legal counsel Sergio Apostol said.
Apostol added it is not true that the accused military officers were being denied justice.
“The reason they are subjected (sic) in the military court martial and civilian courts means that justice is working. We (in the government) are not denying them due process,†he stressed.
Meanwhile, reformists in the police and military also yesterday accused Mrs. Arroyo of fomenting demoralization among the men in uniform with Malacañang’s apparent stonewalling and pressuring of those who have knowledge in the controversial China’s ZTE-National Broadband Network (NBN) deal not to testify in the Senate probe into the issue.
In a phone interview, Young Enlisted Soldiers Active and Retired Military-Police for Solidarity (YesArms) spokesman, retired Cmdr. Ismael Aparri said while some military officials were being tried by a general court martial on the alleged mutiny they launched against Mrs. Arroyo in February 2006, Mrs. Arroyo refuses to cooperate with the Senate in its probe into the alleged $200-million overpriced NBN deal which has been mothballed by the Chief Executive late last year.
“Justice should be dispensed for everyone alike. This move by Mrs. Arroyo to continuously hide the truth would backfire on her. The bubble may bursts anytime
when it can no longer hold. That’s the grumbling within the military and police because Malacanang holds the key to the truth and yet their actions to hide (former National Economic Development Authority and now Commission on Higher Educations Chairman) Romulo Neri and (Philippine Forest Corp. president and chief executive officer) Rodolfo Lozada is tantamount to silencing justice,†he said.
Aparri said Mrs. Arroyo is employing a double standard of justice in pushing the prosecution of officers Maj. Gen. Renato Miranda, Marine Colonels Ariel Querubin and Orlando de Leon and Lt. Col. Nestor Flordeliza, among others while she refuses to face charges of graft and corruption, human rights abuses and electoral fraud committed in the 2004 presidential polls.
Aparri said reformists in the military and the police institutions fully support the Senate n its probe of the NBN issue.
He said demoralization among the men in uniform is high because the mentioned military officers’ human rights were being violated.
“Gen. Miranda, Col. Querubin, de Leon and Flordeliza were sick and yet this military court martial was pressuring them to appear in their trial last Friday. Despite these soldiers’ poor health conditions they were being denied of doctor and medical attention,†Aparri charged.

However, allow me to say that Senator Richard Gordon has the longest and most successful track record as an Executive. As Mayor of Olongapo, he turned it from Sin City to Model City. As SBMA Chairman, he turned the ash covered base into an investment and tourism powerhouse — billions of pesos in investments and hundreds of thousands of tourists. As Tourism Secretary, he brought the number of tourist arrivals to 2,000,000 a year from a decline in previous years. As Chairman of the Philippine National Red Cross, he has expanded its services to include disaster management and community health services, housing and school building construction.
Richard Gordon is the best bet for 2010.

De Venecia accuses Arroyo gov’t of corruption

MANILA — As the end of his reign as House Speaker appeared closer early Monday night, beleaguered Pangasinan Representative Jose de Venecia Jr. erupted into a litany of accusations of graft and corruption against the Arroyo government in a privilege speech delivered before the open vote to declare the speakership post vacant.
De Venecia particularly dealt on the allegations of massive cheating in the 2004 elections.

“I know there were many attempts to tamper with the results of the 2004 elections,” he said in his privilege speech, which was given a standing ovation by the spectators in the gallery at past 7 p.m. Monday night.
The Speaker said he would discuss his knowledge on the 2004 electoral fraud that was allegedly pulled off at the behest of President Gloria Macapagal-Arroyo in another matter of personal and collective privilege.
“The time has now come for us to speak out, put an end to abuse of power and arrogance!” he said, stressing his call for a moral revolution.
De Venecia blew the whistle on the alleged irregularities in the sale of the National Power Corporation (Transco), which he said was secured by a company closely associated with the Arroyos despite the bigger $6 billion offer of mining magnate Salvador Zamora, brother of minority leader Ronaldo Zamora.
He also made mention of the misuse of the roads users’ tax and Arroyo’s use of the pork barrel system as a means to whip congressmen into line. De Venecia revealed how the Arroyos at the House were given special treatment in the distribution of the pork barrel.
Stood by her
De Venecia also recounted how he helped then Senator Gloria Macapagal-Arroyo to be his vice presidential running mate in 1998 and how he stood by her through every crisis that rocked her administration, from the yearly impeachment cases filed against her to several coup attempts against her government.
Despite this, he said Malacañang and presidential spouse Jose Miguel “Mike” Arroyo hired lawyer Roel Pulido to file graft cases against him before the committee on ethics and another case against him and his son Joey before the Ombudsman when the latter spilled the beans on the anomalous $329 million national broadband network deal with China ’s ZTE Corp.
Not contented, he added, Malacañang even revived the hundred-million-dollar alleged behest loan of his old company Landoil Resources during the Marcos regime.
De Venecia said he could not stop his son from exposing irregularities in the broadband project especially after Joey asked him if he, as then Speaker, would allow further indebtedness to the Filipino people in the amount of $200 million, which represents the overprice in the NBN deal, when there were other bids to carry it out through a build-operate-transfer scheme.
Joey, co-owner of Amsterdam Holdings Inc. (AHI), had offered a bid to carry out the project at a much lower cost to the government.
De Venecia also lambasted Malacañang for not lifting a finger to investigate the threats to his life, including that of his son, amid the scandal.
‘Rehash’ of issues
Kampi chairman and presidential political adviser Ronaldo Puno said De Venecia’s accusations were all a “rehash” of issues discussed in the media in the past few months.
He said there was “nothing new that has not been said by de Venecia’s son Joey.”
Puno said De Venecia was “just being emotional.”
On de Venecia’s statement that he knows more about the electoral fraud in the 2004 presidential elections, he said the Speaker should have revealed those things a long time ago.
He said de Venecia should resign from the administration coalition “if he wants to be consistent,” adding that the former Speaker should separate himself from the people he has accused.
“I was expecting him to resign from the administration coalition so I don’t know what the point of the speech was,” said Puno.
He said it is up to Lakas if they want to eject de Venecia.
Chief presidential legal counsel Sergio Antonio Apostol, Lakas-CMD spokesman, also said de Venecia was just emotional.
Apostol said Arroyo has done everything for de Venecia and that his fate is now up to the majority coalition.
De Venecia’s motion
Before the Speaker ended his speech Monday, he moved to amend the pending motion of Palawan Representative Kahlil Abraham Mitra to declare the Speakership’s seat vacant by declaring all seats at the House vacant.
De Venecia was heavily applauded before the session was suspended.
The move to unseat de Venecia began at about 4:32 p.m. Monday when Mitra moved to declare the Speaker’s seat vacant, a motion seconded by Sorsogon Representative Jose Solis.
At least 212 out of 239 responded to the roll call in the jampacked session attended by congressional employees, civil society groups, and ordinary citizens. Only a simple majority vote of 121 was needed to unseat de Venecia.
