THE Kaya Natin! Movement for Good Governance and Ethical Leadership is now looking for more local government officials to join its ranks.
The movement which was initially convened by the Ateneo de Manila University-School of Government (ASOG) recently had a political retreat and strategic planning session at the Mimosa Leisure Estate, Clark Field in Pampanga and one the main things that was resolved is to be able to include more effective and ethical local government leaders in its fold.
Currently, Kaya Natin! is led by Governors Eddie Panlilio of Pampanga, Grace Padaca of Isabela, Teddy Baguilat, Jr. of Ifugao, Mayors Jesse Robredo of Naga City and Sonia Lorenzo of San Isidro, Nueva Ecija.
Since the movement began in June last year, it has already brought its Caravan of Good Governance to more than 40 colleges and universities nationwide speaking before thousands of students.
Over the weekend, Kaya Natin! visited Araullo University in Cabanatuan City, Nueva Ecija and the University of the Assumption in San Fernando City, Pampanga.
According to its lead convenor, Harvey Keh of the ASOG, the movement believes that there are many other local government leaders who are currently practicing good governance and ethical leadership in their respective areas and thus, the movement would like to invite them to join.
“We don’t believe that majority of our government leaders are corrupt especially those in the local level thus, I think our goal to be able to recruit 300 more Kaya Natin! champions by the end of 2009 is very much achievable” said Keh.
Keh also mentioned that this will be done by working closely with other like-minded groups such as the Movement for Good Governance (MGG), BUSINA, Galing Pook Foundation, Convergence Team and the Catholic Educational Association of the Philippines (CEAP).
Panlilio also added that the movement also aims to serve as a leadership sanctuary and support group for upright government leaders who often struggle against the prevalent graft and corruption present in our country’s government systems.
Kaya Natin! has supported Panlilio against several issues, foremost of which was the recall petition filed against him by his political opponents late last year.
Robredo said that the movement doesn’t have any plans to transform itself as a political party that will field a Presidential candidate in the 2010 polls since all of them come from different parties.
“What we want to show is despite the fact that all of us are from different political parties, we can all cross party lines and come together for the common good of the Filipino people” added Robredo, a Ramon Magsaysay Awardee for Government Service.
Padaca who is also a Ramon Magsaysay Awardee, urged the general public and like-minded institutions to help the movement identify these deserving leaders.
“We will screen nominees and applicants based on two major criteria, effective delivery of basic services to their constituents and whether or not they are able to do this while continuing to be morally-upright” said Padaca.
Kaya Natin! is not only open to incumbent local government officials but also to leaders who have previously served as governors, mayors, board members and councilors.
Lorenzo who recently announced that she is open to the possibility of running for Governor of Nueva Ecija, said that the main aim of the movement is to be able to come up with a critical mass of effective and ethical leaders who will all work towards a common agenda that will enable the country to work towards solving poverty.
Baguilat, Jr. also stressed that the movement will continue to champion issues which will promote greater equality and social justice in our country. Among these advocacies that the movement is currently pushing for is the extension with reform of the Comprehensive Agrarian Reform Program (CARP) and the complete eradication of illegal gambling in the country.

Count me in. Concerned Fil-Am U.S. residents are also fed up with the wayward governance of our country. The rampant abuse of power of those top heavy officials in almost all branches of our government is sickening to the bones. Thanks to the Daily Inquirer’s editorial board and its staffs’ vigilance in exposing cycles of anomalous governance of all civil service agencies. From GSIS, Bureau of Internal Remedyo, Bureau of Customs and DOJ to name a few are run by CEO whose motive is to line up their pockets instead of the government coffers. For time immemorial this culture and modus oprandi had been going on and almost the generally accepted system of our society.
The Among Ed Panlilio’s phenomenon and personal campaign for good governance is foreign to most of our citizenry because for so long graft and corruption is the norm in civil service delivery also in private sectors’ commercial intercourse.
Yes we can change for the better. If we all concerned citizen, here and abroad can unite for a common goal the objective of good governance is possible in the Philippines. Let’s us begin now. Don’t stop to blog your opinion.

