    Enrile is a political butterfly. At first, he was with the opposition, and then he switches side with the administration. You just have to view the past Jun Lozada’s NTZ-NBN. See how bias his questions are Together with Senators, Miriam Defensor, and the “don’t mess up with my wife” Jokker Aroyo, all three was vent to demolish Lozada’s credibility, which they dismally failed.

    The thing is Enrile, after joining the administration could have gotten away with thousands of hectares of logging concession in Samar, if not for the watchful eye of the NGO’s and the Press.

    Latelly, his wife was assigned as Console in Vatican, at the expense of career officials in the department of foreign affaires.

    We, the ethnic Filipinos should monitor his actions as Senate President, least he sells us to the devil. Cha-Cha is a very serious matter all ethnic Filipinos should monitor. Our government is completely ruled by ethnic Chinese, and they intend to change our Constitution to give the rights for foreigners (Chinese) to own our land.

    Senate is the only vanguard we have against this corrupt ridden administration.

    We cannot trust majority of our congressional representatives anymore. They are selfish, self-seeking, rapacious mammals, whoes only concern is to agrandize themselve with the hard-earned people’s tax money.

    Even Nograles, who is suspected of receiving a 5 million-fertilzer fund, sounds obnoxious justifying where the money went. He is highly irretional trying to protect the Administraton.

    Our government is no longer ruled by the people, with the people and for the people. Ours is ruled by elitist and oligarch, 95 percent ethnic Chinese.

    This is in response to Elizabeth Anne Mondray’s comment about Ambassador Kenney.

    Just because you live in the Philippines, you do not get the right to comment on the Philippine government. As you said, you are a Democrat (not Filipino). Bad or good our government might be, it is still an independent nation, and we are not looking towards your country to right what is wrong with ours.

    Be grateful for the good life that you are enjoying in the Philippines and be gracious enough to know your boundaries.

    JPE is not exactly the toothless lion that some people would like to think. Doronila is accurate in his assessment of the situation in the Senate.

    From Day One of the EDSA, people power revolution, JPE was waiting to grab the highest position of the land. But, throughout the years and after many elections, he has to acknowledge that he cannot get to that position through the ballots because the people still remember him as the main architect of the Martial Law dictatorship.

    Today, JPE has ascended to the third highest position of government; we must remember that Enrile still has Gringo and his RAM boys, besides maintaining his invisible private army. His “war machine” which is capable of staging a coup or military take-over is still very much intact.

    A sly old fox, JPE will be watching Malacanang very closely from now till 2010. Any untoward incident before 2010 will be a golden opportunity for him to spring his trap and initiate a military takeover. None of the many candidates will be a majority candidate in the 2010 election and, for sure, there will be accusations of cheating and recounting. If the situation gets out of hand and is not resolved peacefully and judiciously, JPE may have another chance to use his old bag of tricks and achieve his age old dream.

    On the mess createad by Delapaz et al, I could not help but wonder whether the central bank governor is in hibernation or just plain “dumb” like many government officials. Clearly, there is a violation of central bank regulations here but the BSP has not taken the initiative to charge Delapaz. No wonder Filipinos are screwed big time because we have officials who sleep on their duty.

Dela Paz, Joc joc Bolante etc. eh san na kaya ako ngayon? Sigurado nakakulong. Pero sila eh pinagtatangol pa…….. Grabe na itong oppression na nangyayari sa atin……

    On the very first day when impeachment complaint could be filed, the opposition made sure they were first on line when Congress opened its office to receive the complaint. They did this to make sure Oliver Lozano and others including GMA’s allies cannot file ahead of them a complaint designed to be dismissed by a Malacanang-supported House as was done before because the law mandates only one complaint a year can be filed against the president.

    As expected Lozano followed suit with his complaint along with another person and PDI columnist Manuel Quezon III.

    Of the four, MQIII‘s complaint looked promising. For me, his premise is based on the issue of ancestral domain that the Supreme Court struck down as unconstitutional. This is definitely much better than the ZTE–NBN deal and other accusations of corruption against GMA which at best are basically allegations culled from hearsay sources. To this day in all those senate investigations nobody has come up with strong evidence to prove any of those charges. But what went wrong with MLQIII’s complaint that it was thrown out?

