I think this kind of agreement should be done through a plebiscite and various consultations with the Filipinos, both Muslims and Christians. The government should publish the whole agreement (nothing hidden) so the people can form their educated opinion on this very important matter. Congress, both houses, should approve this agreement too. The executive branch cannot do this by itself unless our country is no longer democratic.

From the start, the separatist MILF want to break away from the Republic and this government is helping them do exactly that by agreeing to the whims of the MILF allegedly for the sake of peace. For me the government is allowing itself to be blackmailed into submission. It is negotiating out of fear. There is already the ARMM that allows the Mindanao Muslims to live independently as an autonomous region which was initiated by the organization of Islamic conference.
I share the apprehension of former Ambassador Seneres that once granted an independent state what will prevent these Muslim separatists in the future from joining the border Muslim federal states of Malaysia with which they have strong ties and where they feel they belong. If their sense of allegiance belongs to another Muslim state I feel very strongly that they are free to leave this country and stay in Malaysia but they have no right to fragment our country and take that part away from Philippine sovereignty.

It’s about time to implement the Federalism in the Philippines. Look our present situation today, poverty and unemployment in the Philippines is increasing tremendously. The present government today cannot handle efficiently the country because the greedy politicians are among the cancer of society.
Let MILF/MNLF govern themselves and to make ARMM as a Federal State. It doesn’t mean ARMM will become independent country. There’s no such thing like that! It should be pattern to American states.

Muslim struggle based on RELIGION and CULTURE is ridiculous and insane. Fact is the problems of the Filipino Muslim masses are no different to that of the problems of the Filipino Christian masses. So what is this Mindanao religious struggle all about? Are not they personal differences built up since the past that the Muslim elites are hyping, amplifying and riding on because of their insecurity over their wealth and territory, putting the clout of religion and culture over them? 1. To drive away the Christian elites, that’s the cause, 2. Muslim Philippines run like hell by Muslims is what being proposed there by its leaders 3. The war for territory is ridiculous. Tagalog, Illongo and cebuano had been, and had sat foot on Mindanao before other tribes who became Muslims came to settle that place later. Tribes that we now call Christians came from Borneo if people have forgotten that.
Illongos and Muslims for example are already antagonistic to one another. For every action there is a reaction. Muslims planted people like Toothpick so they reaped them. And I guess what Illongos reaped in there, were also planted by them. People can escalate antagonisms or they can play them down. It depends on everyone.
Can tribalism be played down? Definitely yes, they can be. Illongo, Cebuano, Capiznon, Antiqueño, they used to have antagonisms but this culture has diminished over the decades.
Meanwhile nandiyan na iyan ang paniniwaala na ang problema ay Relihiyon at Kultura. I guess we all play it that way until people have come to their senses, but definitely no more special treatment to Muslims than what our government can provide to the Cebuano, Illongo, Tagalog, Bicolano, Waray, Panggalatok, Ilocano and all other tribes.
Philippine Public land BELONGS TO ALL Filipinos. ‘Ancestral domains’ as I understand is Rights of every Filipino TRIBE, not as alienated territory but as RESERVATION granted to whatever Filipino tribe. I believe there are already provisions there by law. Definitely Malacañang palace cannot depart from those provisions, nor do Muslims have Rights to demand for special treatment above all other Filipinos.
And if government cannot solve the problems of every Filipino tribe, neither can it solve the problems of the Filipino Muslims. Those that are against the MOA may have very little or no idea at all about its contents. Simple analysis shows that the MOA is just a proposed expansion of ARMM and replacing it with Bansgamoro Region (I repeat: REGION not State as speculators would say). A plebiscite on the proposed expansion shall be held within 12 months from signing.
I agree with our Muslim brothers in the know that those who will not be affected should refrain from making comments because they are just messing up the whole thing. Whatever the BJE will be (a homeland, ancestral domain, or a state), the main problem is that the few (government negotiators led by Esperon under GMA) want to hide from the rest of their countrymen the document which indicates what they are GIVING AWAY to a Muslim group - the MILF - which does not really fully represent the Muslim people (it’s a breakaway group from MILF).
The map on Inquirer front page shows, in summary, a hodge-podge of geographically-separated non-adjacent areas - how can they call it a region? Occupying the tip of Palawan gives them territorial rights over the waters between Palawan and Mindanao. What will prevent the BJE from declaring its willingness to become a Malaysia province? If you get kidnapped and are taken to the BJE, what can the Philippine police and military do? And now we hear the Muslim signatories loudly proclaiming it’s a done deal already.

