Let the justice department or the Office of the Ombudsman take over. If the senators want to pursue the case, let it be outside the Senate hearing and through the justice system, otherwise what they are doing is being used for the purpose of positioning themselves in the coming election — or are they not?

NBN is required primarily for security reasons. Whether it is cost effective or not is secondary. The government, especially the Defense and Foreign Affairs departments, can not allow their sensitive communications containing important information, strategies and decisions to flow through unchecked private systems or operators (PLDT, Smart, Globe, Sun, or what not).
True, security is just a set of hardware and software safeguards designed for different authorized levels of access, transmission and reception; being preventive in nature, security is NEVER perfect. Yet, an ounce of prevention is better than trying to plug up system leaks in a BOT project where the owner and the operator is not the government. By security we must also consider service stoppage due to company slowdowns, strikes or sabotage.
In this competitive world, everybody is trying to spy on everybody and all types of espionage are being carried out everywhere, even inside Los Alamos National Laboratory. It is for the user client to watch out and install their own security measures after the final turnover of each project. The easiest way to spy on a system whether government or corporate is through a BOT communication network.
In the ZTE/NBN arrangement, the system operations is not in the hands of the Chinese or private entity; thereby, making it a better choice over a BOT offer.
The perfect solution is, of course, to have enough resources (no foreign loans or technology) to design, install, and operate our own network; devise our own encryption, firewalls, intrusion detection, and other security systems.
Even if we can achieve this dream, our nightmare is still politics and corruption.