    MLQIII filed his complaint and called it classically a “motion for intervention” allegedly to support the complaint filed by De Venecia, the Black & White Movement, and other anti-GMA forces. Any dumb person can see through the gimmick that the motion is not about supporting the first complaint with strong arguments that have direct bearing to the ZTE deal for instance. The “intervention” is in fact a NEW complaint which has nothing to do with the first one.

    This is the big problem with the opposition. They cannot get their act together. When they have the means or reasons to do what is proper they mess up things themselves. They cannot think as one, they are so disorganized because they want to outdo each other. The only time they seem united is when they shout together GMA Resign! But with the opposition in absolute confusion GMA is not going anywhere. Tsk tsk.

    Wala bang batas na magpaparusa sa mga tinatawag na impeachers.
    Halos taon taon na lang ay ginagawa nila itong pampagulo na patalsikin ang pangulo.
    Ang kanilang kaso ay recycled, reharsh allegation na inimbestiga na sa senado,kongreso at Supreme Court.
    Sila ang mga taong nagsampa noon at ngayon.
    Kawawa ang pangulo pati na ang mga susunod pang pangulo na gaya ng ginawa kay Erap.
    Ang presidente ay inihalal ng milyon milyon pilipino, tapos mababalewala gawa lang ng accusations ng 5 tao dahil hindi nakapabor sa pangulo.
    Abuso na ang ginagawa ng mga impeachers. Sila ang destabilizers.
    Ang taong bayan ay sawang sawa na sa mga pampagulo sa bansa kaya wala ng nagrarally.
    Ngayon naman ay impeachment ang ginagawa nila para patalsikin ang pangulo.
    Dapat ay magkaroon ng batas na magpaparusa sa mga impeachers kung hindi nila mapatunayan ang kanilang ibinibintang.
    Abuso na kanilang ginagawa, ginagawa nilang laruan ang impeachment na para bang sa kanila lang ito.
    Dapat ang korte suprema ay makiaalam. Yong mga abogado na nangunguna sa impeachment dapat ay madisbar for abuse of authority.
    Sa pilipinas lang iniabuso ang impeachment.
    Sa ibang bansa gaya ng England na nagsimula ang impeachment ay hindi nagagamit ito for 200 years para patalsikin ang namumuno dahil alam nila ang election ang tamang paraan para palitan ang pangulo.
    Napapanahon na para baguhin ang saligang batas at magkaroon ng batas na magpaparusa mga impeachers.
    Tama na ang pampagulo, parusuhan sila para madala at makaganti.

    It is better to be a criminal than to be president of the Philippines.
    Here are the reasons:
    The criminal is afforded double jeopardy while the president is not.
    The accused/criminal cannot be prosecuted twice for the same offense that was dismissed.
    The President is impeached with the same offense that was dismissed three times already and the president is being indicted again for the fourth time.
    In criminal case, the accused can use the defense of in pari delicto, or he who comes to equity must come with clean hands.
    Look at the accusers of the president, they are not clean but dirty as a rug.
    De Venecia is associated with Marcos while his son did not get the NBNZTE deal.
    One cannot be a witness where there is credibility issue, character is already impeached.
    The De Venecia’s have credibility issues.
    Lastly, in malicious prosecution, the criminal can sue the accuser if it is proven that the suit is frivolous,
    While the accusers of the president are habitual impeachers that their motive and intent is to remove the president even without probable cause and yet the president cannot sue them for malicious impeachment.
    Enough of this impeachment.
    Let’s apply the due process and equal protection of law to the president.
    The president and office of the president should be protected against unjust, unfair and malicious impeachment.
    Let’s prosecute the impeachers.

    A lot of speculations are flying around as to the what triggered the Senate coup.

    I want to chip in my speculations which I think is overlooked by many.

    The reason for the coup, which was a week after the so-called fertilizer scam investigation, was due to lousy and embarrassing inquiry done by the Senate on Joc-Joc Bolante.

    It specifically damaged the image of the presidentiables in the Senate who were not able squeeze something out of Joc-Joc. And at some point asked stupid and irrelevant questions to Joc-Joc.

