LET me start by sharing pieces of a puzzle that form the concept of a project called the Citizens Reform Agenda 2010 (CRA 2010), an initiative of the Ateneo School of Government (ASoG) in partnership with other civil society groups.
With the kind of politics that we have in our country, we cannot overemphasize the significance of the forthcoming national elections, particularly that of the president, given the enormous powers that are lodged in the said position. If we are to undertake an initiative to improve the country’s political state of affairs, the take-off point should be the 2010 elections, particularly the presidential elections. What can be done to make it work?
With the 2010 elections in mind, we first turn to the electoral system. It is not good. In fact, it is so bad that saying so has already become a cliché. The credibility of the supposed manager of the elections, the Commission on Elections (COMELEC), is severely tarnished by the outcome of the preceding national elections. The election laws, including laws on campaign financing, remain problematic and weak. The structural design of the electoral system remains flawed, which makes constitutional change a seeming imperative that can no longer be ignored.
However, there are shimmers of light. You have a new Chair and a few newly appointed Commissioners, one of whom came from the ranks of reform advocates. There is an effort to automate and reform the system; and there is — or what seems like — an opening to citizens groups.
Then we turn to the other important element of a democratic electoral process, the political parties, which in modern political systems play a key role in aggregating interests and candidate selection. Parties are important in elections for they provide a safeguard that would somehow ensure that we will be choosing from candidates who have already been screened by their respective parties, based on their capacity to deliver a coherent program of government and not based on who got P6 to 8 billion for their campaigns. Like the state of the electoral system, which parties are part of, this is not that well. We have an underperforming, if not nonperforming party system. Others would even say we have no party system at all!
We saw a spark of hope when we thought that the Political Party Reform Bill filed in Congress would be passed into law after several years of consensus building among political elites and reform-minded civil society groups. Though the bill has its flaws and limitations, the passage could have somehow provided a needed structure for the operations of parties. The bill got stalled. The only consolation is that the advocates of the bill, including those coming from the traditional political parties, continue to talk and hopefully the impasse can be used as an opportunity to come up with a better party reform bill.
Meanwhile, it is my hope that the bickering and power plays within the major traditional political parties can bring forth a positive change in the power configuration within these parties. I am hoping that a miracle would happen and the major players within the parties, after getting a dose of their own medicine, would get fed up with the patronage-based operations of their party, forcing them to reform and modernize. But as I said, that’s asking for a miracle.
The other piece of the puzzle, which we looked into, is the growing and consistently vibrant reform actors and groups from the civil society, which clearly indicates a growing constituency for change in the country. These are the groups who advocate for reforms in policies and governance through protest, collaboration and other forms of engagement with the government. However, though vibrant and active, their efforts are scattered. And except for cases such as the two EDSAs where reform groups overthrew presidents, its political relevance (which refers to vote base) remains to be seen.
These groups are active in engaging governance, particularly addressing corruption and other forms of abuse of authority. Though there have been openings for civil society groups to participate in governing, corruption is still pervasive. A lot of reform efforts are at the mercy of those holding power in government. The exercise of power by public officials especially that involving big ticket corruption is hardly transparent and accountable. They happen not in official and public spaces but in golf courses, coffee shops and abroad (not official but neither illegal decision-making spaces), which the reform groups will never be able to access.
The limits and difficulty of governance engagement for reform groups should force them to look at who holds the formal power that they intend to engage and make accountable and how did these power holders get their power in the first place — the key subject matter of politics and the terrain called elections.
In the ASoG, we have what we call the mosaic approach to development and change. There are separate and scattered movements happening at the same time. The goal is not to change these efforts for all have their share of imperatives, but instead identify the key pieces that fit the puzzle so as to implement change and development and perhaps even then and there see the difference.
The challenge for us, which is the concept behind the CRA 2010 Project, and the overall rationale behind the Political Democracy and Reform (PODER) Program of the ASoG, is to create, or at least attempt to create, a mosaic. This project therefore, along with the other initiatives of PODER in reforming the electoral system and developing political parties, is our attempt at a mosaic for political change.
This project, in particular, starts to connect the dots and form a convergence by facilitating the engagement of reform groups in the 2010 elections. The call of the time is not just to guard authority but also to wield our own power to change the face and exercise of legitimate power. Let our take off point be the elections, where authority in our democratic system is formally allocated and distributed. Connect our advocacy to the elections. Let us once again connect political change and governance — domains that are slowly becoming disconnected as evidenced by the lack of political change agenda behind the governance work of citizens groups.
The question is what kind of engagement? The bigger goal is to be a force that will be determinant of the outcome of the elections. The other big goal is to aggregate interests to come up with an agenda — filling up the gap of an underperforming party system — and to influence the platform and program of government of the candidates. But at the minimum, we want to influence the electoral process to become issue-based by identifying the key issues, articulating and popularizing these key issues and engaging the candidates on these key issues.
Citizens will have to build the relevance of reforms in the elections. In the current electoral system and its dominant political parlance, relevance in elections means who’s got the votes. That’s a difficult and complicated agenda, which citizens’ reform groups will have to deal with sooner than later for the country to have a shot at change again this coming 2010 election.