I have a disturbing discovery, which may be typical to all LGUs (Local Government units). It is about million pesos unaccounted, unsupported, and presumed lost in the coffer of LOCAL GOVERNMENT UNITS, like what happened in Quezon City, which involves hundred millions of pesos.
The COA report (log on Comission on Audit.gov.ph) on Annual Financial Report 2007, Local Government, Vol III-A, and a letter of Comission on Audit to LGU of Quezon city, citing inconsistencies on its accounting proceedures on its letter address to Mayor Feliciano Belmonte, as latest as June 30, 2008 regarding the accounting and operation of Quezon City ending on Calendar Year December 31, 2008, attest to the fact that there are missing funds amounting to almost half a billion pesos!
As taxpayer and concerned citizen of Quezon City, I am greatly aggrieve by these incidents of malversations happening right at the doorstep of Mayor Feliciano Belmonte of Quezon City.
Sometime in 2004, before the Quezon City Councilors increase the Real Estate Tax and Busiess Tax, I wrote them and personally delivered my letter to almost 22 councilors (copy furnish to Mayor Feliciano Belmonte) to get their view on the matter. But unfortunately, like typical policians, “Juan de la Cruz doesn’t has any rights at all questioning his own destiny.
In addition, this is true even on the National level. PGMA’s very expensive and none-productive trips abroad, paid by Juan de la Cruz, does not even have any remorse that this wasted funds could have done a lot to the benefit of the poor “Pinoys’. Came to think of it, PGMA is flying on a Chartered BIG BIG COMMERCIAL JET, and in addition, she has in tow, hangers-on comprising Congressmen and wives, press people friendly to the Administration, Mayors, and Governors and businessmen close to PGMA.
Remember, there was a COA report sometime in the past, regarding more than 6 billion pesos unliquidated CASH ADVANCES, withdrawn by politicians (which is a normal practice) that has never been verified, much more without supporting papers or receipt and up to now, after years and years, has never been acted upon.
My people, are we, the tax payers, the concerned citizen, the aggrieve parties, the senior citizens, the veterans, the retired government and private sectors, our children, are we going to just take these anomalies in stride? We must remember that in all our moves, the E-VAT is always there to increase our sufferings. The ever increasing taxes, just like what is happening to Quezon City, the infair charges and fees impost by our National Government, the never ending graft and corruptions, are we just to ignor these?
For Quezon City Taxpayer, just like me, LISTEN! The new Business tax increase effective January 2, 2009 is definitely anomalous. While the Ordinance No. AP-1189 S-2002 which was approve on Dec. 2, 2002 increasing Business Tax Rate, was convened and approve by Quezon City Councilors, now the latest increase on Business Tax Rate dated January 2, 2009 was implemented NOT THRU CITY RESOLUTION by Council members, but was implement effective January 2, 2009 eminating from a mere MOMORANDUM written by the City Treasurer, VICTOR B. ENDRIGA
What stupidity! A mere MEMORANDUM from a City Treasurer was allowed to usurp the function of the Quezon City Council? A City Treasurer is nothing but a treasure, and his functions is limited to collections and balancing the books of account. Why is Mayor Felicano and his Councilors so silent with this.
In fact, there was a new increase of Business and Realty tax in year 2005, yet the latest City ordinance was on Dec. 2, 2002. How is that? Did the order come from a mere MEMORANDUM of the City Treasurer, just like what has happen now?
People of Quezon City wake up! I am not an accountant, a lawyer, or a detective. I am an Agriculturist. But, it hurts me so much when I sense that we are being cheated by our own government of our hard earned tax money! I can not pay my Business Tax nor Residential Tax this year because of economic constrain, but my God!

As expected, PDEA lost the case on the “Alabang Boys.”
What do you expect with our JUSTICE? The mere fact that NBI which reinvestigate the incident naturally favor the Fiscals, and government Judiciary because the National Bureau of Investigation is under the DOJ.
There was no indescretion on the part of DOJ appoooointing NBI to handle the case on ground of close relationship. NBI is under Raul Gonzales. “Walang delikadesa!”
• However, there is such thing as Citizen’s arrest. As defined;

• Reasonable grounds means that you have direct evidence that ‘constitutes belief’ that the customer has committed an offence. An obvious example of ‘reasonable grounds’ would be if you were to actually see a customer take an item from a store shelf, put it into their pocket and then walk out of the store with that item, thus indicating a clear intention to not pay for it, and therefore steal it.
The failure of PDEA to obtain a Jusdge’s warrant of arrest is not at all times feasable.
1. PDEA’s sensitive function sometimes wants to keep their operation secret for security reason and to make successful arrest.
2. There are cases that Drug Syndicates sometimes put a mole (informaner) right inside the agency, thus the criminals are forwarned resulting to failure of apprehension.
3. I can guess that even members of PDEA are sometimes informed of impending Operaton on the last minute so that no leaks would ensue.
Using technical excuse to drop the case, inspite of overwhelming evidence, which was decided by DOJ, would greatly demoralize PDEA’s moral.
Everyone knows that PDEA members risk their lives and family because of the nature of their job.
Yet, in spite of this risk; again, corruption and political factor has butt in to spoil the arrest.
My symphaty to our brothers in PDEA.
From now one, the relationship of PDEA and DOJ is adversarial. I do not know if ever, that another buy bust will occur.
Anyway, better that our little president PGMA just sent two pieces of letter; one address to mainland China, and the other to Taipei government, a Diplomatic Protest, to stop ones and for all the exportation of these prohibited drugs to our country. Simple!

