The arrogance of Congress

I agree completely that it is the people who have the final say on charter change. So let's have a plebiscite whether we the people wants a charter change or not. Let the people decide!

I cannot decipher what this man is trying to imply as he talks of impeachment and now charter change.
When Impeachment was dismissed, it is not puppet as you termed, it is called majority.
Meaning Rule of Majority, a major component in the exercise of democracy that we are not bound by one person alone for it is dictatatorial but by nakararami.
In short, we have a robust democracy.
Well, it a very grave accusation to say that congress is manipulated by GMA, it is libelous. Anyway, we just expressing our opinion.
If we let the these impeachers file impeachment after impeachment to any sitting president based on false and malicious accusations, there will be change in president every year negating the vote of the people or in latin vox populi, so this should stop, remember what they did to Marcos, Cory and Erap.
Charter Change is a constitution term, so it is only right for congress to initiate charter change as they are the lawmakers, so to speak. There is nothing wrong and nothing treasonous.
Well, you are right that the majority has the final say on charter change, but you are the only one complaining out of 90 million filipinos.
And lastly, Congressmen are not arrogant, they are servant of the people that's why we choose them from the very best during election and we have the right to kick them out of office in they arrogant as you say.

Maybe you are right, but maybe it is more self defense than arrogance. Look at the countless allegations and accusations against the Arroyos and other politicians, it is impossible that all is untrue and baseless, no matter how many denials are issued.
This means, all of them are afraid that, when they are not protected antmore by their positions against prosecution and investigation, they could be charged and sentenced.
Of course, this reason is not better, rather worse, than plain arrogance.
Another reason is, thatcongress and senate members get their pork barrels direct via GMA and if they do not follow Malacanangs orders, they cannot get the funds for to do what they promised their constituents during their campaingn. Means, they risk not to be re-elected. That is the nosering Malacanang can use to direct legislators to the "right way"....

Rally in Makati: What exactly do they care about, those so-called anti cha-cha?
The mere fact that they left tons and tons of rubbish in that clean and orderly Makati speak ill of those who are supposed to be concerned about the people of the country. Such a simple thing as not to leave the area filthy and in disarray by those so-called concerned rally-makers makes me squirm about their sincerity to the cause of rally itself. If they can't clean up afterwards, they certainly cannot be relied on to take care of the country. These very people who shout their heads off do so because they have run out of nitty-gritty ideas. As if by magic, ordinary Pinoys would side with them. Why don't those wealthy rally attendees now give those cleaners and even those cops a Christmas present? After all, you are concerned about their welfare, right? Instead of doing something constructive, or stop all this moaning and complaining, you, the rally organizers and leaders could do better by first showing a simple example:tidy up the place yourselves!

Statistics show that Christmas is the season most people commit suicide. I used to question with skepticism this fact but after the paranaque masscre, I no longer doubt it.

I weep with the De Vera's in their tragic unnecessary and cruel loss of their love ones. The wanton killing of her husband and daughter is beyond reason in a civilized society. The arrogance of our police force could be heard in their reasoning and rationale of their actions as related in many interviews.

I have just seen tonight Cong. Villafuerte
in one tv program talked about his interpretation of the present constitution that congress needs 3/4 votes of the house and senate voting jointly to approved a con ass, this is because the 1987 constitution deleted the phrase that says congress is a bicameral and senate voting seperately. And he is confident that sc will interpret it this way. If this is so, why would the framers of 1987 constitution render the power of the senate inutile in this case, because even all the senators voted no they will not win because they are only 23.
I think the house and the senate should vote seperately for the purpose of what is exactly happening at present, the senate as check and balance whenever the house is under malacanang whims.

I can't not really fathom how callous these congress people are. Or the word callous is even an understatement. Generally, they are just plain leather skinned.

Truely, Nograles is the epitome of an arrogant government. The saying that Democracy is "by the people, with the people and for the people" doesn't holds true anymore.

The unilateral decisions of the Lower House (KAMPI) to push through on the CHA CHA and ConAss no matter what, shows the partiality of our Legislatures.

The word "Representatives" should be change to "Thieves". And the BATASAAN is no longer the "August House of the Representatives", but call it the "Den of thieves."

The function of the government specifically congress is get the machine rolling, con-ass or con-con to come out with proposed revisions to the charter after which the people will approve the draft or not on a plebiscite. Mr. Nograles is right when he said its the lawmakers to determine whether there is a need to change the charter. Thats their function not anyone else's unless by some means extrajudicially like the rallyists taking the matter in their own hands.

If we could only sell and export intrigues, accusations and mistrusts, we would be the richest country in the world. This has been since time immemorial and a never ending vicious cycle that traps our nation's progress. Just when will the time that we could be released from this bondage and translate these energies to productivities?

Blame it on traditional and patronage politics. Popularity is the name of the game rather than the aged, experienced and tested ones. Blame it on the voting public who put these unqualified, corrupt and self- serving public officials in office. Then we call that democracy? It's seesawing and tipping into anarchy.

We have to grow up and be mature enough to go beyond the traditional norms. Charter change or not, there must be a real change. What we have to rally right now is the the re-education of the voting public on how to choose wisely and credibly. Standardization and dissemination of criteria on the qualification of what public officials should perform in their corresponding offices. We should not stop there but work on its sustainability and continuous improvement.

