Wanted: Effective, Ethical, Courageous Leader for 2010

By Harvey Keh AS I listened to the testimony of former Agriculture Undersecretary Jocelyn "Joc-Joc" Bolante, I again realized how important it is for our country to elect the right President in the upcoming 2010 National Elections. If you listened to Senator Miriam Defensor-Santiago's arguments, she stated that Bolante is such a powerful person given the fact that he is able to disburse almost one billion pesos of the alleged fertilizer funds to chosen local government units and congressmen. Santiago even said that even she as a senator doesn't have that same power as Bolante; thus, we begin to ask, who gave such power to Bolante? Who appointed a man like Bolante to his position? Of course, it's none other than President Gloria Macapagal-Arroyo whose government never seems to run out of controversies, scams and allegations of graft and corruption. It's been more than seven years since Arroyo took power in the 2001 People Power 2 Revolution. Since then her administration will be remembered not with helping uplift the lives of millions of very poor Filipinos but with the billions of pesos that have been allegedly used to enrich the pockets and promote the self-interests of a few. With this in mind, many of my friends have asked where have we gone wrong? Why can't we seem to elect right leaders to our country especially in the national level? Some of my friends who are volunteers of election watch groups, such as Namfrel and PPCRV have even told me that they are beginning to feel frustrated since it's been more than 20 years when we started these groups. I'd like to believe that the main problem isn't so much because we have failed to educate our Filipino voters on who to vote for in our elections but rather we haven't given Filipinos the right candidates to choose from. Time and again, when the national elections come, it seems that we always have to settle for the lesser evil or for the candidate that is popular but not necessarily the right leader for our country. Why do we have to always settle for less? I think the Filipinos deserve more. I think it's time that we look for and support candidates that may not necessarily have the money and the political machinery but has a proven track record of service and more important, is an effective and ethical leader. A leader that does not only know how to criticize in front of the glitter of the TV cameras but also delivers concrete programs and outcomes that will solve our nation's social problems. We have seen it happen in Pampanga, Isabela and Naga City wherein against all odds, the people from these areas have chosen good leaders to govern them and as such, Filipinos in these local government units were gifted with better delivery of basic services. The victories of Governors Ed Panlilio, Grace Padaca and Jesse Robredo in these areas have shown that Filipinos will vote for the right person if only they are given good people that they can choose from. The main problem is that for PPCRV and NAMFREL to be truly effective, it will have to be complemented with a movement coming from ordinary Filipinos from here and abroad that will look for a common Presidential candidate that will not be beholden to the interests of the elite but will earnestly work for the genuine human development of every Filipino. Is this possible? Yes! I believe that this is possible if only all of us will do our own share in working to bring genuine change to our nation. Harvey S. Keh is Director for Youth Leadership and Social Entrepreneurship at the Ateneo de Manila University-School of Government

i think substantial efforts will have to be made so that people will have an untainted option in 2010. the candidate need not be a national figure already. what we need is someone who can convince the people to do what the people of the united states did with barack obama.

Electing the right President is not as important as adopting a system that would work for us. One good man at the helm could deliver the relief we seek only if he is backed up by more Padaca's, Panlilios and Robledos.

Federalists correctly diagnosed our illness: too much concentration of powers in Imperial Manila. Federalism however, is not the right prescription. Strong local governments units is.

Congress can devolve power and wealth, but doesn't. Charter change is not the answer. A revolution is. One that would compel lawmakers to do their job. Federalists stand in the way of a meaningful change by proposing outlandish ones.

Well, mr. harvey key if your are looking for an ethical leader as president or presidential aspirant you have to wait for 100 years from now because as of the moment we cannot find one as it is evident that every sectors of our society today have corrupt members who mentors proteges to be corrupt. Even the catholic bishops are arguing to each other on vital political issues like PGMA's vote rigging in 2004, its because some of the bishops defends GMA since they are regular recepients of donations from gambling agency like pagcor. remember late cardinal sin once said "its okay to receive donations even from the devil so long used for charities..ends does not justify the means right?

On the present setup of our government wherein majority of politicians almost always tows the line in favor of their political affiliation, it would be next to impossible to get one among them.

The best bet would be to elect someone who has no political affiliatin like Sagisag, Satur Ocampo or Trillanes. However, it will be very hard for these group to ever get a foothold on a significant amount.
First, we have seen how the "Scare tactics" of National Security Advicer
Norberto Gonzales, and with the cooperation of Palparan has almost annihilated the "Bayan Muna Members" both in the urban and more so in the rural areas. There members are easily targetted by Military, para-military, and other government agents after branding them as communist, leftist, radicals, and seditionist.

Secondly, almost always, these corrupt people in the government, majority which are ethnic Chinese will never relinquish their control on our government. The Filipino people are held hostages by these corrupt race.