You will never win arguing with MMDA squads when it comes to smoke belching.
Any car, even if it is new, specifically the diesel type, will always emit smoke when the accelerator pedal is press down the floor several times on rapid succession and rapid stomp on the accelerator.
This is a natural occurance, and nothing to be surprise of.
However, I said, you will never win arguing with MMDA “crocodile agents” and Mayor Feliciano Belmonte’s traffic Officers (death squad), wearing yellow uniform, because most of these agents are determined to spoil your day.
Their standing order is apprehending as many violators, real or imaginary violations, as they can.
The fact is, they receive percentages of the fine. That is their “daily bread.”
I once had my old L-300 diesel undergo emission test for renewal. The attendant asks me if I have a new engine, because the engine was already shouting, yet, there was no smoke.
Having the old and delapidated vehicle passed the emission test, and renewed the vehicle registration, I was accosted by an agent of Mayor Feliciano Belmonte riding on a motorcycle without plate number.
Guess what! I have to bribe this despicable sh..t because he would not let me go.
He almost wreck my car’s engine pressing the accelerator hard, just to prove that my car emits smoke.
This is how crazy our government is. No matter how immoral and unethical their activities are (like over imposition of taxes), they will still do it.
Our country is like the “old wild wild west.”

Speaking of excessive taxes of Quezon City, please, anyone, tell Mayor Feliciano Belmonte, that yesterday, while buying a stainless steel plate item in a hardware, the owner mentioned of people from the City Treasurers office, Q.C. on extorting 500 thousand pesos from a Chinese bussinessmen. For not cooperating, the Chinese’s hardware remains closed by the Quezon City Treasurer’s Office. There was also a mention of another Chinese business, which was being extorted for 30,000 by the same people in Q.C. Treasurer’s Office. Old men with bad habits from the City Treasurer. Chief Treasurer Endriga, wake up!
I myself was subjected to this kind of extortion. I had an IronWorks business before. But, my business, being none profitable because of poor location, was being frequented by old employees from the Quezon City Treasurers Office. I maintain my business although it is not profitable; and paying my Mayor’s Permit, so that I can qualify in biddings anytime.
After having been visited by the first “vultures” from the Quezon City Treasurer’s office, another batch came again, not knowing that I was already visited by the first batch of “vultures.” (See, there is even no coordination among theives because of greed.) I almost throw a gallon of white paint at them because of the hassle. I closed my business after the first batch, because why would they visit me, pretending to check my Business Permit, when all along, they can check it in their computer!
That Gross Income used as the basis of City Tax is downright confiscatory in nature. It is unfair to imposs higher tax each year because in reality, the operational cost of business establishment gets more expensive, and there is a down turn on the actual income.
During the time of Ex Mayor Mathay, there was only one increase on business tax, here, in the Administration of Mayor feliciano belmonte, they increase their Business Tax and Realty tax several times in span of eight years!

Now, my statement that the illigal drug business is a billion pesos business was confirmed by no other than PDEA. Below is an excerpt, January 23, 2009, on todays Daily Enquirer’s news titled;

PDEA Director General Dionisio Santiago said he and his people had long been informed about politicians who used links to drug syndicates in aiding their election campaigns.
“I’ve been receiving reports from politicians themselves, those who are not into drugs… I’ve been telling [President Gloria Macapagal-Arroyo] a long time ago that there’s ‘narcopolitics’ all over the country. With the 2010 elections nearing, she’s worried that drug money might come into play,” Santiago told the Foreign Correspondents Association of the Philippines in a forum.
He said Arroyo, who had recently declared herself the anti-drug “czar,” had directed the PDEA to go after government officials, whether from the administration or the opposition, who were part of the estimated P300-billion drug business.)

