We are so focused on improving our Internet infrastructure, but the laws governing it are not very established. Our economy may benefit from the broadband expansion, for it will create more businesses and jobs in the outsourcing sector, but consequently easy access to the Internet would mean the proliferation of porn, Internet-related crimes, fraud, pedophilia, and other unimaginable damage [to which[ our children and loved ones [would be exposed].

Come to think of it, I would like to offer a solution to the broadband requirement:
There is a technology called BPL (Broadband Over Power Lines) where net signals are sent thru our plug outlets. Build electric lines to the remotest village and voila their barangay can be connected thru the net! Talk to the Linux Community and they will gladly help with operating system software. Hire a software team and create a encryption and security system. Use the BPL technology for a closed Philippine intranet with 2 tiers. One is public - homes can access by purchasing a modified modem and plugging to their power sockets (from the pc). The other tier is accessible only amongst gov’t offices.
With these, our country will then earn from advertising entrance and the fees from web owners whose site they would like to be accessible to people who have no broadband yet. That means that google, for example can have their application an assured audience.
The same facility can also be used for an optional id system (for buyers and sellers), creating an online business that the government can properly tax and still be more affordable for households.
Education, health consultations and many other services can be facilitated, monitored and regulated.
We improve the electrification effort and we connect the entire nation in one project!

The divulged level of corruption in the NBN deal with ZTE as described in the Senate made me want to puke. One can imagine the first level of corruption which involves Abalos, then the surprise (or should it be unsurprising) involvement of Mike Arroyo. In addition now we know why Abalos is so accommodating to the fraud done by administration allies in the recently concluded election which again shows a deeper darker level of complicity.
Once more these same Trapos and exploitative guys within or near the administration wanted to defraud us in this One and a Half TRILLION deal and many MORE Trillions on the docket on the upcoming E-education program. Then there is this INSISTENT moves of Gloria to conclude the deal despite past questions of anomalies even BEFORE de Venecia’s son surfaced.
These disgustingly corrupt men and women currently in power attempted to BEAT the corruption record made by Ferdinand Marcos! Appalling, thick-faced, insulting, heartless and harsh… I’m a loss for words to reflect the level of disgust I now feel for them!
Mike Arroyo, remember that you were given a new lease in life and that life is an extended LOAN from our Supreme Creator that you may be given a chance to mend your ways. And now you go back to wallow in your own mire and once more take part in making each and every Filipino both living and YET to be born to be more destitute because of it?

Well, another controversy has rocked this administration. The NBN/ZTE scam. I just hope that the people involve will have the courage and conscience to explain to the people what’s that deal all about. How they’ve come to an agreement on the contract etc. The people have the right to know especially the tax payers-the working class. Abalos have always been in the middle of scams in the past years, remember the Comelec computerization voting project? Where are the machines right now? It is now useless and the people are the ones suffering in paying those expenses by the govt. I really don’t trust Abalos, why is he still there in Comelec he is an incompetent public official. I hope the people involved in the NBN/ZTE deal gets sacked even Pres GMA if found guilty. Another Erap in the making.

To know the extent of corruption in ZTE deal, an ordinary knowledgeable citizen can canvass or ask from other companies all over the world how much they would invest on similar account/specs of the NBN.
Any amount offer less than $ 329 Million by other companies, one could surmise that the difference is corruption money.
This eradicates unnecessary complications and an ordinary Filipino citizen with expertise on purchase contract canvassing may do this.
In this way, this would clear the smoke-screen of the corrupt who want to weasel their way out of this controversy.

Whoever have the lowest bid got the contract regarless. And if the lowest bid can’t deliver the service’s they will loss the contract. If the lowest bidding lose that contract, Second lowest bidder get the same contract. So on, And so port. There is no fixing doing business in the U.S. GOV’T. Because eact time their is a bidding all the bid’s openning with people watching it. All contractor’s or civilian people can watch the openning of the bid. After all the bids are open they’re also posting it in the bulliten board. so that everybody can see it.
But in the Philippines all the bid are seal to the public only the crooks can see whats going on. Kaya lahat may grease money. The Philippines gov’t. Are getting richs by doing that. I mean the gov’t. Official’s. This is one of the reason why there is so many pinoy want to work in gov’t. Easy money!