    Apparently, only Villar, who did’t examine Joc-Joc did not tarnish his image in the media then. No minus points for Villar then but a big minus point for Roxas, Legarda and Lacson. To get even, they kicked out Villar and made him appear as a lousy Senate President. And Enrile, with all his experience in Govt and admirable work ethic is of course the best anti-dote not only to Villar but to any senator.

    The swing votes for Enrile actually came from those who made a lousy inquiry with Joc-Joc.

    So there you have it. The mala-showbiz and mala-telenovela story in the Senate. These politicians definitely know how to get media mileage.

    Arroyo impeach hearings reset … the fourth impeachment against the president.

    Here we go again.
    Abuse of power, abuse of authority.
    The father and son of Jose de Venecia Jr.and III are humming the song, it is time to make a change.
    But look whose singing, I mean talking?
    Were these the same people who have fallen from grace from the president?
    Of course.
    After they were scratched from circle of friends of GMA, they became enemies number one and two.
    What a sour grape that did not become vintage wine.

    Double Jeopardy…a defense that forbids that a defendant be tried twice for the same crime on the same set of facts.

    The president is already in its double double jeopardy with its 4th impeachment.
    If a criminal accused/defendant is afforded the double jeopardy protection, much more the president.
    These perennial habitual destabilizer impeachers are in abuse of power and authority.
    They don’t have regards and respect of the law.
    These impeachers are in malicious prosecution… abuse of process, intentionally and maliciously instituting and pursuing impeachment against the president without probable cause.
    This frivolous impeachment should not be condoned.
    If the criminal is protected against malicious prosecution and defense of jeopardy,why not the president against the impeachers.
    Let us not put the president in harm’s way much more let’s put a stop on this impeachers,they should be prosecuted.

    Can someone please remind the guy that a condition of his pardon was he cannot run for public office again??? Or am I wrong?

    This is stupid. What’s past is past, we’re not arguing the merits of his conviction but I’m sure we can find better candidates even in the opposition??

    MANDATORY PRESIDENTIAL DEBATES PROPOSED

    Anyone who watched the US presidential debates between Barrack Obama and John McCain would not have missed getting an insight into the minds of the two presidential wannabes. Mediated by respected moderators, questions related to varied issues were asked of the candidates and the answers they gave displayed the extent of their knowledge, sharpness of mind and wisdom. The debates left me wishing if only we also had presidential debates like this to test the intellectual capability and competence of our presidential aspirants. The Comelec’s proposal to hold such debates comes very timely.

    Decades ago when there were only two political parties vying for the presidency candidates participated in public debates to present the party’s platform of governance dwelling on significant political and economic issues together with proposed solutions and reforms.

    Today candidates talk a whole lot in every forum but confine their talks solely to problems linked to corruption, and attack personalities with spicy juicy items, but hardly offer any solutions to the problems of the country other than call for the removal of an unpopular president, as if their replacing the president is the ultimate answer and everything will be fine. And to make sure their act draws a good crowd they bring along movie and TV personalities then highlight the event by joining the group in a sing and dance for the final act hoping to see the crowd go wild.

    The crowd goes home with just two things imprinted in their minds: the candidate is a good talker and a good singer. There was no way to even get a glimpse in order to gauge the intellectual capability and competence of the candidate.

    How to be fit during the holidays…

    Is this a reminder to americans or fiiipinos?
    With the coming consecutive holidays in the USA, americans are in for a treat, a non stop holiday starting from thanksgiving of turkey, all the way to christmas and new year of wine and food.
    That’s where weights are added to 16 pounds or more with cold weather to freeze the carbohydrates to fat.
    Holidays in the Philippines, I mean christmas and new year is once in a lifetime treat for majority of filipinos, once in a lifetime of pansit and baka, sometimes none.
    Weight would not be a problem for most filipinos for eating less is their everyday treat.
    No need to diet, for they are in diet.

    I had felt extreme dissappointment to know that our Senate and the Lower House were alternating in spending the very little resources that the government had allocated for them in their functions as legislators. What we have in the Congress are investigators of allege scams that are being investigated in the whole year round. This is in addition to the endless filing and debates of Impeachment cases filed against GMA by her critics and Opposition. These supposed to be legislators are no longer functioning and had neglected their mandate i.e. to enact laws for the good of the nation and its citizens.