What this means is that with P300-billion business, any one can be bought; from our president all the way to Barangay Captains. The tentacles of illigal drugs can influence the policies and actions this politician decides.
In our Barangay along, although there are numerous streamers and posters stating that our Barangay is “drug free”; you do not have to look any further because at night, our place is teeming with emaciated people staying the whole night up to the wee hours of the morning.
Any one for that matter cannot stay awake, day after day, and night after night, without getting energy from certain source. Their body, so skinny, and unhealthy, yet, they remain energetic, drinking and laughing, AND they keep on going on. Definitely, drug is involved. They use this as boosters.
I consider our barangay as affluent in the sense that there are so many expensive big houses; yet, the element of addiction is present. We have a Decent residence but with so many addicts.
What I am driving at is our stupid government has swept the problem under the rug for so long a time. Now, the government agency, the very agency who knows what he is talking about, an agency who is engages on illigal drug control, no other than the PHILIPPINE DRUG ENFORCEMENT AGENCY, declares that we have a serious problem.
Imagine, foreign ships are known to drop these item and retrieve by fisherment from Manila Bay, all they way to the opposite side, Polilio Island, Quezon Province, and yet, our stupid politicians in Malacanang just have no time for our drug problems until it hits the Headline, when DOJ and PDEA lock horns!
ALL OUR LITTLE PRESIDENT HAS TO DO IS TO LODGES A DIPLOMATIC PROTEST AGAINST CHINA AND TAIPEI TO STOP ONCE AND FOR ALL THE EXPORTATION OF THESE PROHIBITIVE DRUGS TO OUR COUNTRY.
SIMPLE.
You do not get a mop and sweep the floor on a flooded bathroom. You have to get to the root cause why the bathroom is flooded. And the emidiate solution is first TURN OF THE FAUCET THAT CAUSE THE FLOODING, before you sweep the floor!
In parallel, the reverse is what our STUPID GOVERNMENT (MALACANANG) is doing. Is it not a sign of STUPIDITY for our little president, calling herself a DRUG CZAR, yet she does not know how to fix it?

Do you know that the Priority Development Assistance Fund (PDAF), popularly known as the pork barrel is worthless in the sense that it is only duplicating the functions of other Departments? When a politicians designate a portion of his PORK BARREL to built a barangay road, the money spent may have come from other Departments, like the DPWH. So what happens to the pork barrel?
When a politician wants to built schoolhouses in his domain, there is the Department of Education who is legally designated to build school house, in the first place!
When a politician wants to have a health clinic, there is the Department of Health.
In other words, Juan de la Cruz, cannot but suspect, does our POLITICIAN’S Priority Development Assistance Fund (PDAF) was really created to benefit the people, or is it really a PORK BARREL.
Remember, during election, the likes of PICHAY, ENRILE, LACSON, and the whole bandwagon spend not in millions, but BILLIONS AND BILLIONS, of people’s money for their candidacy. Ask yourself. If you personally own so much billions of pesos, would you, honest to goodness squander it for your candidacy.
Or is the BBILLIONS AND BILLIONS OF PESOS SPEND DURING POLITICAL CAMPAIGN BELONGS TO “JUAN DE LA CRUZ”!
IF SO, THEN THESE PEOPLE HAS COMMITTED TREASON. The offense is no longer plunder but TREASON. A crime against each and every individual ethnic Filipinos in these country.

Drug Traffickers and Drug Users What To Do About Them????
With the recent controversy with the Alabang Boys and the issue of bribery in the “injustice system”, several collegues of mine in the congress has once again proposed for the revival of the death penalty to the traffickers. This sounds really good but unfortunately, eversince the advent of this proposal many years ago it has not really deter traffickers in doing their business. The law has no teeth and so the proposal is just a mere forethought. Aside from this, another idiotic and futile activity of random drug testing among the youth is now being implemeted, hoping that this likewise will deter the youth from using illegal drugs. Is this really the solution to this issue at hand? Will this mechanism of deterance proposed by my collegues a solution to this problem. I do not think so. Filipinos really need to learn the hard way. As a tongressman, I proposed a much severe penalty. Why not a death penalty also to the users. Let them learn the lesson the hard way. I strongly believe this is the only way to eliminate this problem of drugs in our country. Death penalty should be mitted out on those who are found guilty on the use of amphitamines, marijuana, ecstasy, shabu and other similar illicited drugs. If we take this proposal seriously, perhaps drug users would likewise think seriously about their usage of drugs. Because remember, while the demands of drugs are still there, suppliers will do all its might and will to provide for these demands.