I don’t see any change anytime soon on the way Filipinos live their lives and the way they see democracy. I don’t think they know what democracy is really all about, its importance to make human lives better by being fair and equal to all and know how to protect its integrity, its value and utility in making things better. I see Filipinos DO LIKE TO PROTEST AND REVOLT in all forms, sometimes as last resorts or as ordinary human activities especially of those who are jobless and living in shanties where corrupt politicians readily pay them just to create stir and to be heard, and at all costs just to see changes in their lives, which is NOT democratic. Revolts and uprisings did see some temporary results in the past but those did not bear economic progress because revolts beget (next) future revolts. Look around you have lots of them, from communist rebels (CPP-NPA) of the University of the Philippines to the ones in rural remote areas, to MILF rebels of Mindanao to NON-EVER lasting street protestors of Metro Manila. They are very disruptive, very disturbing, emotional heart breaking, sometimes pathetic, chaotic and simply wastes of everybody’s time. To resolve all these, it is time for leaders to sit down and listen to people’s problems respecting democratic principles and come up with viable and better solutions treating everyone as human beings and not merely trash of the streets. Unless Filipino leaders are able to do that with ease and respect to other people’s feelings and emotions, then you will end up REVOLTS, big and small, that are again CHAOTIC, DISRUPTIVE and deplorable. Filipinos do not like to dialogue and their leaders are not good in listening to all parties involved in crises, especially if they are their opponents, to come up with better resolutions that are agreeable, reasonable and doable. Revolting is a way of life that most Filipino leaders PRACTICE to get into power. Sadly, it is always a part of Filipino lives, from the obvious historical backgrounds of revolting Filipino heroes to inconspicuous conspiracy against somebody in power VIA “SULUTAN” and REVOLTING, in all forms, is NOT DEMOCRATIC. In order for democracy to thrive and affect future Filipino society peacefully and rewardingly, GOVERNMENT leaders, local and national, should make SURE that there is a SYSTEM being created in their own turf or backyard or localities that will NOT allow ballot tampering, ballot buying and other election irregularities. And if the people allow these ELECTION ANOMALIES to occur in their communities, then you will never have clean elections that will ELECT BETTER candidates who have no money to buy votes but are willing to work for the people and run better local and national government offices. If these GOOD CANDIDATES are always shunned out when they run because of they have no money to buy votes, then YOU WILL NOT SEE THEM AGAIN RUNNING FOR FUTURE OFFICES, and your CORRUPT SELF-SERVING LEADERS who have the money will continue to stay and make everyone’s lives miserable or living hell. For DEMOCRACY to continue to thrive, PEOPLE SHOULD KNOW HOW TO TAKE CARE OF IT..!!