This problem of ancestral domain insisted by the Muslim in Mindanao has legal basis. They say, they were not even conquered by the Spanish or the Americans, so why would they give up their land, just because of the Luzon government laws in favor of the unwelcomed settlers from Visayas and Luzon. We, (I am referring to the Christians in the Philippines) should realized that even if the then late President, Ramon Magsaysay, favored giving away land titles to the new comers in Mindanao during his time, there was never an instant where in the Muslim populace were ever consulted.
What happen then was that the Christians in Mindanao were more of a land grabber than anything else. I am not favoring the Muslims nor the Christians in Mindanao, it is just these facts has to be considered why the Muslims in Mindanao are now reclaiming their rights to these lands.
Land titles recognize by the Philippine law is only legal among the Christians, but then, it was never a welcome document no matter how you explain it to the Muslims. For them, their law states that a Datu’s property extends as far as his finger points. The law then was accepted among their tribes because there were just few of them, and these tribes are far apart. Sometime in 1963, the whole Mindanao was covered by thick canopy for forest, and at that time, the cities like Cagayan de Oro, Butuan City, Sorsogon, were confined to a small area. The hinter land was purely forest, comparable to the Amazon.
What happen then beginning 1963 was that the Filipino entrepreneur albeit Filipino Chinese opened up the hinterland harvesting the prime forest for their timbers. The benefit of these undertaking benefited the Filipino Chinese, never the ethnic Filipinos. And as the logging company opened up the hinterland, the forest doesn’t stand a chance to recover because after the loggers left, the ‘slash and burn’ informal settlers or kaingeros burned the area to plant their crops. Thousands of roads were built by the loggers to harvest the timber, so did the Kaingeros followed these roads for the final obliteration of the forest.
And this was how our prime forest in Mindanao, comparable to the Amazon jungle was wiped out. Only Chinese Filipinos became rich while the ethnic Filipinos got pittance for their labor.
What will happen after the failure of the negotiation between the Philippine Government and the Muslim organization will have a terrible consequence. These may be the death row of our economy, for there will be big trouble ahead which may last for many years. Remember the Sri lanka and the Tamil Tigers, remember the Bosh and Spanish government, remember Serbia and Hersigovina (particularly, the Christian Orthodox and the Muslims), the minorities in Xingiang Province and Tibet on one side and the Chinese on the other, all these involves one for independence while the other wants to maintain status quo.
I never imagine that I will be alive when this thing will happen. I am a Christian, but I am afraid of the consequence of these conflicts. I believe that there will never be a solution to these problems. It is a protracted conflict that has no end.

I think plebiscite is not the right terminology.
By definition Plebiscite is direct vote in which the entire electorate is invited to accept or refuse a proposal, meaning congress or senate has already passed the law for ratification by the people. Just like the constitution to be ratified.
Appropriately, MOA should be first consulted the people affected by Referendum.

A referendum can also be facultative, that is it can be initiated at the will of a public authority thru proposition.
Referendum is merely consultative or advisory. It is left to the government or legislature to interpret the results of a non-binding referendum.
So MOA should be referred first to the population affected to know their say and take.

MINH (13), It’s not simple as you think. When a so-called “region” is given the absolute powers to run its political and economic affairs, including the right to negotiate with foreign powers on issues concerning its territorial waters and natural resources, that region ceases to be one and no matter how you call it, a region or juridical entity or by whatever name, it already wields the powers of a state.
Put simply, it is not about the name. It is about the powers granted to it in total disregard of the constitutional limitations. If Bangsamoro is created today as envisioned in that MOA because of the demands of the separatists, what will stop say the next generation from demanding a complete cessation from this country?
I am not against full autonomy for the Muslim brothers but as a citizen it concerns me more about fragmenting the country.
More than this, think how frustrated the MILF must be if after what have been agreed upon with the government are stopped by the Supreme Court for violations of the Constitution. That frustration could turn to anger and feeling deceived the anger could worsen to violence. The government took a very clumsy and wrong way in pursuing the peace nego. It’s obvious the govt negotiating panel lacked the expertise of a wise judicial counsel. As usual, it got itself in trouble again. Can’t this government do anything right anymore?

The MILF is a rebel group with which the Republic should not make pacts with.
The MILF-GRP peace agreement will never bring peace to Mindanao. The issue of ancestral domain is too far out since the claimants are not genuine tribesmen like the members of the CAR. The claimants are rebels who under the guise of “genuine peace” in exchange for their ancestral claim to establish a Bangsamoro region is a scheme to fortify their stance. This will boost their confidence to ask for another part of Mindanao in exchange for a lasting peace. In such case the Republic is harboring rebels who will one day claim the whole island of Mindanao as part of their ancestral domain.
If the Arroyo administration is serious in supporting President Bush in their campaign against terrorism, Mrs. Arroyo should have ordered an all out offensive war against this leftist group. A peace pact will only serve to give the these rebels ample time to re-group and organize.
An all-out offensive to eradicate these rebels (MILF as well as ASG and CPP-NPA-NDF) will bring genuine lasting peace in Mindanao. It will also reduce poverty since there will no longer be a rebelious group to hamper development in the region. There hasn’t been a genuine and serious war against these groups.
The MILF-GRP MOA is like carcinogenic food for cancer. The more you feed it, the more it grows and eventually it will kill the host unless the cancer is removed.