The Phhhilippines has two ethnic Filipinos who was elected as President, but both never finish their term.

Magsaysay was blown out of the sky and Joseph Estrada was ousted by ethnic Chinese initiated people power. Remember the then Cardinal Sin? Remember Cory Aquino? Joseph Estrada's offense was stealing money from the Jueteng Lords and he was replace by an ethnic Chinese President who has made great damages to our economy and the moral fiber of our politics.

PGMA did not only lie when she said she will not run for the 2004 election, she is also instrumental on the over bloated price of the infra-structures during her time.

The seemingly moral integrity of Peter Allan Cayatano, Chiz Escudero, and Jinggoy Estrada surface right after winning the Senatorial Election. Instead of joining the opposition group, they realign themselves with the Billionare Senator Villar. How do you espect these people to function well in their office as Senators when they give precedence to their political adffiliation at the expense of morality and fair play.

It was too obious that the investigation on the C-5 scandal committed by the then Senate President Villar was being down-played by the following senators, namely Jokker Aroyo, Miguel Zubiri, Juan Enrile, Peter Allan Cayatano. These goes to show that in spite of the gravity of offense committed by the then Senate President, in spite of holding a very important and sensitive job as fiscalizeer, these people gave their loyalty to their political party at the expense of transparency. This is how dirty these politicians are.

I comment you for your concern with finding the right leader for 2010.Sad to say PPCRV and NAMFREL can't be impacted with a movement coming from ordinary Filipinos from here and abroad without the support of the upper middle class.Although the poor is exceedingly larger than the rich, it is not powerful enough to effect change even if united. To be effective you have to enlist the support of the rich.Even Christ's disciples were middle class when He organized them.Do you think EDSA1 would be a success if the rich did not help notwithstanding the military support and the huge crowd of the poor.EDSA2 has the same components, don't you think? Now we can see why EDSA3 failed!I will let you fill in the blank.

I got you. I believe it is possible too. Everything is possible. I heard about it a hundred times.."if only all of us will do our own share...." Your talking about change in this country the Philippines right? I just couldn't figure out how 90 plus million Filipinos will think with the same hope and enthusiasm the way you do... all at the same time. Well, good luck!!!

Our politics need a very radical transformation. Sadly, most of our politicians could not present to us any new ideas of how the country should be governed. All we hear are the rhetoric of repackaged personalities. For that is what our politics has turned out to be – a politics of personalities; politicians who do not have any clear political agenda – economic nor a worthwhile idealism. Our political system, sadly, are in a state of disarray. Party loyalties bounded to a common ideology are missing. They do not even have a strong vision to guide the nation; except for their shortsightedness of gaining power.

We must gather our wits and continue to fight not any external foes, but ourselves. We need to cultivate that attitude of communal activism girded by persistence and empathy. We can only transform our world if we can transform ourselves back to our core values - from apathy to empathy; from passivism to activism. We need to redevelop our communal values that will bring about social justice.

I invite you all to view my complete article on how we can achieve the transformation our country needs, especially at this time of moral and cultural corruption. Please log in to: Redeeming The Elusive Filipino Dream

You might be able to find the right person as the best leader you can find in the Philippines, but unless you have a party that is backing that person up and whose members believe in what he can do, then you have a Philippine version of Obama. Remember Americans know themselves as to what kinds of people they are, NO FAKING and no hypocrisy and those who have the abilities to win and run the US better know themselves already as they are expected to be honest to themselves, and the people around them would know that too. You have to remember also that in the US, there are only TWO major traditional political parties that have not changed for decades if not more than a century, the Republican Party and the Democrat Party, that have been shaping the US politics and its government for more than 100 years already and they have been faithful to them according to their party affiliations, and strong policies within the parties and between parties on how to run their own PRESIDENTIAL PRIMARIES in each party where PARTY MEMBERS (like Obama won among all interested Democrat presidential hopefuls) would vote for the one who can win the elections against the other party on the actual presidential election and whom they think can run the entire government if he won, have been in place. So you can not say that US is not a strong country since it isa country that has been shaped by the Americans themsleves who have been using same effective election system over and over again that has been working well following their well-respected democratic principles. These are the things that you have to set in the Philippines if you want to move mountains or change over a certain or short period of time like what the US does especially if you have to corrupt gov't officials or simply like the worn-out or ineffective George W. Bush. Also, if you want to have a good, effective President, then you have to follow what US constitution says that Vice-Presidents are not elected by the people, unlike the Philippines. US Presidents run for office in the White House carry their own Vice-Presidents that they choose before elections when they are elected who is coming from the same political party. This was created to ensure a better working atmosphere in the White House with is running mate or FRIEND as the Vice-President from the same political party. That way there would be less chaos and DISAGREEMENTS and "SULUTAN" between the President and Vice-President especially if they do not come from the same party. THINK ABOUT IT PHILIPPINES. Think about where the problems lie and make some DIRECT RESOLUTIONS to them prevent committing same problems over and over again.