Hindi ba si Joey, V. Ng bid on this project. Why not the gov’t. Give the business to pinoy co. Instead of given the business to other country like china. For what I can see, The reason they’re doing that because of bribe money. For what I understand each contract the gov’t. Get 15% plus! Thats alot of money. This is one of the reason why the Philippines will never prosper. Boboo ang mga nasa puwesto.

Bakit kaya kung kailan may kontrata na at saka nagkakaroon ng imbestigasyon? Para di masayang ang efforts at oras ay makakabuti na gumawa ng paraan ang gobyerno, kongreso at senado ng sistema na sila ay may listahan ng identified major projects at sila ay updated sa status simula pa lang sa conceptualization hanggang sa matapos ang proyekto. Sa report ay nakadetalye ang mga importanteng impormasyon hinggil sa proyeko kasama ang feasibility study, paano ang financing, paraan ng pagkuha ng contractor o supplier, at iba pang mahahalagang bagay. Sila ay dapat magkaroon ng ugnayan kung may mga isyu na may kwestyon ang kongreso o senado. Ito ay makakatulong para magkaroon ng transparency. Ang media ay makakatulong rin ng malaki kung ang mga ito ay malalathala sa mga pahayagan, tv, radio at sa internet upang magkaroon ng sapat na kaalaman ang mga mamamayan at magkaroon ng malayang talakayan.

Pare ang sakit mong magsalita laban sa mga buaya na yan. Hindo mo ba alam na isa yan sa mga para-an para sila makapangurakot… mga infrastrature project daw para sa kaunlaran ni Pinas. Pero ang toto-o ay para malagyan ang kani-kanilang bulsa para makabawi sa gastos noong election, at saka makapundo habang nasa puder dahil baka sa sunod ay hindi na mare-elect. Hind bale na lang na mapurdoy si Juan de la Cruz. After all doon nan man sila sa ibang bansa manirahan at magpasarap after corrupting ang saliri nilang bayan at mamamayan.

Unfortunately, I believe those people in the government na mga gahaman sa pera are not thinking about this Broadband Over Power Lines dahil konti lang ang pagkaperahan nila. Those vultures are only focussing their minds to where they could share big big big BIG BUCKS in one click of their fingers.
And look, every time nagkakabestuhan at nagkakabukuhan like this NBN dealings, there are people (lots of them) who are reportedly involved are speeding out of the country for so many unknown reasons. At present nobody from among the government authority seem interested to monitor the movement of these people while outside the country especially if or when they are transacting business in foreign banks. Malalaman na lang natin later nai-withdraw na pala at closed account na ang kung saan nai-deposit ang mga milyones dolyares na pinaghati-hatian ng mga los ladrones na mga sin berguenza.

is it possible that Commelec Chairman and Supreme court chief Justice should also be an elected official, so that we would not again have the kind of Abalos as Comelec Chairman?

ZTE CONTRACT? i was watching the televised senate hearing with de venecia’s son being question by our smart? senators,estrada,cayetano and etc?? they are confused when to order a subpoena or just invite mr. arroyo to the senate hearing. Estrada asked the other senators if they can issue a subpoena or invite mr arroyo. Senators please DO YOUR RESEARCH FIRST BEFORE CONDUCTING A SENATE HEARING BECAUSE YOU DON ‘T EVEN KNOW YOUR OWN SENATE POLICIES AND RULES.SAAADDDD..WE PAID THESE SENATORS TO DO THEIR JOB BUT A SIMPLE RULE .THEY NEVER KNOW WHAT TO DECIDE.GO BACK TO SCHOOL???

The divulged level of corruption in the NBN deal with ZTE as described in the Senate made me want to puke. One can imagine the first level of corruption which involves Abalos, then the surprise (or should it be unsurprising) involvement of Mike Arroyo. In addition now we know why Abalos is so accommodating to the fraud done by administration allies in the recently concluded election which again shows a deeper darker level of complicity.
Once more these same Trapos and exploitative guys within or near the administration wanted to defraud us in this One and a Half TRILLION deal and many MORE Trillions on the docket on the upcoming E-education program. Then there is this INSISTENT moves of Gloria to conclude the deal despite past questions of anomalies even BEFORE de Venecia’s son surfaced.
These disgustingly corrupt men and women currently in power attempted to BEAT the corruption record made by Ferdinand Marcos! Appalling, thick-faced, insulting, heartless and harsh… I’m a loss for words to reflect the level of disgust I now feel for them!
Mike Arroyo, remember that you were given a new lease in life and that life is an extended LOAN from our Supreme Creator that you may be given a chance to mend your ways. And now you go back to wallow in your own mire and once more take part in making each and every Filipino both living and YET to be born to be more destitute because of it?
What next? Hire propagandists and spin doctors to turn the story around? Disgusting … absolutely disgusting!