    Now is the time that those stupid voters are harvesting their investment in electing these kinds of politicians occupying the Halls of Congress. The present occupants are considered GARBAGE that had not given in return to the voters what they received when they were elected as the present crop of legislators. What a waste of time, tax payers’ money and efforts accorded to them by the whole nation hoping that they will improve the quality of life that the Filipinos are longing for. It will take another big leap forward on the part of the voters to elect men and women who will translate their dreams of a national progress that will benefit the majority of the people and not the selected few. Only God knows when can we achieve the change we need in the same way as other nations had already received before us in having the progress they are enjoying at present.

    Why don’t we just leave the MILF rebels alone? I bet the reason they fought back was that they got frustrated that the MOA-AD was aborted even before they had a chance to say their piece. What if you were offered freedom and it was retracted before it was implemented or even discussed? Why do you defend the rights of the unborn while oppressing and not allowing people their freedom. Who of course said the Bangsamoro contract should not be allowed but the people of Luzon and Visayas? And I bet they called their Christian relatives in Mindanao not to allow it? Imagine giving people a whiff of hope, and it disappearing before it was born. So much for the Pandora’s box we have opened in retaliation to GMA’s government for trying to help the poor? I don’t understand it – from Joc-Joc Bolante, to Garci, to Eliseo de la Paz.. What do we have against the government? Jealousy? This fratricidal war we have consigned the Philippines to? Will we wait until it’s over? Won’t we disappear one by one, caught by all manners of corruption? Estafa for helping the poor? Please.

    How do we strengthen our laws against perjury? Very elementary.

    Just enact a law requiring the witness to prove that the statements he made are true beyond reasonable doubt and the charge for inability to comply is perjury.

    Strapping the witness to a lie detector with a pistol against his head will do no good because any innocent person in such situation is going to sweat like a pig, his heart beat will exceed 120, his blood pressure shoots over 200 and he’ll be shaking like leaf; under that kind of conditions even lie detectors lie.

    Adopt electoral college here? …

    The electoral college of USA is applicable only to presidential election because america comprises of 50 states where there is apportionment of electoral votes based on representation.
    However, each states use the popular votes in electing their governor, mayors, state legislators and federal senators.
    Just like in California where Governor Arnold is elected by the number of votes on him, popular votes.
    The Philippines is a democratic philippine republic and not a federal states.
    If electoral votes is applied in Philippine election, the more there wil be cry of fraud, daya and lutong makaw.
    They will say, nanalo ang aming presidente sa popular vote bakit talo.
    Filipinos are not intelligent voters, not yet ready for a complicated electoral college voting system unlike americans where they understand.
    America is contemplating to change their voting system because Al Gore then won the popular election but lost in electoral, and see what happened to America under George Bush.
    American electoral college here, no way for we are still elementary in our thinking.

    We will not gain anything by kicking out a President. The ultimate way to a political solution in a democracy is still through honest election and legislation. The people should vote into office good leaders and legislators; good legislators that can enact laws to prevent the repetition of past corrupt practices.

    In America, majority of the people hated Bush and his policies. A man with little knowledge, he dragged the nation into unwanted wars that cause billions and billions of wasteful expenditures. His reckless adventures depleted the vast Federal Reserves and the nation had to borrow money from China to fight his Iraq-Afghanistan wars.

    His No-Child-Left-Behind educational program has become a farce; the young American kids did not become wiser. His Health program only made the health insurance companies richer. The civil liberties and privacy of common people were compromised under the pretext of defending national security. His so-called road-map for the Middle East resulted in more serious fighting between the Arabs and the Jews.

    Closely related companies such as Halliburton allegedly made fortunes out of the wars where thousands upon thousands of innocent Iraqis and U.S. troops died just because Bush didn’t like the face of Saddam Hussein. There was no Weapons of Mass Destruction; and, there was no Al Qaeda in Iraq before Bush invaded the country.

    Did the Americans try to impeach George Bush? No, because they knew that that is not the solution. After an impeachment, the situation will be worse in the hands of Dick Cheney, tagged as the most dangerous vice-president. The results of the last election have proven their point. We hope the Bishops here will study and follow the U.S. example instead of inciting our people to revolt against the government.