The 2010 Election will be very bloody. Cheating preparations are already plan.If ever the opposition will come through, it will not come without a heavy price. Unless we act now.

Harvey,

There is such a movement which has been making its rounds for a number of years now and is about to make a major break through just in time for the 2010 elections.

It is composed of ordinary individuals who are extraordinary in terms of their idealism, their integrity, their volunteerism, and their capacity for hard, painful work.

Some came home from other countries after finishing their Ivy League education and some have lived in the Philippines all their life, but all were in search of the country that hundreds of our heroes all fought for.

Bagumbayan.

Bagumbayan is not a new country, but a renewal of the country we already have and an ongoing effort to make it better than what it is right now.

So far, we have just seem glimpses of Bagumbayan and ache for its complete manifestation in each of our 7,100 islands.

We saw Bagumbayan in Olongapo City. A small town that was once a cesspool for literal and figurative filth completely dependent on the US Bases. In a small span of time, under the leadership of Richard Gordon together with the volunteerism of its citizens, Olongapo City transformed itself as a model for urban renewal.

We saw Bagumbayan in Subic. A former military base that was a wasteland when the Americans abandoned it. Gordon and volunteers from all over converged to turn it into a world class destination for big business and tourism.

We saw Bagumbayan in Tourism. With foreign tourist arrivals numbering below one million a year, Gordon led the Department of Tourism in doubling tourist arrivals despite a meager tourism promotions budget at a time when the country was suffering from negative publicity brought about by SARS, coup d'etats, and conflict in Mindanao.

Right now, Gordon continues the fight to increase tourist arrivals to 10 million tourists a year through the Tourism Act of 2008 which he is pushing to enact before the year ends. This will be the stimulus that will accelerate the growth of the country's tourism industry and super-charge the economy as the country faces the effects of a world-wide recession. With tourist arrivals reaching 10 million a year, we will see the creation of 100 million jobs -- more than enough to employ every single Filipino here and abroad. Finally, we will find our fortune in our homeland.

We hope that Bagumbayan will be manifested in part when for the first time in Philippine history, every voting aged Filipino will have their voices heard and votes counted as the Comelec implements the Automated Election System nationwide in 2010. We've heard other politicians call for clean, honest, and peaceful elections but only Richard Gordon pursued the enactment of RA9369 which makes the automation of the 2010 elections possible.

Bagumbayan will be partly manifested with the enactment of the HEAP Bill or the Text for Change Bill. This law seeks to tap P200 million a day or P78 Billion of funds for education from the estimated 2 billion text messages a day revenue of Smart, Globe, and Sun.

We believe that Bagumbayan will be fully manifested through Visionary leadership that has been tested through Experience and backed up with a Track Record of success spanning decades.

In this respect, and in our view, Dick Gordon is the best choice for President in 2010.

nice one, bro!

One of the problems is that we are depending too much on the presidency to fix the country's problems. Even if we get to elect an effective, ethical, courageous leader for a president, he won't be enough.

It's also the corrupt people in the system and the corrupt system itself that's the problem.

One man cannot do it alone, unless you make him into a dictator.

why don't we clean up first the comelec?what we need is an honest, credible non partisan election officers.

Elect an honest business minded person instead of a career politician.

Look at what has happened to the computer industry and it's sister, telecommunications. Technology, driven by business smarts, drove prices down toward zero while buying power has gone up. Government has not had enough time to take control of that industry yet.

Now look at all other industries: Housing, education, travel, energy, healthcare, banking... what's the common denominator?

In the U.S. 85% of all job growth comes from small businesses. And we tax more than half of what they earn. The goverment is surpressing the real saviors of our societies. The people themselves.

Just about everybody is looking to better their situation and help their families. This happens when the value producers have the freedom to create more values for society. Goverments with their burocracies destroy values. The only thing they create is more taxes, regulations, and legislation which takes away more of our freedoms and individual rights.

People everywhere are learning this the hard way. Eventually the ruling class will be out of their jobs of living off the value producers when we elect business minded people to run government as a protection only government.

Then technology and entrepeneurs can drive the cost of all industries down while increasing our buying power. They also will create more jobs. Better education, better medicines, better homes.

Individual rights. The right to own property, to start a business and produce long term values for society. Is there any other way?

The airplane was invented by a couple of brothers throwing each other off a barn. Not some government founded program. Steve Jobs and a couple geek friends built the first Macintosh computer in his parents garage. Bill Gates got his start in the same way.

The Philippines is rich with brillant young people who just need to discover their essence. That which interests them is the key to unlocking the door to becoming the person they are meant to be and live the lives they are meant to live. It does not happen by seeking external guidance. It comes from within. We are all born with a deep motivational drive.