As far as vastly improving the electoral process is concerned, some vital work actually began as early as 2005 and continues till this day.
Are you aware that it was through Senator Richard Gordon’s efforts that the RA 9369 was passed? This law improved the previous Automated Election law and now ensures that the entire country in 2010 will have automated elections. Apart from working relentlessly for the passage of this law, Senator Gordon chairs the Oversight Committee on Automated Elections and has been directly as well as actively pushing Comelec to:
- implement pilot testing of the automated election system in 2007, but was unsuccessful largely due to the refusal of former Comelec Chairman Abalos.
- implement the pilot testing of the automated election system in the 2008 ARMM elections, this time successfully — for the first time, getting the final tally of votes took days instead of weeks without bloodshed in the precincts where automated elections were held.
- come up with a budget which would enable the conduct of automated elections in 2010, the first versions of which seemed either too large or too small. Right now the budget Comelec is requesting seems to be just at the right level, all thanks to Gordon who has been putting the pressure on our Comelec officials.
- He is currently working on measures that would enable more voters to participate in the elections through early voting.
After the ‘Hello Garci’ controversy exploded, almost everybody was then (as now) crying to high heavens for reforms in our antiquated and mano-mano elections which still relies on taras as a method of counting votes. Wholesale cheating was virtually assured by the fact that the entire process of counting votes at the national — and in some cases, the local — levels takes weeks if not months. Only Gordon took action and it was like pulling teeth to get other Senators to get work moving on enacting RA 9369.
If there is one Senator who really cares about everybody’s vote, it is Gordon. With automated elections, every body’s vote will count. Not through a miracle but through the actions of Gordon with the help of all those who supported and continue to support his fight for clean, quick, honest and fraud free elections.
My beef with all those who call for clean elections is that most of them are either just writing columns or blogs or speechifying in the halls of Congress.
Where were you guys when RA 9369 was being hammered out? Where were you when Comelec was stormed by ordinary citizens to demand the pilot testing of automation in the 2007 polls? Where were you during the hearings on the budget for 2010 automated elections through out 2008?
Well, wherever you were guys, we sure hope you register for the 2010 elections because it will be a HISTORIC DEPARTURE FROM ALL PREVIOUS ELECTIONS.
Gordon is also pushing for Presidential Debates as a main feature of our elections and has already named a number of issues which should be debated upon.
Among the many issues that should be debated upon is Charter Change. This should be a crucial election issue and perhaps we should vote for candidates depending on their stand on Charter Change. If they are for charter change, what aspects of the 1987 Constitution do they think ought to be changed? If they are against changing the Constitution, how would they address the perceived deficiencies of our country’s fundamental law?
Finally, as an admonishment of sorts, we must realize that just praying for change ain’t gonna make change happen.
If we want CHANGE, we must BE THE CHANGE!
Above all, what we need is not just a change OF men; but a change IN men!

Whatever new program you introduce like political democracy and reform. It will be wasted only and no change will happen to our present situation even beyond 2010, whoever will be the next president. Majority of our politicians are corrupt, how can you introduce this honorable program to them? They are the thieves of the nation.
The Filipino people want action to change their lives for a better. They don’t want ideology or bickering among the politicians. What they want is action.

for all the circumlocution in this blog, you miss the main point of an election which is selecting an appropriate candidate and getting him or her elected. let’s not beat around the bush talking about the conditions of elections in this country. election is about people and getting people behind your candidate and making sure your vote gets counted. if you get down to it, you can use all your effort in organizing the machinery to get this done, election irregularities notwithstanding. get to the point and choose the candidate that people can rally support behind all the way from campaign to vote counting. otherwise, you’re just wasting your time.