    Strengthen our laws against malicious investigation…

    For the past weeks we have seen the senate conducting investigation left and right.
    Not only they used threat and intimidation of warrant of arrest but detained witnesses by sergeant at arms.
    The purpose of senate investigation is in aid of legislation.
    We have witnessed so many investigation but the senate cannot produce bill or laws out of the inquiry.
    Last week, the senate did it again.
    The televised investigation of Bolante,the fertilizer fund and dela Paz, the euro general put them in embarrassing situation and humiliation in front of filipinos all over the country.
    Senators line of questioning is without substance but also sarcastic from sour tongue.
    We can digest that the just concluded investigation was only a political show for nothing came out positive in their investigation for the senators knew nothing and knew that there was nothing anomalous.
    And who is the winner, nothing came out the winner but all loser, much more the country is the biggest loser for it is a negative publicity.
    In line of this malicious investigation by the senate, there must be a law that would clearly define their intention in the investigation or what benefit the country would get out of the investigation.
    In short, strengthen our laws against malicious, unscrupulous, ruthless, unethical senate investigation.

    The money was returned, he did not cheat; it was an excess baon, he did steal;he was the head of delegation, there was nothing to tolerate.

    NAPOCOR is no longer the only supplier of energy to Meralco. Meralco is purchasing significant volume of power from several affiliated generating plants owned by the Lopezes such as the 1000MW Santa Rita, 500 MW San Lorenzo (both natural gas-fired power plants), Pantabangan/Masiway Hydroelectric, etc. plus other IPPs and WESM. A rough estimate on Napocor supply to Meralco is 50% and maybe less.

    First Philippine Holding Corporation’s two subsidiaries First Gen and First Gas own and operate several power plants and natural gas facilities. The public still believe that 100% of Meralco power comes from Napocor and Meralco conveniently use this fact as an excuse whenever the public complains on high energy costs. Meralco has always been secretive in its dealings with its affiliated companies. It will be interesting to know at what prices Meralco buys its power from the Lopez-owned power plants and in what volumes. Also, how much undelivered/unused power from those power plants is charged to the consumer public under the “take or pay”..

    Meralco is a public utility company, publicly listed in the stock markets and its capitalization is public investors’ money. The Supreme Court in its decision against Meralco (G.R. No. 141314) cited the Federal Supreme Court of the United States: “[t]he public cannot properly be subjected to unreasonable rates in order simply that stockholders may earn dividends… If a corporation cannot maintain such a [facility] and earn dividends for stockholders, it is a misfortune for it and them which the Constitution does not require to be remedied by imposing unjust burdens on the public.”

    Meralco has never been totally honest with its customers, in the past the Meralco management passed its income taxes as operating expenses and made the consumers pay 30 billions for something which is solely Meralco’s obligation.

    There was the instance where Cong. Villafuerte accused Meralco of contracting power from affiliated Lopez-owned power plants amounting to 12.99 billion Pesos of undelivered power which was subsequently charged to Meralco’s customers.

    More recently, NASECORE has sued Meralco for misusing customers’ meter deposit for dividend purposes including other irregularities in connection to the meter deposits.

    In other words, Meralco is not exactly the public’s ideal of a White Knight in shining armor. The government have required the oil companies to reduce/rollback their prices due to the decline of the world market prices and the critical economic situation. Meralco, for the meantime, is very fortunate and has not yet been subjected to such regulation.

    With the way it is managed, Meralco can hardly go bankrupt; and if it does, we should not worry about the possible takers, they will be coming from business sectors where open competition to them is common milieu and for sure, they will turn out to be much better managers.

    In fact, they do it in every country and not only in the Philippines to help international investors decide which country is best to put their money in.

Lacson rebuked PNP disbursing officer Rodriguez repeatedly chiding him for failing to observe the chain of command in getting proper clearance in the release of 10 million pesos to De la Paz.

    Clearly, Lacson is misinformed about the application of chain of command in a strictly civilian function. It is precisely this wrong notion that the so-called chain of command being applied in the PNP which is not a military organization that led to the “tayo-tayo” system among the ‘mistahs’.

    Most of the top PNP generals are holdovers from the military and obviously have hang ups of the military culture that they continue to employ it in the police organization for their own personal reasons.

    Sen. Gordon reminded the PNP generals, and rightly so, that they cannot apply the rule of chain of command in the PNP because the PNP is a civilian organization. It is civilian in character and functions as such.