MANILA, Philippines–First Gentleman Jose Miguel Arroyo slipped out of the country at sunset Monday, the eve of the Senate investigation into the controversial National Broadband Network (NBN) deal with China’s ZTE Corp.
Arroyo was last to board Cathay Pacific flight CX-918 some 10 minutes before the plane took off for Hong Kong at 5:55 p.m. It was not clear whether he was to take a connecting flight to another destination.
It was Arroyo’s first unofficial trip since his heart operation in April. He joined President Gloria Macapagal Arroyo on her trip to Sydney, Australia, last month for the Asia-Pacific Economic Cooperation Summit.
In a leather jacket and black pants, Arroyo passed through the highly exclusive Dignitaries Lounge at the Ninoy Aquino International Airport Terminal 1, taking an elevator from the ground level Presidential Lounge.
He had been driven to the airport through the limited-access ramp area, bypassing regular traffic and skipping the long check-in queue at the terminal.
Indicating how Arroyo wanted his departure to be kept from the public, airport security officials prevented the Philippine Daily Inquirer, parent company of INQUIRER.net, from getting close to the First Gentleman when he emerged from the elevator.
As he walked to the boarding gate, Arroyo was flanked by executives of the Manila International Airport Authority, including General Manager Alfonso Cusi and airport security chief retired Gen. Angel Atutubo, an official known to be close to the First Family.
Walking closely behind was National Bureau of Investigation official Pedro Bulaong, who was once on security detail to then Vice President Macapagal Arroyo, and chief airport customs collector Ding So.

As usual NBN project is really not really intended to make the filipino people lives easier, rather it will make the lives of those involve in this deal much much more easier and much much more “hardier” to mr & mrs juan dela cruz.
Why broadband? c’mon we have already a lot of telecom players around ! In short naghahanap lang sila ng pagkakakitaan ! Take a look at dotc/telof - is it functioning well now-a-days ? After the telof proj, wala na pinabayaan nalang ! why not check on it if what i am saying is not true ! A lot of the telof eqpt now are not functioning well ! Dahil walang pambili o pampaayos ng mga gamit !b Kita? Yes telof does, pero saan na ang kita ?? Sana maisip naman ninyo na pumarehas sa maraming pilipino na nagbabanat ng buto para kumita at ipakain sa kanilang mga pamilya ! Hoy mahiya kayo ! Hwag na sa amin kundi sa mga anak ninyo !

Well, another controversy has rocked this administration. The NBN/ZTE scam. I just hope that the people involve will have the courage and conscience to explain to the people what’s that deal all about. How they’ve come to an agreement on the contract etc. The people have the right to know especially the tax payers-the working class. Abalos have always been in the middle of scams in the past years, remember the Comelec computerization voting project? Where are the machines right now? It is now useless and the people are the ones suffering in paying those expenses by the govt. I really don’t trust Abalos, why is he still there in Comelec he is an incompetent public official. I hope the people involved in the NBN/ZTE deal gets sacked even Pres GMA if found guilty. Another Erap in the making.

You actually have a very good idea there, the BPL (Broadband Over Power Lines) where net signals are sent thru our plug outlets.
Of course! I’ve heard of this technology more than a year ago and it totally slipped my mind. Not only does it use existing cable and electric infrastructure, it also can be used as an internet/broadband conduit and as a bonus it would induce better electricity infrastructure development in far flung areas. A cheap win-win solution.