• All along, I say, we have a stupid government. Before the supposed peace negotiation process between the Muslims in Mindanao and the Philippine Government or GRP-MILF draft pact on Bangsamoro homeland, why, for Peters shake, did our government representatives wrote their initials on the drafted agreement.
• Our government is dim-witted from the beginning. Why would they negotiate for the Ancestral Domain in the first place? These are non-negotiable unless it wants to dismember our country. And if the Muslims succeed regardless by peace process or by force, then there is no guarantee that the rest of the Republic will follow thru.
• Our population is government generally by ethnic Chinese who occupy the highest post in the government. And it doesn’t matter to them what ever happens to this country. If trouble begins by the Muslims insistence to have their own republic, then, all these Chinese in the government will do is just to leave our country in quandary.
• I consider myself as an ethnic Filipino, and my loyalty is to this country. Although I have many relatives who have Chinese blood, I still will defend my country. This is where I was born, and this is where I will die. I consider this country as my home. But although I may have some Chinese blood in me, I hate the Chinese in our government. They are inutile from the very beginning in deceiving the GRP-MILF in to believing that the Muslim can get the whole Mindanao as their own.
• And now, just as I have said yesterday, the conflict has begun. As of yesterday, the Muslim separatist has driven some Christians from their home in Mindanao and occupied it. The Muslims has been gearing for war if only to get back their land. • But long before these, we have a stupid ex President (Fidel Ramos) who allowed the Muslims in Mindanao to arm themselves, have their own base camp, and are given absolute domain over these areas. And so, the Muslims such as the MILF, the Abu Sayyap, the MNLF, and others were made to believe, that they will in the future repossess their land. This is the crux of the matter. For them, it is just a matter of time, thru peaceful negotiation or by force; they will insist to get their land.
• Ex President Fidel Ramos has Indian blood in him, PGMA has her loyalty to the Chinese; where will the ethnic Filipino go for relief? These two Presidents have committed treason against the Republic of the Philippines. Why, of all things, would they bargain for secession?

I believe that we don’t need this memorandum of agreement between the government and the MILF to expand the
territorial reach of the ARMM, or there should not been an ARMM agreement with the MNLF in the first place because our Constitution never stated that you can give land as a concession to achieve peace with any breakaway group. Giving land and autonomy does not signify unification but only division and it does not serve the purpose of our Contitution which is the people living in harmony under one God. Our Constitution implies that as a people, we should pursue justice, liberty, and happiness for the people; by the people; and of the people. If our Muslim brothers were aggravated and neglected because of the mistakes that were made by the past generations or that were made by Christians, if these are the case, then both should ask for apology and give just compensation for their sufferings like more appropriations, more allocations, more improvements, etc.., instead of a plebiscite which is just another form of discrimination or division in a sense. We could not give in to the idea of ancestral domain because if we do the Igorots, the Lumads, etc.. can also declare ancestral domain and that will lead to the break up of the republic. If we really want peace and stability for the country, we should give more powers to the local governments and regions instead of concentrating most of the powers to the central government or the executive. Let the local governments and regions decide and allocate what is good for their own people, first and foremost, before giving their dues to the central government, so in this kind of system, nobody has to be blamed but to themselves if there is a failure in their legacy. This kind of system if implemented will avoid in the future the terrible events of past and present happenings in Mindanao. This also will eliminate corruption in the state level. The local government will be more attentive to the needs of their constituents thus eliminating the need to a parliamentary form of government which is just a waste of people’s money. Wealth will be distributed evenly among it’s local people and will make it hard for the central government and big businesses to influence their affairs and their destiny. We should believe in ” ONE PEOLPLE, ONE NATION, ONE DESTINY “.

Neither were the entire Filipino people were consulted in the signing of the treaty of paris, not just the muslims in mindanao were left out. But we must face the reality now that sulu and mindanao is part of the philippine republic and it shouldn’t be broke down because people want self identity. If that is the case, then the Philippines will disintegrate into small regions. Muslims say there are oppressed but I couldn’t see how, the treatment they got is the same treatment with other regions in the country. There is no problem in the intermingling of people of different faith, and of all the people in the world, filipinos are more respectful of other persons beliefs. Look at Singapore, muslims comprise second largest ethnic group in their population. Even in Malysia, christians also comprise a signicant percentage of their population. The problem I think is economic, the “ordinary muslim” people in the south were just dissilusioned by the way the government in manila is handling the economy that affects how they live. Maybe due to the distance from manila and the rate of development they got, they feel left out.