    The image of the PNP has improved a lot since Lacson left it as PNP chief with Erap’s downfall. But more has to be done to remove the vintages of the old corrupt ways left in the system.

    Once again, the ‘mistahs’ have given a bad name to their alma mater the PMA where they swore to live by the honor code. Disappointing isn’t it?

    The televised week of Senate inquiry has just ended.
    As we were glued to watch the episode, we thought it would be another blockbuster but it was not.
    Too much publicity lang, not classic, no substance.
    And how do you rate the week of inquiry by the senate, it was not suspense, not drama, not musical but sarsuela and comedy.
    All the senators line of question and answer were all funny, they are all good in comic delivery with some adlib.
    Anyway, our senators made our week funny and comedic.

    As to the leading man Jocjoc, who was the butt of joke, who became a joker, we found out that he is a serious man.
    Though we have a police general senator who was known to be good in extracting testimony by all means, was no match to Bolante.

    As far as I know, MERALCO is subcribing power generation to NAPOCOR and they are only engaged in power distribution all over Metro Manila and to some adjacent provinces. It is still NAPOCOR who is engaged in power generation using all kinds of fuels that the country is importing from OPEC and other sources of coals. In short it is NAPOCOR who will stockpile the bulk of the required fuels for power generation. On the other hand, MERALCO will stockpile fuels needed only to distribute the power directly to the end users and the cost of the quantity of these fuels are not substantial compare to when it is use for power generation.

    MERALCO is a private firm and will not exist if it will suffer huge losses, unlike NAPOCOR that habitually made routine losses in the form of high prices of oils imported buy the country to operate power generating plants for the entire country. The losses are simply absorved by the national government in the form of subsidies. This kind of operational losses cant not be afforded by MERALCO. Only one huge loss of MERALCO is needed to stop the power supply to their costumers. Other takers will experience the same cycle of operation as far as the cost of the business is concerned.

    We all know that electric power supply is the lifeline of the business and industries all over the country and what we should expect from MERALCO is to make their power supply to the end users in the most efficient way & prevent power outages especially during peak times when productivity is at its maximum. In this way huge losses in production will be minimized if not eliminated thus, the national economy will prosper.

    As far as I know, courts or judges are working independently without political interference from others.
    How could courts be politicized where decisions are based on facts presented, evidence and the applicable law.
    We see how many criminals were sent to jail, heinous criminals were meted life and death sentences.

A utility company can lose from its operations if there are internal irregularities such as embezzlements, pilferage, defective facilities, and unwarranted speculations on oil and energy commodities, etc. Losses as such arising from mismanagement and irregularities must not be charged to the consumers.

    Meralco is not increasing their power rates because of power pilferage. The reason is because they have overstocks of gas fuel which they previously contracted and “banked” at much higher prices.

    It is unfortunate that Meralco decided to increase their rates when world economy is down and oil prices are hitting the fifties per barrel. Many businesses will soon be closing and unemployment will be on the rise. As a responsible utility company they should try to absorb the loss arising from their high-priced fuel inventories. Like any other businesses, there are good and bad times. A franchise only assures a ready market but not the success or profit from the investment. Even Consolidated Edison of U.S. suffered from difficulties and losses without going bankrupt; and should Meralco goes bankrupt now, there will still be many takers.

    Electric power is the backbone of almost all industries today and to let all those industries suffer high energy costs just so that Meralco can make its usual profit is totally incomprehensible.

Of course these losses will be transferred to the paying costumers of MERALCO in the form of power adjustments, unit rate increases, etc.

    As a business venture, you should expect MERALCO to make profit otherwise, you have to produce your own power supply if MERALCO ceases their operation on account of financial losses due to the use of power jumpers. You should blame your fellow electric power users for being irresponsible and not to use illegal power jumpers tapped to MERALCO LINES.

    Mar Roxas found Joc-joc’s statement unbelievable. Is it because the questions posed were nonsensical? It is not too easy to make the senator believe in something that he doesn’t want to believe. If Mar Roxas thinks that Joc-joc lied in his testimony, the senator should charge him with perjury; otherwise, he should just keep quiet.

He had a ready answer to every tough question thrown at him and was not intimidated by threats and insults from Jinggoy and Roxas which only frustrated the angry inquisitors more.