The public is flooded with “facts” surrounding one of the latest undertakings by the PGMA administration, the NBN project.So, to avoid being washed downstream, I posed the following queries. Luckily, I have the “answers” right at my fingertips, thanks to the power of the internet.
1.Is it needed?
DOTC Sec. Mendoza said that, whereas we have the e-commerce law which requires an e-government (electronic government) therefore, we need a National Broadband Network (NBN). Its simply interconnecting all branches of government. But the Makati Business Club says otherwise. MBC executive Lim said the NBN project would cause an overcapacity because there are already two existing telecommunications backbones.
2.If needed, can we afford it?
Senate President Villar said experts say The NBN is not needed, its too expensive, and too much of a burden for our people.
3.Is it valid?
The popular word nowadays is sub judice. A case is pending before the SC as to the validity of the NBN deal and a TRO was issued. Senate Pres. Villar said it should be junked due to lack of transparency. Sen. Santiago believed it is a valid monetary transaction subject to approval by the Monetary Board.
4.Are allegations against Comelec chairman Abalos true? Ditto with DOTC Sec Mendoza?
That’s the gist of the Senate probe to be conducted by the Blue Ribbon Committee chaired by Sen. Alan Cayetano. As Sen. Angara pointed out, the senate should look into allegations of bribery and how the NBN deal was crafted.
It is within the jurisdiction of the senate to investigate anomalies in goverment.
A certain Mr. Roel Garcia, spokesperson of MAYPAGASA said chairman Abalos should be impeached and Sec. Mondoza should be sacked. A case was already filed before the Ombudsman against Sec. Mendoza. If allegations against chairman Abalos were true, a complaint should be filed before Congress versus chairman Abalos.
There was euphoria in the aftermath of the Estrada conviction. Finally justice is served. But was justice truly served? Justice is truly served only in its consistent application not only during the Estrada trial but also on all pending cases and others yet to come.

The matter on the NBN deal is already subjudice. The Supreme court decided to put it on hold.
I concur with your proposal that the senate formulate laws governing the internet due to morality issues but I oppose that we digress from the issue at hand which is the perceived anomalies in the NBN deal.
Aside from the sole power to ratify treaties, the senate has legislative, investigative and oversight functions.These are the inherent functions of the senate which it is mandated to perform. But the persistent external demands from its constituents requires that the senate be responsive to the current issues at hand, including that of the NBN deal.
The senate has a multi- committee structure, and the committee on accountability of public Officers and investigations (Blue Ribbon Committee) can well be tapped to deal with the NBN issue especially the accusations of bribery and how shady crafting of the deal.
The Senate committee on public information and mass media should be an appropriate forum for cybercrimes like pornography, fraud, and immorality.
Rigorous and thorough discussions shall be conducted in these committees.
This is the senate at work.

I would like to express my dismay regarding the news about Villar seeking amnesty for Erap. I just read the news regarding the effort of Villar seeking amnesty for Erap. His greed to have the sympathy of Erap supporters only show that this man is really hungry to topple the 20010 presidential election together with Legarda and the company.
Villar is a prefect epitome of “turncoatism” and a political opportunist. It’s proven that Erap looted the national treasury and it is so disappointing that some politicians are tolerating this kind of mockery to our constitution. Why tolerate stealing? If this is the case, then those politicians seeking Erap’s Pardon or amnesty are just trying to justify that they are tolerating corruption.
Various sectors in the government should rally to bring a strong message to those politicians that Filipinos does not tolerate corruption and stealing. That Filipinos still has the sense of righteousness. I’m a private employee for a multinational company but if I have to go to the extent of attending rallies condemning this type of shenanigan then I would be joining people to peaceably assemble and condemn this idea of granting Erap amnesty. This politicos should respect the rule of law and let justice take its coarse. He Erap, stole the tax payers money and used his power to enriched himself. Wala na ba talagang pagasa sa Pinas?

Your concern is valid; however we must not ignore the bigger concern of the likely grave corruption in the NBN deal which will defraud the Filipinos of more than a trillion and a half pesos. To add insult to injury, not only is it graft ridden and benefits the few corrupt in power, even our great grandchildren would be paying the severely overpriced loans and interest that accrue from this.
Abalos, not only did your COMELEC defraud the Filipinos of an honest suffrage, you are now involved in a graft ridden Trillion and a half peso government transaction paid for by the taxes, blood and sweat of millions of Filipinos working and slaving locally and abroad. Can you sleep at night? Just because many of your colleagues are involved in corruption, you think that makes it okay to do it? Do you think that earning corrupt money is okay just as long as you donate to charity later? I’ve got news for you Abalos - corruption is wrong even if you turn into a philanthropist; even if you ask for forgiveness or shout “Praise the Lord” later. That practice is unacceptable and is punishable even while you are alive through instant bad karma and punishable later by our Supreme Creator in your afterlife. If you indeed are involved, make amends right now by returning the corruption money advanced to you, turn state witness and divulge names of colleagues and people in higher position who are part of this criminal act. At the very least, try to regain your soul.