Technologies are advancing fast among our neighbors. Commercial spacecraft is already at hand in preparation to send tourists to space soon. Taiwan, who was then exporting backyard shop fabrications during the 80's is now makers of computers and precision instruments. And would you know that the Thais who trained in our Rice Research Institute is now exporting high grade jasmine rice to us? And how about the patis which originated from us, is now in competition with Thai patis with better taste and better packaging. And why is Procter & Gamble Phils. chose to import most of their products from their plant in Thailand rather than produce in their plant here for local consumption. This is to emphasize the widening gap as if it appears like we are not moving.

How to start to inject more credible people in the government? I guess we have a lot of talents here to formulate these criteria. It's just a matter of dedication and persistence to spread the same for the betterment and improvement of the system. It's a changing culture. An improved system that will resurrect a new brand of nationalism and spark creativity to prime-up our economy. Create our own; buy our own; and export our own mentality of less foreign dependency and into a proudly developed economy.

here's my take, congress could not ask an equal voting count with the senate if the lower house proposes a con-ass. it would not be fair for members of the upper house who were elected nationally. logically, a vote of a senator should be equal to 10.5 to that of a congressman. (242/23) meaning one senator is worth ten and a half congressmen. such that the two houses can vote together and be on the same footing. but this is just my lame math logic.

there must be some missing provisions in Article 17 of the constitution that allow congress to amend the constitution and that's what they have to fix or at least make a clearer distinction between the two house of congress. it was worded too easily confusing.

congress is suppose to function exactly like a representative of the people. hindi naman kseh pwede lahat tayo andun sa congresso para gumawa ng batas. so naglagay tayo ng proxy natin. so kung ano ang desisyon ng ating proxy on a national level, kasama tayo dun kseh binoto natin sila di ba?

nung naglagay tayo ng pangalan nila sa balota, inilagay natin ang ating pasya ayon sa kanilang sariling pasya. kahit na sabihin nating dapat pasya ng nirirepresenta nila and mauna, ito ay isang ideals lamang dahil sa bandang huli, sila din ang magdidesisyon on our behalf.

kaya para hindi maging taliwas ang mga pasya natin sa personal na conviction ng ating mga proxy sa batas, dapat sa election stage pa lang alam na natin ang inclinations ng mga hinayaan nating maging proxy natin sa pambansang assembly.

kaya kung ang ibinoto nyo ay kampi kay gloria, hindi ninyo sya masisisi kung ang mga desisyon nya sa congress ay may inclination kay gloria dahil ang mga ito ay obvious na sa simula pa lamang na ihalal natin sila dahil kunyari sa partidong kanilang kinabibilangan. dapat kseh binubusisi natin ang plataporma ng ating mga kandidato para at least may idea tayo kung papano sila malamang magpasya sa iba't ibang talakayin. hindi yung boboto tayo at sa oras na maging palpak ang mga desisyon ng ating proxy eh dun tayo sa sisi. we blame everyone else for the mistake but not our own partaking. tayo kaya ang nagboto sa kanila kung kaya't anjan sila sa pwesto.

I considered myself the epitome of distrusting opposition mammal worst than those other ill-tutored on politics and government. But not so much anymore for I am already looking at the dictionary for words like Democracy, Congress, etc. I even read the constitution piecemeal. Its no wonder I blame partly myself now for all the ills we have for I never run to become the first upright representative of the people because I cant deliver 500 peso apiece to the voters.

IMF and World Bank admitted this information and let us prepared to meet our new King and Head of State replacing Gloria Macapagal Arroyo our previous head of state who drawn and dropped her authority last January 1, 2005 by the United Nation Organization as papers already preserved in the United Nation Organization and illegally extended up to this date. Senators had also an ambitions to be re-applied to our King as his Prime Minister but what could HM's decision right away?

Who is to blame for all these B.S. in congress, specially in light of the CARP scandal?

I say, if you sold your vote to a elitist candidates (who owns haciendas) for 200php, a shirt or decided thru TV ad and catchy simpleton songs then you didn't do your homework, you deserve to remain DIRT, PISS POOR.

As long as people appreciate the politicians with mud slinging pig style gimmicks instead of basing on credential and actual accomplishments, then filtering out TRAPO are nearly impossible. sir i agree that the people have the final say thru plebicite....BUT THE PROCESS SHOULD START FROM THE CONGRESS...thats is provided under the constitution..wag po tayo manguna sa proseso....after the congress decide on this matter then the people will undergo thru plebicite.....but the question is this, how can the people participate on this importnt issue when most of us speculate on the result.....please let the lawmaker do thier job first and we the people can wait until the plebicite.....thats why im wondering why some of us always think that GMA is using chacha to extend her term.....My GOD!!! mathematically speaking , there is no way GMA can extend her term while this CHACHA is running....people will decide thru plebicite and thats the time we can participate...for now let the lawmaker do thier job and the best thing we can do while they are doing thier job is to be vigilant.....wag po tayo mag pa gamit sa mga tao na may personal na galit sa government, it will not do good to us....