    It’s quite obvious the primary objective of the senators is to link GMA to the alleged fertilizer scam. The attempt miserably failed. Anyone who understands the workings of government knows that release of funds for budgeted items no longer needs the president’s approval or consent. Bolante eplained the 728 million was in the 2004 budget that Malacanang set aside and approved by Congress. The release of those funds becomes the responsibility of the DBM and not GMA. Though this may be true it can also be assumed GMA could have given oral instructions as to who should get these funds for election purposes. This is where the paper trail stops with which to link GMA. This left the annoyed helpless senators livid.

    Roxas also failed to link the Esperat murder to the 728 fertilizer scam. Bolante pointed out he had no connection whatsoever with another alleged fertilizer scam in 2003 that led to murder. The charge against him was withdrawn for lack of evidence.

    Failing in that, the secondary objective is to hold Bolante criminally responsible for indiscreet dispensing of the funds associated with overpricing and related criminal activities in squandering the funds. Even if he can present data-based computer records that the recipients of the fertilizer funds were the ones who requested for the funding and not chosen by GMA, Bolante still cannot escape the responsibility for the anomalous mess his lack of prudence had created.

    Without the link to GMA, the suspense and excitement of the Bolante escapade shall be lost and the glitter and attraction some senators are expecting for themselves are for naught. Like the NBN-ZTE deal, the senators will eventually lose interest for their failure to link GMA. From the looks of things, this is how the Bolante case will end. Once again GMA triumphs.

    Senator Allan Peter Cayetano’s decision not to inhibit himself from the probe on the fertilizer fund scam made me feel “delicadeza” (a sense of what is proper and improper, a sense of shame) is really in near extinction.

    Though Senator Ping Lacson clarified that he was “not casting aspersions and giving any hint of indictment” on Cayetano, the fact that he raised is that Cayetano’s name is on a list of supposed beneficiaries of the fertilizer fund.

    But Cayetano still refused to inhibit himself. Yet I find the reasons he gave self-serving. It is because he was the one who cleared himself and not the proper authorities like, for example, the Ombudsman. The one who clears and the one who needs to be cleared cannot be one and the same person.

    He said the Department of Agriculture has already disowned that list. But that is the very office that Cayetano is investigating. He claimed that his district did not get any fertilizer fund when he was a congressman. But he added a caveat to be safe: “to my knowledge”. He claimed that list was bogus. But since that list is also submitted to the Ombudsman, then it should be declared as such by that office, not Cayetano. Former Agriculture Undersecretary Jocjoc Bolante, the alleged mastermind of the scam, cleared Cayetano. But Bolante also cleared the president. Yet, the senate probers themselves would not accept his exoneration of the president. How can we then believe his exoneration of Cayetano?

    There were signs of such a lack of “delicadeza” when he ran as senator. He toyed with the anti-dynasty law and insisted that there’s nothing wrong with him and his sister serving together in the Senate and his wife serving as a congresswoman. Yes, the people elected them. But lawmakers should be the first to set an example in obeying the law to those very same people. When the Senate President Manny Villar was accused of double-insertion of a budget for a so-called “road to nowhere,” Cayetano immediately rose to defend Villar without even calling for an investigation.

    Like Lacson, I am not casting aspersions or indicting Cayetano. He has all the right to defend his good name. It is also possible that he is not really a beneficiary of the questionable fertilizer fund. But I think he should have the “delicadeza” to inhibit himself. I feel that he just couldn’t resist the glare of the news cameras.

    To paraphrase a famous quote of a former Manila mayor, Cayetano seems to me so young yet so… confused.

    I assume, by now, most everybody has read interviews of random members of the public on the falsity or truth of Bolante’s testimony.

    These are the people who are the most deserving of the truth, the most important ones he should convince since they are the people that are affected, directly or indirectly. More so than politicians who just want their 15 minutes of fame.

    By far, there is prevalent skepticism about the veracity of Bolante’s testimony. This means many things … the public is now becoming inure to these hearings/investigations that go nowhere and indefensible testimonies that are blatantly self serving. There will be no visible punishments for wrongdoers and no redress for victims anyway, so why bother? Apathy prevails … I have to survive day to day first, feed myself and family, work to the bone in a thankless job that pays peanuts.