The MOA is the product of Malaysian Government interference. The government should not have accepted Malaysia as a mediator in our peace talks with the MILF. Obviously because we (the Government) have its own contention with Malaysia over the ownership of Sabah.
If you notice, Malaysians repatriated Filipinos from Sabah ever since becoming miltarily more superior to us. However, it has stopped repatriating Filipinos after being involved in the Peace Talk as mediatior or observers. They hastily left the negotiating table after their plan to manipulate the MILF over the Sabah issue was uncovered. Days later, hundred of Filipinos were again “repatriated”. The government should increase our regional vigilance over Malaysia’s interference on our pollitical issues.

Nobody is taking away the ancestral domain from the Mindanao Muslims. On the contrary, the government is making sure nobody takes it away from them. Ancestral domain refers to those territories in the Autonomous Region that have been possessed or inhabited by indigenous settlers (the Moros) since the time of their ancestors. Such ancestral domain includes mountains, forests, fields and mineral resources, lakes and rivers. This protected domain cannot be transferred or open to settlement by non-indigenous settlers. Which means the territory is off limits to Christians. In the ARMM, the Moros are also assured of their ancestral domain except certain minerals like uranium, coal, oil, petroleum, as these are strategic minerals that are sources of energy that only the government has sole disposition. It appears, however, there is no restriction with respect to these strategic minerals in the MOA drawn by the GRP with Bangsamoro. Given that the MOA allows the Bangsamoro to enter into negotiation with foreign countries it would be a national disaster if these resources fall into the wrong hands. Now that is bad.

The Philippine Olympic Committee should set strict qualifying standards to our olympic candidates that only those who are in contender of at least bronze medal/s should be considered to participate. Those athletes whose ranks are no. 30’s and below in the olympic qualifiying rounds like shooting and archers, etc. should not be considered to play in the Olympic as the chance of winning at least the bronze is very remote. We should consider the games where we had the chance like boxing.
If we don’t have the qualified candidates, we should send only the simbolic team for the sake of Olympic Spirit.
We should be realistic that our national athletes are still lacking the proper preparations to compete at par with the world’s bests. We need more resources for their proper trainings to achieve our goals for an Olympic Medal.

“Ancestral domains”? How far back into the history do we want to go, a 1000 years? Or, maybe 2000 or 5000 years? We may need an archaeologist and/or a historian to resolve the problem. Besides, it’ll be hard to prove that the earliest inhabitants in those areas were Muslims.

And this is the reason why the MILF, the MNLF, and other groups want to secede or break away from the Republic of the Philippines. They want a State of their own, and they have already displayed their own flag.

GMA’s term as President is to end in accordance with the Constitution i.e. in 2010 barring any constitutional move to impeach her prior to this date.
On the other hand, after her presidency ends, I’m not in favor to have “cha cha” to change the government from Presidential to Federal because Federal System might only lead to dis-integrate the entire nation as we are composed of various ethnic groups that later on will decide to be separated to the Federal Government as they have already exercise some degree of independence in their governance of their region. A case to cite is the former Yoguslavia and USSR that were dis-integrated because of this system. What we need is to correct the flaws of the Prsedential System of Government to make it stable, progressive and suitable to the needs of all Filipinos.
It is also a suspect that the intended “cha cha” is an attempt to have GMA stay in power beyond her term in 2010. Also, I’m not in favor of GMA to continue her term in any other position/s like being Prime Minister or other similar position as she is viewed as the focal point of extreme criticisms that caused instability to the entire nation. She is viewed as susceptible to the highest form of graft and corruption that always rock her governance. After-all she had served the country as President, the next longest term after Marcos. More than nine years of her term as President I believe is enough and let’s give other capable Filipinos to become President to make this nation more progressive than before.
Eventually, when each ethnic group decides to separate from the Federal Government, we end up splitting the entire nation based from the whims of the ethnics’ group leaders. Being citizens of this country, we want to preserve the souvereignity of our nation as envisioned in the constitution and as aspired by our great men.

Erap was abandoned by AFP, PNP and his Cabinet as they knew he had lost his mandate. GMA was sworn-in accordingly by the Supreme Court of the Philippines as the succeeding President and it was even Nene Pimentel that is holding the bible used by GMA during the ceremony. How then can GMA stole that presidency? Only stupid person will declare that GMA stole that position.
The next thing, when GMA is accused of stealing the 2004 Presidency c/o Garci. For goodness sake, we need somebody to prove that GMA really stole this presidency so she can be charged in the court that she had stolen the highest position of the land. After all, she is not considered the duly elected president if she had stolen this presidency. Without these conditions not being met, let’s stop this stupid thing and go back to our senses. It’s a waste of time to discuss this matter over and over again.