Dear fellow Filipinos,
We are a nation divided. Peace, unity and development continue to elude us because we have a president bereft of moral or legal authority to lead. She had, in fact, become the greatest continuing threat to the security, cooperative spirit, well being and sense of Nationhood of the Filipino people.
A true leader is a symbol of unity and a rallying figure especially in difficult times. A bogus leader is divisive and stays in power to the detriment of the common good and the National interest.
GMA continues to inflict herself on our hapless people. In the process, scarce government resources are squandered to buy for her dubious loyalties, institutions are prostituted to project a sham imprimatur to an immoral governance, public service has evolved into a buffet of graft and corruption, and morals, values, accountability and responsibility have been reduced to mere flamboyant phrases. She destroyed the very concept of truth as the foundation of every act of government.
We find the country today in deep turmoil. Oppression, corruption and injustice rule the benighted land. Internecine struggles threaten to dismantle the republic. Widespread poverty robs people of their dignity and drives many to prostitution and virtual slavery in foreign climes. Hunger incidence is at an all time high and the country’s human development index is at an all time low. No wonder, an atmosphere of destitution pervades among our normally resilient and patient people. All of these were brought about by 8 years of unelected, hopelessly corrupt leadership and a slew of failed liberal economic and peace policies.
Long starved of good governance, the Filipino people should act now to reclaim their dignity, remove the pretender from power and steer this nation on the path to greatness. I echo, loud and clear, the call for radical reforms and restructuring. The call of the times is for us NOT ONLY TO LISTEN BUT TO MARCH.
November 30, a few days from now is National Heroes Day. Let us recapture the visions and ideals of our heroes and martyrs and give justice to their golden dream of National independence.
This country needs a leader of heroic and nationalist stature who would champion genuine independence in every aspect of our national life. He or she must be committed to challenging colonial economic masters and their local surrogates, abandoning obscene foreign debt payment policies, pushing industrialization, agriculture productivity and sustainable agrarian reforms, ensuring food and energy independence, and formulating a sound economic strategy anchored on the declaration that this country’s patrimony and all of our abundant resources are solely for the Filipinos to develop and benefit from. The current President is the antithesis of that leader. For her personal aggrandizement, she was willing to sacrifice the nation’s sovereignty and territorial integrity by dismembering the Republic in the case of the Bangsamoro Juridical Entity (BJE) and the baseline issue, west of our archipelago.
The latest Malacañang sponsored machinations are designed to extend GMA’s discredited regime. Secretary Dureza’s prayer and the feigned reaction revealed it all. With no semblance of delicadeza, no less than her son is doing the rounds, spearheading a signature campaign that would eventually actualize their foul design. With a subservient congress which frustrates the impeachment process at every turn and some Supreme Court justices willing to do their biddings, then their coast is clear, our political fate is sealed. I dread the thought that our best bet is for GMA to die of old age.
Now is the time to grip hands and act! Enough is enough!
To Enrile, Ramos and all generals, if the true spirit of EDSA 1 and if it is true in your thought, why you are numb and mum in this very corrupt and unscrupulous administration of Gloria Macapagal Arroyo, where is your dignity and conscience when fought in President Marcos regime, are you thinking that this full of deceit administration is still capable to uphold goodness in our country? I think Marcos era is much better than this “EVIL” period. And so, we the Filipino people are appealing again this time and since we know that you have still the charisma specially to all high ranking military to please fight again, unite, support, encourage and maintain the spirit and character you have done in the previous uprisings. Let us all eradicate and wipe out the people behind this devious controlled leadership by “EVIL”.

Mga kababayan, sobra na, tama na at tapusin na ang kasamaan, dapat nang kalusin dahil umaapaw na ang salop… umpisahan ninyo at aming tatapusin. Hintayin ninyo kami at amin kayong dadamayan. Magkita-kita tayo sa tamang landas.

What will happen if there will be a certain group who will stage a takeover of our government? No election for 25 years and open up investment from foreign investor. Simplify all transaction for every governmant agency to eliminate corruption. Lastly, all politician will be barred to go back for reelection if not, they will be sent to hard labor in SABLAYAN penal colony. Then, all bank employee will be given 25 % incentive to reveal all bank deposit of crook individual with bast amount of deposit from unknown sources, or simply unexplained wealth.