    One can just feel the despair and frustration out there. Talk is just that, talk. If there is no action behind it, these senate hearings are farcical and probably should be done away with.

    Tune in again, till next time. There will be a next time but until then, don’t hold your breath. This one will go away, relegated to the back burner. The show will continue when another scandal surfaces and diverts attention elsewhere again. What a vicious circle we’re in!

Like What happened with JOCJOC, The officials in such places make distasteful and shameless statements that there is no corruption. This is of course harmful to people’s emotions. I do not want to speak about anyone’s fear of being questioned because this is not a part of their thinking.

    In rare cases when one of these officials is relieved from his responsibilities, it is done quietly and only after the situation has reached such a point that no cover-up is possible.

    In situations like these, people expect the corrupt official will be put on trial — or at least he will be questioned about the damage that he has done to his department as well as to the public interest. No such thing, however, ever happens. The official leaves his position in order to enjoy the money he has embezzled. He spends the rest of his life like a celebrity with an abundance of worldly goods.

    Worse than this is when the official returns to a more important position in authority as if he were being rewarded for his corrupt practices. This conduct represents a grave challenge to all attempts aimed at improving the country and safeguarding its assets. It is a cause for despair and frustration. The spirit of belonging to the country will dwindle when people realize that the corrupt are being rewarded

    yun nga ang problema…dahil sa red tape at katiwalian lalong nasisira mga institusyon ng gobyerno, lalong dumadami ang buwaya at buwitre sa gobyerno, lalong nawawala ang mga oportunidad sa mga bagong negosyo at hanap-buhay, lalong nawawala ang sanay dagdag serbisyo kay juan dela cruz sa pamamagitan ng mga buwis sa mga bagong negosyo…

    lto,dpwh,bir,deped, afp/pnp,sss, gsis at halos lahat ng ahensiya ng gobyerno ay kinukunsinti pa ang red tape at katiwalian..biruin mo mga simpleng kawani ng gobyerno na nasa posisyon akala mo mga empleyado ng mga multinational corporations sa dami ng luho-magagarang sasakyan, malalaking bahay, daming investment at properties…whoa! ang yaman pala ng gobyerno natin with these kind of lifestyles they have!

    dito nga sa amin sa paranaque city, ang budget officer ay kamag-anak ng mayor ang mga clerk lang dati sa budget office ay ngayon puro mayayaman na kasi mismo ang supplies ng paranaque sila ang nagsusuply using dummy companies-clerk na casual mayroong tatlong sasakyan, may bagong bahay at mga properties sa batangas samantalang ang suweldo ay less than Php15k lamang at may mga negosyong binuksan gaya ng bakery at trading companies para nga di masilip ng ombudsman at sabihing may legitimate income other than being a govt employee.

    at sa tingin nyo ba sa raket ng mga taong ito walang blessing ng mayor? ganun kalala ang sistema ng corruption sa ating bansa just imagine pa sa national govt kung saan bilyon-bilyon na ang usapan.

    sana nga magkaroon ng bagong pinuno sa atin na matuwid at lilinisin ang sistema ng pamumuno sa atin - nepotism, palakasan, padrino at kaniya-kaniyang negosyo raket magmula barangay chairman, congressmen, mayor, gobernador, head ng govt bureaucracy at institution, executive dept…lahat lahat sila ninanakawan ang pobreng juan dela cruz!

    hindi naman mawawala ang nakawan pero dapat ayusin na natin ang ating bansa para sa tunay na pagbabago at tunay na demokrasya-walang saysay ang demokrasya kung mas maraming nagugutom, walang bahay, walang trabaho, walang pagkakataong mag-aral, walang oportunidad ang isang simpleng juan dela cruz.

    at higit sa lahat accountability at good governance…at kapag nakita ng mamamayang pilipino ang sinseridad ng kasalukuyang pamunuan na baguhin ang buhay ng isang pobreng juan dela cruz siguro naman maiiwasan na ang batikos at kritiko. pero sa ngayon habang patuloy na kinukunsinti ang mga pagnanakaw at kung ang lider mismo ang pasimuno ng pagnanakaw malabong mangyari na yakapin ng pilipino ang politicalceasefire at national unity na laging binibida ni gloria at alipores.