The truth and what all these senators intentions is that they dont want the Philippines become progressive!!! Why because they only think of themselves not the people of the Philippines. That’s why any thing that pertaining to success they always complain..instead of complaining why dont you help for the benefit of the sufferring Filipinos. Come to think of it, I would like to offer a solution to the broadband requirement:
There is a technology called BPL (Broadband Over Power Lines) where net signals are sent thru our plug outlets. Build electric lines to the remotest village and voila their barangay can be connected thru the net! Talk to the Linux Community and they will gladly help with operating system software. Hire a software team and create a encryption and security system. Use the BPL technology for a closed Philippine intranet with 2 tiers. One is public - homes can access by purchasing a modified modem and plugging to their power sockets (from the pc). The other tier is accessible only amongst gov’t offices.
With these, our country will then earn from advertising entrance and the fees from web owners whose site they would like to be accessible to people who have no broadband yet. That means that google, for example can have their application an assured audience.
The same facility can also be used for an optional id system (for buyers and sellers), creating an online business that the government can properly tax and still be more affordable for households.
Education, health consultations and many other services can be facilitated, monitored and regulated.
We improve the electrification effort and we connect the entire nation in one project!

The GMA people now has a cop-out: Wala pa daw consumated contract dahil wala pang ang related loan agreement. But I found somewhere an info that China and the Philippines already signed a $1.8-billion loan agreement on Aug. 25 in Makati City of w/c the particular subject of allocation is undefined (so they could be free to design big project deals?). If this information is true, then there are already in the works other projects of w/c the preferential contractor will be the lender - China! That means the Filipino people will pay $2,291,014,800 using a sample interest rate of 5% for a sample period of 10 years. Or at P45 to a dollar - P103,095,666,000. If these projects turn out as white elephants, what an inheritance they will leave and what a legacy they will bequeth to our children!

About NBN deal And ZTE.As per my understanding on tne events it is the chinise government who will appoint an entity to take up the project since it is there money being loaned by the phillipine government.,, which is far more less of interest compared wiith world bank or ADB or IMF.
As for the senate who are investegating the issue,of course they have all the resource to say if the the contract was overpriced isn’t it..
We have this Erap Estrada example but it seems people as they say on the service of the filipino indeed become a master of denying a better philippines for filipinos.

If all we read in the news are true about this NBN deal, here are my takes: I would say ‘Spread the butter, guys, spread the butter.’ From Abalos up the ladder, from Abalos down the ladder. That’s what it takes to make a scam successful. Me, I’m ready to wring those guy’s neck singlehandedly, including the president, if involve. Because me and my family are taxpayers who will pay for billions of loan that might will be just a useless white elephant, considering the track records of the Phil. government to run a business. But what can I do? I can’t stop this NBN scam by myself. I need help, but what can I do? I can’t even rely for help from all the bloggers of this site, some of them here are obvious rabbid defenders of the scammers. Ok, I can rely on Kabayan and OFW in Afghanistan to join me, and a multitude of others, who fortunately, are the majority, but not enough. The minority have the top generals behind them. We have the muscle power, but they have the firepower. So we can’t wring their neck even if we want to. So now, I’m resign to the inevitable-pay the tax to pay the NBN loan.

This purchase deal was a necessity created by vultures, and the masa is the carcass. Setting it up high in their priorities has been criticized here by previous contributors. While the death toll here is a silent statistic of jobless Filipinos dying of starvation and disease, it is no better than all the P1B a day military expense in tracking down some bandits in Mindanao. It will again add to our children’s grandchildren additional debts that they will have to pay for - just like all the mining contracts that will expose our heirs to the wrath of natural calamities.
The lack of conscience perverts the politicians’ priorities. Health, food, education, jobs, housing, environment.
Abalos wants to spend on the Internet. Bilibid!!!