It is the same formular needed in the United States. Unfortunately we just elected another career politician to the White House. But I do see it happening in this century. Along with the technical revolution, there is going to be a revolution in the way people think.

I love the Philippino people!

wasnt it that padaca was in the GMA party in 2004 elections? i hope not.

panlilio so far has distanced from the president and his track record seems to be consistent.
for the present early birds, and tradpols, none of the above will qualify.

but we do not want only candidates. we also need reformed voters. we cant do it alone. we need to pray like everything depends upon God and to work as if everythiong depends on us. In other words, we must give up comfort for. we need to keep that faith and that work too.

In other words, we must give up comfort. we need to keep that faith and that work too. But faith and work cant happen by the click of a finger. We are not a war with tradpols nor amateurs. we are at war with our selfish selves and the temptation is to be tempted to give up. Let us keep that spirit working and as such, Gods spirit and his words will lead us the way. We must start with pourselves, with our families and with our communities. Panlilio did it in pampanga. let us follow their ways until we can do it as one nation. That means, we will decide to go and travel the long rough and rugged road. For gold must be tested by the fire and so our resolve and committment too.

Hello Harvey,

Why not choose any of the three leaders you mentioned? Let us persuade one of them to run, and let us pool our resources to propel them to the presidency. I think it can be done -- a genuine grassroots presidential campaign similar to the Obama movement in the U.S. -- especially with all the technological tools (Internet, e-mail, SMS, etc.) at our disposal.

I also think the people are just waiting for an unselfish and honest leader to throw his/her hat in the ring, and they will do their damnedest to elect that leader. And let us start early, so we increase our chances of success.

I disagree with Mr. Keh's comment on the Pinoys being educated voters. There are so many who vote for people they recognize like actors and actresses but not necessarily know their capabilities. Much more numbers ay nabili during elections. If only we Pinoys will vote wisely. If only we Pinoys would voice out our disgust sa present government. There have been so many scandals, graft & corruption yet most Pinoys are still passive. So sige pa rin si GMA sa kanyang unethical actions.

hello to all of our kababayans.

yes, i salute on what arniel wrote on this comment. it is the time to fight for our rights, but how? if you all of militars are still in the side of your commander in chief, how can we fight and eradicate those bad influence people like GMA and her allies. you people in congress “shake your heads and ask your consience”, it is really true that you’ve just wasted your coconut shell for nothing.

A leader (perhaps a prospective leader) will fail in the national arena if he does not have a STRONG, STRUCTURED and EFFECTIVE political party that really supports him whose members are known to have great leaders with great qualities as he does. At this time, you DO NOT have a reliable political party in the Philippines, like the Democrat and Republican parties of the US that have been existent for more than hundred years already, that is known to be effective in all aspects of the Filipino life and culture all throughout the country. Such lack of infrastructure would be a downfall to any promising leader and he would not be able to deliver. It takes tremendous amount of support from different people, his friends, supporters, allies, other experts, and financial donors to become a successful leader with full of successful national programs and reforms. At this time, I don't see anything like what you are thinking that could happen anytime soo. Be realistic and good luck.

Never in the Philippine history after Marcos era that nobody complained about the President. Is it truly the majority of the Filipino people that are not satisfied with the current administration? When a person talks about how angry the people are with the President, is he/she really representing the "people" or only his/her own view? If the current president is not doing a good job, Philippines will already be in recession just like other countries now.

Wanted: Effective, Ethical, Courageous Leader for 2010. I will cast my vote for candidates with the likes of Chairman Bayani Fernando of the MMDA, Mayor Jesse Robredo of Naga City, and Mayor Feliciano Belmonte of Quezon City.Their results speak for itself and results never lie.

Choosing an Ethical leader that is the answer to the no. one problem of the philippines which is Poverty needs a person or a leader that has no excess baggage, meaning malinis na konsensiya, this is the age of the information highway, where my most solid choice would be Senator Trillanes the electronic politician, who enter politics that won an election by being in Tanay Jail and have never personally campaigned in Any area in the philippines. we pilipinos have to learned Austerity, kailangan maliit lang ang gastos, para maiwasan ang corruption, dahil pag ang taong malaki ang gastos sa election, kailangan babawiin niyan pag siya na ang nakaupo, and it is a term called political lobbyist

Dear Harvey,

I sincerely believe that Senator "Dick" Gordon will be found as a common Presidential candidate that will not be beholden to the interests of the elite but will earnestly work for the genuine human development of every Filipino.

Finally! An official vehicle that will hopefully make Richard Gordon the next president - someone who has really done a lot of good things for the country. A lot of Filipinos are itching to join Bagumbayan ... how and where can we do it? I can't seem to find a website for this group... come on, let us get the ball rolling! We have to work hard to ensure the "masa" will wake up before it's too late and they actually vote for Erap again! :(
